Job Context:
∎ Handicap International - humanity & inclusion (hi) is launching a project from April-2018, titled Taking Successful Innovation to Scale-pathways for Disability Inclusive Graduation out of Poverty Project. Funded by UK Aid, this project will target extreme poor and poor households of people with disabilities in Kurigram (Sadar and Ulipur) and Chittagong (Sitakundu) where HI will implement directly with the support of DPOs.
∎ HI will implement the project also with mainstreaming partners in other districts of Bangladesh, where HI will ensure disability inclusion in mainstreaming partners livelihood projects. This project will effectively combine rehabilitation, disaster risk reduction, psychosocial support and gender mainstreaming with livelihoods activities to achieve sustainable graduation of people with disabilities and their households out of extreme poverty and poverty.
∎ The Rehabilitation Officer (RO)- Mainstreaming will support the mainstream development organizations to review their systems, tools and capacities related to disability inclusion as part of disability inclusive poverty graduation initiative of HI in Bangladesh. The RO is responsible for providing capacity development and technical support to the staff from relevant mainstream organization, as well as collaborating with DPOs and other likeminded agencies to champion disability inclusive development in the Sitakunda area by mobilizing locally available resources.
Job Responsibilities:
∎ 1.BUILD MAINSTREAM DEVELOPMENT ORGANIZATION STAFF AND VOLUNTEER CAPACITY ON DISABILITY INCLUSIVE GRADUATION:
∎ Conduct participatory staff capacity assessments for the mainstream organization and their partners and develop a capacity building plan on disability-inclusive poverty graduation (such as identification, prevention, rehabilitation, inclusion etc.).
∎ Implement capacity building plan, through facilitating formal training and on-the-job coaching, with specific focus on establishment of disability focal points.
∎ Monitor changes in the capacity of staff through evaluations and observation.
∎ 2.QUALITY CONTROL OF SUPPORT TO PEOPLE WITH DISABILITIES BY MAINSTREAM DEVELOPMENT ORGANIZATION:
∎ Cross-checking selection of people with disabilities by the mainstream development organization in their projects.
∎ Quality control of personalized support processes for people with disabilities by mainstream development organizations.
∎ 3.REFERRAL NETWORK BUILDING:
∎ Collaborate with Disabled People's Organizations (DPOs) and mainstream development organizations in mapping the relevant service providers, developing and implementing referral mechanisms related to rehabilitation and other essential health services for people with disabilities.
∎ Coordinate with the mainstream development organization and their partners to ensure referral of people with disabilities to basic health and specialized service providers, promoting quality services that address needs, and ensure follow up of the referrals made.
∎ 4.SUPPORT CHANGE IN PRACTICES AT ORGANIZATIONAL LEVEL OF MAINSTREAM DEVELOPMENT ORGANIZATIONS:
∎ Support the roll-out of disability-inclusive tools or the integration of disability-inclusive indicators in data collection systems.
∎ Support and monitor organizational change of the mainstream development organization related to disability inclusion.
∎ 5.ASSESS AND SUPPORT PEOPLE WITH DISABILITIES IN COMPLEX CASES, WHERE THEY CANNOT ACCESS ESTABLISHED SERVICE PROVIDERS:
∎ In complex cases of people with disabilities, identified by the mainstream development organizations, conduct rehabilitation assessment and provide comprehensive rehabilitation service (functional rehabilitation therapy, caregiver's training on home-based rehabilitation) and ensure regular follow-up.
∎ Facilitate provision of Assistive Devices, low-cost and reasonable accommodation and accessibility and specific referral support for people with disabilities in complicated situations.
∎ 6.CONTRIBUTE TO THE MONITORING, DATA COLLECTION AND DOCUMENTATION PROCESSES OF THE PROJECT RELATED TO POVERTY GRADUATION AND CHANGES IN PRACTICES OF THE MAINSTREAM DEVELOPMENT ORGANIZATION.
∎ Contribute to indicator and quality of life tracking related to the progress of beneficiaries towards graduation, through monitoring and documenting practices of mainstream organizations and their staff.
∎ Maintain and update client files related to rehabilitation assessments, plans and progress updates Prepare the collection of case studies to monitor progress of targeted people with disabilities.

Additional Requirements:
∎ Age 19 to 64 years
∎ 1-2 years relevant experience is required.
∎ Experience and comprehensive understanding of disability.
∎ Knowledge or experience of poverty graduation processes, particularly related to vulnerable groups, including people with disabilities.
∎ Experience participating in capacity building processes (material development, training facilitation) and on-the-job capacity building.
∎ Experience in coordinating with multiple actors and in participating in organizational change is an ad-vantage
∎ Experience of working in remote community settings is an advantage.
∎ Experience in contributing to data collection and indicator tracking within development projects or pro-grams is an advantage.
∎ Proven analytical and planning skills.
∎ Good oral and written communication skills in English and Bengali Computing skills (MS office package- both in English and Bangla).
Salary: Tk. 49000 - 52000 (Monthly)
