Education:
    • Bachelor of Science (BSc) in Civil Engineering
  • B.Sc. in Engineering (Civil/EEE/ME) or MBA/BBA/ Masters from a reputed university.

  • Certification in Public Procurement Management (from CPTU or similar) will be highly prioritized.

  • 6 to 12 years of professional experience in Tendering/Procurement.

  • At least 3-5 years of experience in a Senior Management role within the Bangladesh market.

  • Proven track record of winning large-scale government projects.

  • Technical & Personal Skills

  • Expert-level knowledge of PPA-2006 and PPR-2025.

  • Proficiency in Microsoft Excel (for complex costing) and Project Management tools.

  • Strong command of both Bengali and English for formal correspondence.

  • Ability to work under extreme pressure and meet tight submission deadlines.

We are a leading Construction and Supply firm dedicated to excellence and innovation in Bangladesh. We are currently seeking a highly skilled and strategic Senior Manager (Tender) to lead our bidding department and drive business growth through successful contract acquisitions.

Job Responsibilities

  • Tender Management: Lead the preparation and submission of high-quality technical and financial proposals for both Government (e-GP) and International tenders.

  • e-GP Expertise: Manage the entire e-procure.gov.bd portal process, including registration, document downloading, clarification, and digital signature-based submission.

  • Costing & Estimation: Oversee the Bill of Quantities (BOQ) preparation, ensuring competitive pricing while maintaining healthy profit margins.

  • Compliance & Documentation: Ensure all legal and mandatory documents (Trade License, TIN, BIN, Bank Solvency and Experience Certificates) are updated and compliant with PPR-2008 (Public Procurement Rules).

  • Post-Bid Management: Lead negotiations with procuring entities, attend pre-bid meetings, and manage the process from Notification of Award (NOA) to Contract Signing.

  • Bid Preparation & Submission: Prepare technical and financial proposals. Develop cost estimates, pricing strategies, and budgets. Ensure full compliance with tender requirements and guidelines.

  • Team Leadership & Coordination: Lead and supervise the tender/bid management team. Coordinate with internal departments such as Engineering, Finance, Procurement, and Legal.

  • Client & Stakeholder Communication: Maintain communication with clients and stakeholders. Participate in pre-bid meetings and clarification sessions. Respond to client queries regarding tender requirements.

  • Contract Negotiation: Negotiate terms and conditions upon bid success. Ensure favorable contractual agreements for the company.

  • Liaison: Coordinate with the technical team, legal department, and external joint venture (JV) partners to compile comprehensive bid documents.

  • Documentation & Compliance: Ensure accurate preparation and submission of all tender documents. Maintain proper documentation and records. Ensure compliance with legal, regulatory, and company policies.

  • Market Research & Strategy Development: Analyze competitors and market trends. Develop bidding strategies to improve win rates.

  • Reporting & Performance Analysis: Track and report tender status and outcomes. Analyze success and failure factors to improve future bids.

  • Risk Management: Identify potential risks associated with bids and projects. Develop mitigation strategies to minimize risks
