Experience:
Master’s degree in Law, Social Science, Development Studies, Communication, Media Studies, Gender Studies, Human Rights, or a relevant discipline from a recognised university.
Bachelor’s degree in Law (LL.B.) will be an advantage.
Experience:
At least 4 years of relevant professional experience in advocacy, communication, policy engagement, human rights, gender justice, labour rights, sexual harassment, or related fields.
Demonstrated experience in policy advocacy and engagement with government ministries, departments, commissions and other public institutions.
Experience in organising stakeholder consultations, policy dialogues, advocacy meetings and public events.
Experience in developing advocacy documents, briefing notes, concept notes, ToRs and knowledge products.
Experience in developing IEC materials, publications, infographics, social media content and other communication products.
Experience working with NGOs/INGOs, civil society organisations, media and other development-sector stakeholders.
Experience working in a consortium or multi-stakeholder project environment will be an advantage.
Required Skills and Competencies:
Strong knowledge of gender equality, GBV, sexual harassment, labour rights and relevant laws and policies of Bangladesh.
Good understanding of the 2009 High Court Directive on Sexual Harassment and relevant legal and institutional mechanisms.
Strong advocacy, stakeholder-engagement and networking skills.
Excellent writing, editing and communication skills in Bangla and English.
Ability to translate complex legal and policy issues into clear advocacy and communication messages.
Strong event coordination and facilitation skills.
Ability to develop high-quality communication and visual knowledge products.
Good understanding of digital communication and social media platforms.
Good computer skills, including MS Word, Excel and PowerPoint; knowledge of graphic design/visual communication tools will be an advantage.
Strong interpersonal skills and ability to work effectively with diverse stakeholders.
Ability to work independently, manage multiple priorities, and meet deadlines.
Job Context: The Senior Advocacy and Communication Officer will lead and coordinate advocacy, stakeholder engagement, and communication-related activities under the SHIKHA Project. The position will engage with government institutions, the Law Commission, the Ministry of Law, civil society organisations, employers, workers' organisations, journalists, and other relevant stakeholders to promote stronger legal and institutional mechanisms for preventing and addressing sexual harassment and gender-based violence.
Job Responsibilities:
Advocacy:
Coordinate expert consultation meetings with relevant government and NGO stakeholders to review and provide recommendations on the draft law on the prevention of sexual harassment.
Organise consultation meetings with the Law Commission and Ministry of Law to advocate for effective complaint mechanisms relating to sexual harassment under the Labour Law and Labour Rules.
Coordinate meetings with relevant ministries and government institutions to support advocacy on labour law reforms and legislation relating to the prevention of sexual harassment.
Organise coordination meetings and advocacy initiatives with government institutions, civil society organisations and other stakeholders to promote effective implementation of the 2009 High Court Directive on Sexual Harassment.
Develop concept notes, Terms of Reference (ToRs), briefing notes, advocacy documents and other knowledge products.
Prepare event reports and regularly update event information in project tracking sheets and other monitoring and reporting tools.
Maintain effective coordination and communication with relevant stakeholders and consortium partners of the SHIKHA Project.
Communication:
Develop Information, Education and Communication (IEC) materials and other communication and knowledge products for referral services, awareness raising and advocacy.
Collaborate with project teams to develop visual reports, infographics and other communication products highlighting cluster-wise achievements, project progress and key results.
Document and develop successful case stories from the field for reporting, learning, advocacy and communication purposes.
Design and coordinate the production of project communication materials, including brochures, publications, banners, event invitations and other printed materials.
Develop engaging social media content and communication materials to promote project activities, achievements and advocacy messages.
Other Activities:
Support strategic advocacy and communication initiatives in collaboration with BLAST management, project teams and consortium partners.
Perform any other duties and responsibilities assigned by the Team Lead, Project Management, or Supervisors.
