Educational Requirements:
∎ Master's in any discipline preferably in Disaster Management or Social Science from any recognised university/institution with at least all second class/division or equivalent GPA/CGPA in academic examinations.

Experience Requirements:
∎ At least 8 year(s)

Job Responsibilities:
∎ Organisational Readiness to Disaster, Training and Capacity Building:
∎ Design 'annual preparedness plan' linking with Annual Operating Plan (AOP), Standard Operating Procedure (SOP), and Contingency Plans.
∎ Make sure emergency management system of BRAC (e.g. Early Warning and Alert System, District and Upazila Disaster Management Team etc.) is functional in emergencies.
∎ Maintain regular coordination with support functions to make sure emergency response logistics system and supply chain are functional.
∎ Develop initiatives for continuous learning pilots and innovation in collaboration and coordination with relevant sector/ functions of BRAC.
∎ Ensure humanitarian standards/ principles in the implementation of BRAC's humanitarian assistance - particularly SPHERE and its companion guides e.g. protection principles, CHS, and minimum standard of key response sectors.
∎ Develop a capacity building plan for organizational readiness to disaster, resilience building and disaster risk management components.
∎ Design and delivery for all training and capacity building-related activities targeted for BRAC response structures as part of organisational readiness to disaster such as District and Upazila Disaster Management Team (DDMT & UDMT); CBOs, NGO partners and LGIs (UDMC & UzDMC).
∎ Humanitarian Response:
∎ Guide to conduct immediate damage, needs and capacity assessment to determine timely response, and coordinate for timely engagement of BRAC.
∎ Develop response plan and budgeting for humanitarian response.
∎ Manage, supervise, and monitor implementation of projects through field team; ensure minimum quality standards in the implementation process - guided by the humanitarian standard and principles.
∎ Establish a synergy between technical and support functions (e.g. finance, admin, logistics etc.) to ensure logistic and supply requirements in time.
∎ Ensure compliance with BRAC monitoring, evaluation and learning expectations and approach.
∎ Guide team members (both at HO and field level) to achieve the target.
∎ Coordination and Representation:
∎ Ensure meaningful internal and external communication, coordination, and collaboration in regard to resilience building, preparedness and humanitarian response.
∎ Collaborate and coordinate with funding and non-funding partnership to increase participation including NGO partners, networks, alliances, institutions, UN bodies, Government etc.
∎ Coordinate within BRAC Humanitarian Programme (BHP) team, relevant development programmes and support department of BRAC to improve team building, mutual learning and ensuring timely support on preparedness and response, DRR, capacity building, M&E and knowledge management.
∎ Represent BRAC in country humanitarian architecture i.e., Cluster mechanisms and engage with the cluster mechanism at times of crisis.
∎ Act as a focal point of response activities at the field level and ensure support at the national level as/when assigned by the management
∎ Team Management:
∎ Provide leadership to the programme team and ensure clarity over project plans and priorities, encouraging effective teamwork and building team spirit through regular meetings and events.
∎ Ensuring performance management system is effectively implemented, setting probationary reviews, regular catch-ups and performance appraisals.
∎ Team building and development of team capacity, with particular focus on developing skills, knowledge, and capacity relevant to attaining the preparedness and humanitarian response.
∎ Reporting:
∎ Produce high quality and timely reports (as/when required) for BRAC and Donors within agreed reporting schedules as required.
∎ In coordination with relevant team members, ensure the preparation of a timely programme delivery and submitting the reports on programme/ project activities in compliance with BRAC and donor requirements.
∎ Safeguarding:
∎ Ensure the safety of team members from any harm, abuse, neglect, harassment and exploitation to achieve the programme's goals on safeguarding implementation. Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment.
∎ Practice, promote and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action.
∎ Follow the safeguarding reporting procedure in case any reportable incident takes place, encourage others to do so.

Additional Requirements:
∎ Experience Requirement:
∎ Minimum 8 years of working experience along with 6 years of experience in managing emergency programmes in a number of humanitarian crises. Candidates having experience in training and capacity building will get preference.
∎ Additional Requirements:
∎ Sound knowledge of national and international disaster management architecture and framework, core humanitarian standard and principles, coordination mechanism, humanitarian reform, humanitarian programme cycle, National and international statue relating to disaster management etc.
∎ Capable for planning and prioritizing under any stress situation
∎ Excellent skills in team building, problem solving and decision making
∎ Demonstrated coordination skill and ability to implement programme in a challenging work environment
∎ Excellent communication, coordination and networking skills
∎ Familiar with MS Office, MS Excel, MS PowerPoint
