ROLE PURPOSE:

The MEL Senior Manager will support the monitoring, evaluation, collaboration, learning and adapting (CLA) components of HICRA. S/he will be responsible for: assisting in the design of the MEL system in alignment with HICRA’s theory of change and results framework; supporting project data collection; conducting data analysis for evidence-based decision making; disseminating results to inform project implementation; and producing timely, accurate, and complete reporting. Under the oversight of the MEL Director, the MEL Senior Manager will also oversee data quality assessments (DQAs) and special studies, as well as online reporting for USAID, including DIS, DDL and DEC. .

The MEL Senior Manager will be responsible for building the capacity of project staff, local partners, and other stakeholders in the collection, utilization, and dissemination of data. S/he will organize and facilitate training and workshops, conduct frequent field visits and follow-up activities to monitor and provide support in empowering the HICRA team to support MEL and CLA efforts. This role involves direct supervision of the MIS & GIS Manager and MEL District Coordinators and supportive supervision of Upazila MEL units and coordination with the technical teams

The MEL Senior Manager reports to the MEL Director and is based in the Dhaka project office.
