Job Context:
∎ Type of Contract: Fixed term contract from 01 January 2023 to 31st December 2024, Two (02) years contract with potential for renewal
∎ Duty Station: Head Office, Dhaka, with frequent travel to project areas
∎ Job Purpose:
∎ S/he is responsible for leading and managing all RMNCAH related projects/programmes assigned, delivering project activities, to ensure lasting improvement of Reproductive Maternal Neonatal Child and Adolescent Health (RMNCAH) outcomes for climate-vulnerable targeted communities.
∎ The RMNCAH-PM will be in charge of overseeing the implementation and the actualisation off the project objectives including increasing the utilization of high quality essential health services, ensuring the adoption of healthy and health-seeking behaviors that are gender transformative at the household level. Additionally, s/he will guide the project team to improve the capacity of the health system to absorb, adapt, and transform when exposed to shocks, ensuring continuity of services in the targeted communities. With the support of Concern Senior Management team, s/he will work to ensure equitable partnership that add value to the quality, reach, and sustainability of locally-led RMNCAH service delivery for those affected by extreme poverty.
∎ The successful candidate will report to the Deputy Director-Programme Implementation on a day-to-day basis, however, will have a strong linkage with Health & Nutrition Advisor, MEAL Advisor, Advocacy Advisor, Gender and Inclusion Advisor, Communication Coordinator.

Job Responsibilities:
∎ Ensuring that the Project Implementation plan is developed jointly with the partners and delivered in a timely and effective manner ensuring sustainability of the project interventions beyond the project period.
∎ Facilitate effective coordination and joint planning between the partners towards achieving objective of project, while ensuring relevant capacity-building support to partners when required.
∎ Provide leadership, strategic guidance to project partner NGOs and Concern staff to demonstrate effective of project interventions and approaches.
∎ Ensuring that the project MEAL system is in place and activity review takes place in a systematic manner that enables visualisation of project progress.
∎ Analyse the project progress using the MEAL information, identify the constraints and initiate appropriate actions involving all partners, if necessary.
∎ Ensure the completion of partner CILPATs and coordinate the necessary capacity-building support to partners as per the agreed joint-action plan.
∎ Provide leadership, strategic guidance and support to partners and Concern staff in project implementation
∎ Ensure that Concern Worldwide administrative, financial and resource management policies and regulation are understood, implemented and followed by all staff and partners
∎ Guide and support project partner NGOs and Concern staff to demonstrate effective of project interventions and approaches
∎ Work with partners and build the capacity of key stakeholders from union to district levels, through improving RMNCAH and other health and nutrition data analysis to assess key performance indicators and consider trends.
∎ Guide the project team and the project participants to improve their understanding of anticipated shocks and stresses and the impacts they have on RMNCAH outcomes. Including piloting a series of steps to support local health system stakeholders and communities to prepare for and adapt to changes; for example, the collaborative setting and monitoring of thresholds could trigger defined actions if/when exceeded.
∎ In close coordination with the Concern's Humanitarian Programme Manager and partners, assess the community health resilience through the Community Early Warning Early Action model, including anticipatory post-surge review, revision of thresholds, and documentation and dissemination of learning.
∎ Ensure that the project design and implementation has a very strong focus on inclusive and gender transformative changes.
∎ To ensure documentation of best practices, innovative approaches and changes in approaches, which successfully impact the lives of project participants.
∎ Ensure that each member of the team fully understands the outcomes and what is expected of them and that they are aware of the success criteria and how it pertains to their work.
∎ Ensuring that staff are adequately trained and developed for their roles e.g. by analysing staff training needs, organising the delivery of training or coaching, coordinating the sharing of experience.
∎ Work with the project team, Concern's Advocacy and Health & Nutrition Advisor and partners to identify advocacy issues relevant to the project objectives and support Advocacy Advisor for development of advocacy strategy. Led in the delivery of advocacy initiatives at the national level.
∎ Support implementing partners in implementing local level advocacy. Building valuable relationships and networks with other key government agencies, CSOs and NGO stakeholder working in the project period and at national level.
∎ Contribute to the implementation of the Country Strategic Plan (CSP), analysing needs, involving stakeholders, designing strategies, monitoring and evaluating implementation of plan.
∎ Ensure timely submission of high quality donor reports that have been developed with partner in a participatory manner.
∎ Accountability:
∎ In line with Concern's commitments under the Core Humanitarian Standard (CHS):
∎ Actively promote meaningful community participation and consultation at all stages of the project cycle (planning, implementation, M&E);
∎ Work with relevant colleagues to ensure that the Complaints and Response Mechanism (CRM) is functional and accessible, that feedback and complaints are welcomed and addressed;
∎ Work with relevant colleagues to ensure that information about CRM, safeguarding and expected staff behaviour is disseminated among programme participants and communities.
∎ Adhere to the standards of conduct outlined in the Concern Code of Conduct and Programme Participant Protection Policy (P4). As part of the Concern P4 responsibility the position holder will: support and promote the standards outlined in the P4 and the Concern Code of Conduct to their team.
∎ In line with the Concern Country Strategic Plan, Goal 5, Strategic Objective 1 "SO1: Ensure a gender transformative approach throughout all our programmes and interventions", the PC must attend Gender Transformative trainings, and ensure SUFAL has a Gender Transformative Action Plan and is delivering on this, jointly with the HPM and the Gender Equality Coordinator.

Additional Requirements:
∎ Job related experience and knowledge:
∎ At least eight (08) years' experience of working in health or nutrition related projects.
∎ Excellent proven experience in delivering high quality Health and Nutrition programmes, with knowledge on the latest innovations and policy related dialogue in Bangladesh
∎ Solid experience of Project Cycle Management, including the development and use of Theory of Change, log frames, M&E systems, with strong knowledge and practical experience of applying PRA/Participatory Approaches.
∎ Experience in the establishment and support of community led projects particularly engagement with Community Clinics and Union Health and Family Welfare Centres and the support structures, of these Facilities.
∎ Clear understanding of health system of Bangladesh government and experience of working in health system strengthening and capacity building project in partnership with NGOs and government departments, local government institutions.
∎ Demonstrated experience of designing and implementing inclusive and gender transformative programmes.
∎ Proven experience of leading and managing large primary health care and nutrition projects in rural areas.
∎ Proven experience of working with high-level stakeholders including government ministries and donors.
∎ Excellent interpersonal communication and facilitation skills.
∎ Ability to prepare high quality reports and presentations for a range of key audience.
