Responsibilities & Context: Responsible for:
- Perform to Purchasing goods, services, constructions work and materials as per Friendship Procurement manual.
- Planning and analyzing Procurement activities and aspects.
- Collaboration with internal and external stakeholders or sectors/CSUs
Activities:
- Prepare tender documents and follow tender procedures according to the policy donors and compliance and consider others key aspects.
- Develop and implement project specific procurement plans aligned with organizational goals, donor requirements and follow up smooth execution.
- Identify strategic sourcing opportunities, develop eco-friendly supplier structures, and maintain vendor performance evaluations.
- Manage supplier relationships to ensure timely and quality supply of goods and services.
- Forecast procurement needs in coordination with program and finance teams to ensure timely availability of goods and services.
- Receive bid proposals, prepare bid evaluations, purchase orders, and contracts/agreements ensuring transparency and value for money.
- Maintain accurate procurement records and documentation for audit and reporting purposes.
- Assist project staff in estimating costs for preparing PR and solicit bids following the organizational policies and procedures.
- Maintain order management and update the requesters on the status of the order and delivery status.
- Maintain up to date Procurement Status Report.
- Ensure that the terms, quantity, quality, description, and condition of the goods or services are served as per the order.
- Maintain payment tracking of goods/services and reconcile with finance team time to time.
- Review procurement process (procure to pay) and documents in the ERP (Odoo) system that are completed in time agreeing compliances.
- Serve as a key liaison between procurement and project teams to ensure effective communication and problem-solving.
- Assign tasks to subordinates, review performance, and provide guidance and support to ensure efficient workflow.
- Support field offices procurement staff and procurement committee with procurement planning, supplier selection, and logistics coordination.
- Ensure ethical standards, fair competition, and risk mitigation in all procurement processes.
- Closely work with administration and finance team.
- All other tasks, as to be assigned by the supervisor from time to time.
