Education:

Additional Requirements:
  • Strong understanding of end-to-end procurement processes, including sourcing, purchasing, logistics, and inventory management.

  • Familiarity with local and international procurement regulations, donor compliance requirements, and ethical procurement standards.

  • Proficiency in procurement software and ERP systems—especially HCMP ERP—and e-tender platforms to enhance operational efficiency.

  • Ability to analyze financial, market, and supplier data to ensure value for money and identify cost-saving opportunities.

  • Skilled in contract management, supplier evaluation, and maintaining effective supplier relationships for improved performance.

  • Excellent communication skills, with the ability to deliver clear written materials, persuasive presentations, and effective stakeholder engagement.

  • Highly organized with strong multitasking, coordination, and time-management capabilities in dynamic work environments.

  • Demonstrated ability to work independently and collaboratively across functions, showing adaptability in complex and multicultural settings.

Responsibilities & Context:

BRAC is an international development organisation founded in Bangladesh in 1972 that partners globally with over 100 million people living with inequality and poverty to create opportunities to realise their potential.

To lead and manage the procurement function of HCMP, ensuring that procurement strategies and processes are effective and aligned with the organization’s goals and sustainability initiatives. This position is responsible for ensuring the quality of procurement activities and maintaining coordination with all sector/unit leads and authorized personnel, under the supervision of the Head of Procurement/Office In Charge of HCMP. The role emphasizes supplier management, contract negotiations, stakeholder engagement, and advancing procurement initiatives that reduce carbon emissions and minimize environmental impact.

Leadership and Strategy Development:

• Lead the procurement team, including three managers and a total team of 20 people, to achieve strategic procurement objectives.

• Develop and implement procurement strategies that support organizational goals, with a focus on sustainability and cost efficiency.

• Collaborate with senior management to align procurement activities with overall organizational strategy and program requirements.

Supplier Management and Contracting:

• Oversee supplier contracting and negotiation processes, ensuring compliance with program and stakeholder requirements.

• Establish and maintain strong business relationships with suppliers and service providers to ensure high-quality service delivery and cost-effective procurement.

• Monitor and evaluate the performance of suppliers and service providers, ensuring they meet the organization's quality and sustainability standards.

Sustainability and Compliance:

• Lead initiatives to reduce carbon emissions and environmental impact within procurement processes, including identifying and sourcing alternative products.

• Ensure procurement activities comply with organizational policies, donor requirements, and legal regulations.

• Conduct awareness sessions with vendors and training for procurement professionals to promote sustainable procurement practices.

Technology and Process Optimization:

• Utilize the HCMP ERP and e-tender modules to streamline procurement processes and enhance efficiency through technology.

• Implement process improvements to optimize procurement operations and reduce costs.

Stakeholder Engagement and Coordination:

• Coordinate with sector/unit leads and other stakeholders to ensure procurement activities meet the needs of various programs.

• Engage with NGO partners and other stakeholders to build capacity in sustainable procurement practices through training and workshops.

• Prepare and present regular reports on procurement activities, including cost savings, sustainability impact, and compliance status to senior management.

People Management and Development:

• Work with team members to set individual and team goals aligned with departmental and organizational objectives.

Safeguarding:

• Ensure the safety of Programme Participants, people who come into contact with the organisation and team members from any harm, abuse, neglect, harassment and exploitation including sexual exploitation and abuse (SEA) to achieve the programme's goals of safeguarding implementation. Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment.

• Practice, promote and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action.

• Follow the safeguarding reporting procedure in case any reportable incident takes place and encourage others to do so
