Job Context:
∎ Hope Foundation for Women and Children is providing health care services to the poor and underserved people of Cox’s Bazar District at free of cost and subsidized prices for the last 23 years. Hope Foundation has been implementing maternal, child and family planning services with the Government facilities through 47 Centers (FWCs and RDs) and 9 SRHR centers in Ukhiya and Teknaf Upazila supported by UNFPA. Besides, HOPE Foundation also providing the same services through its 15 Birth Centers which have established by own funds. It has a 40 bed hospital at Dakkhin Mithachari Ramu, Cox’s Bazar, and also a 50 bed Hope Field hospital for Women, Camp-4 Ukhiya. Moreover, Hope Foundation also established another 50 bed Hope Infection Prevention and Control Center at Camp-4 Ukhiya from the beginning of COVID pandemic situation in 2020.
∎ Hope Foundation is going to recruit a Senior Health/Medical Advisor who will contribute her/his expertise to the health programs through providing leadership and technical support to the Medical/Health Programs and the health systems strengthening portfolios. The Senior Health/Medical Advisor ensures technical quality in the design, development, and implementation of health programs both in the humanitarian response programs and the large-scale Medical Services at the 50 bed specialized hospital along with community level maternity & newborn care facilities. This position will be responsible to strengthen the organization and its staff capacity to design and implement high quality healthcare interventions. In addition, the Senior Health/Medical Advisor provides medical expertise and guidance to the medical personnel to ensure highest standards of care within medical programs, regular and adequate drug and medical product supplies, and to monitor and evaluate medical services/activities.

Job Responsibilities:
∎ 1. Leadership and Strategy Development
∎ Lead the development of organizational strategies, models, and standards for Medical Teams in response to the health/medical services and the health systems strengthening program.
∎ Ensure programs/projects’ activities and hospital services are aligned with Medical Teams strategy, core service package, and interventions are based on the best available evidence.
∎ Support HOPE Foundation’s headquarter in USA and country office program staff who develop needs assessments, program/project proposals, replicate successful programs, and develop resources regarding healthcare services and health systems strengthening.
∎ Review technical quality of project proposals, including providing input on budgets required for the project activities, provide adequate technical assistance, and ensure alignment to Medical Teams on global and country specific health indicators.
∎ Build partnerships and cultivate donor relationships that attract funding and other resources to the health sectors.
∎ Build partnerships with medical related academic institutions and other development organizations with expertise and experience regarding healthcare services and health systems strengthening.
∎ Develop and implement a strategic plan for strengthening country office capacity and staff to design and implement quality health/medical programs.
∎ Provide leadership on all matters pertaining to clinical protocols, guideline, SOP etc.
∎ Review and share program-specific tools, resources, and curricula with medical and other health program teams to contextualize and adapt global and country-specific materials.
∎ Provides support to the country office recruitment team for hiring clinical staff including specialist.
∎ 2. Program Management and Program Quality
∎ Coordinate with Country Director, senior management, and country office teams to determine the operational needs of the medical programs within the scope of current grants and contracts.
∎ Work closely with the medical/hospital teams (doctors, nurses, pharmacists, managers, Medical Technologists, community health workers, etc.) to determine the training needs.
∎ Collaborate on the development of a health information system which will provide program analysis and feed into standardized national health information systems.
∎ Collaborate with national health authorities (MoHFW, DGHS, DGFP) and relevant international health agencies to develop curricula and mentoring activities to meet the training and support needs of the country office medical teams.
∎ Cooperate with program, health, and Management & Evaluation teams to design and implement reporting systems to monitor and evaluate the objectives, indicators, and outcomes of health projects.
∎ Review clinical protocols and essential drug lists for use in the base hospital, community level health facilities and also in the humanitarian responses.
∎ Review and contribute to transitional health strategies in emergency response project plans and interventions.
∎ Review monthly field reports to analyze trends and adjust projects and programs, as appropriate.
∎ Support headquarter and country office teams, partners, and national health authorities for outbreak preparedness and contingency planning.
∎ Provide technical guidance to headquarter and country office teams to define future program directions in terms of beneficiary needs and new or expanded sites.
∎ Work with UN agencies (UNHCR, UNICEF, WHO) and partner agencies to obtain essential medicines and medical supplies for Rohigya response.
∎ Support headquarter, country office, and logistics teams to procure medicines and medical supplies to ensure adequate supply and in adherence to donor requirements, and project budgets.
∎ Work with country office to analyze pharmacy reports and monitor medicine and medical supply consumption.
∎ Mentor country office staff for strengthening health systems including: participation in the recruitment process of country office medical staff and consultants, identifying and/or facilitating staff development opportunities.
∎ Deliver on-site capacity building to country office staff, including formal and informal training.
∎ 3. Representation
∎ Represent Medical/Health Program Teams of HOPE Foundation at health coordination meetings, relevant conferences, assessment missions, UN coordination meetings, and INGO forums.
∎ Liaise with government authorities and Ministry of Health & Family Welfare (MOHFW) on health-related matters to ensure programmatic accountability.
∎ Support report production to confirm accuracy and timeliness of health information ensuring confidentiality of sensitive information.
∎ Contribute to creation of a positive and professional image of Medical/Health Teams through the application of the Code of Conduct, ethics, and values.

Additional Requirements:
∎ Both males and females are allowed to apply
∎ Minimum 20 years’ senior management related position to primary, maternal and child health, reproductive health, and communicable diseases.
∎ Prior working experience in the global health including partnering with stakeholders, fundraising with diverse donors; and designing, implementing, and evaluating health programs both in the host community and also in the refugee context
∎ Basic knowledge on Maternal and Newborn Healthcare Services and Psychosocial Support.
∎ Should also have excellent written and oral communication both in Bangla & English and presentation skills.
∎ Ability to work within a multi-cultural and multidisciplinary environment.
∎ Excellent knowledge on the Bangladesh Health System, demonstrated experience and knowledge on Sexual Reproductive Health Right, Maternity & newborn health and Gender Based Violence will also be given more preference.
∎ Understanding of donor expectations and trends for health systems strengthening and provision of direct health services.
∎ Comprehensive knowledge of principles, humanitarian systems, standards and current approaches to health systems strengthening and provision of direct health services in humanitarian programs.
∎ Comprehensive knowledge in program sustainability and capacity building, public-private partnerships and project monitoring and evaluation.
∎ Excellent organization, planning and analytical skills; excellent decision-making skills.
∎ Self-motivated and able to work without close supervision, including prioritizing work and multi-tasking to meet deadlines.
∎ Ability to transfer knowledge to diverse audiences through training, mentoring, and other formal and non-formal methods.
∎ Extremely flexible and have the ability to cope with stressful situations and frustrations.
