  • Work experience in Cox’s Bazar regarding child protection system and community development at host community/Rohingya community will give priority in selection process.

  • Additional Requirements

  • Able to work under pressure and willing to frequent travel to all Camp and host community in Ukhiya Upazilla of Cox’s Bazar district.

  • Knowledge in community development, ability to work under timeline, strong partnership development skills, facilitating participatory training, conducting the workshop, brainstorming sessions, focus group discussions, simulation, seminars, meetings, strong interpersonal skills, team-building capacity, problem-solving skills.

  • Good writing and speaking skills in English and Bangla.

  • Must have computer skills in MS Word, Excel, PowerPoint.

  • Experience to drive Motorcycle and have valid motorcycle driving license.



Responsibilities & Context:

Breaking the Silence is a non-profit, voluntary organization registered with the Department of Social Services (Registration No. 05037, Date: 17 October 2000) and NGOAB (Registration No. 1642, Date: 20 May 2001). The organization works to establish child rights, prevent child abuse and child sexual abuse, prevent child marriage, accelerate child-friendly good governance, improve the quality of education at the primary and pre-primary level, prevent violence against women, empowering children and women. The organization is implementing a project named ‘ECHO HIP 2026_Rohingya Response’ in Ukhiya Upazila under Cox’s Bazar district. The project is implemented by the support of ‘Save the Children in Bangladesh’ and financed by ‘ECHO’. BTS is going to recruit the ‘Assistant Project Officer’ for the mentioned project and the position’s desk office will be at Ukhiya & Teknaf Upazila in Cox’s Bazar.

Job Responsibilities:

A: Team management, Capacity Building and Programme implementation:

 Support and manage the Volunteers (Facilitators, Co-facilitators, Mobilizer, Asst. mobilizer) who are responsible to organize and implement the day to day of field level activity.

 Ensure quality implementation of Adolescent Group meeting, Parents Group, CBCPC meeting, Child & Adolescent Club member’s meetings, Awareness-raising sessions for parents/caregivers’ members and community people and CP awareness video show targeting parents, caregivers, and mass community people for achieving the objectives and intended program results.

 Conduct performance reviews for staff; support them to set performance objectives and monitor progress.

 Prepare Plan to monitor and evaluate project progress, ensuring timely and quality project delivery, flagging any issues to the line manager.

 Provide coaching, mentoring and capacity building support to Facilitators, Co-facilitators, Mobilizer, Asst. mobilizer.

 Ensure all child protection concerns identified are communicated in timely manner for response to the Project Officer.

 Conduct "Girl Decide" module sessions including support for ToT and adolescent sessions.

 Structured & Semi-structured PSS sessions for children at risk using the Resilience Package.

 Sessions engaging boys and men in GBV prevention efforts.

 Assist to adolescent girls in skill development at GFS (sewing, handicrafts, literacy).

 Organize and assist in community sensitization events on child marriage and GBV prevention.

 Ensure adherence to the Child Safeguarding Policy and reporting procedures.

B: Strengthen Community based child protection:

 Responsible for strengthening sustainable child protection through community engagement and structures.

 Lead in the formation and functioning of Adolescent Group meeting, Parents Group, CBCPC, Child & Adolescent Club with Facilitators, Co-facilitators, Mobilizer, Asst. mobilizer to ensuring bi-monthly meetings are taking place and minutes are documented.

 Manage and support to trainings for Adolescent Group, Parents Group, CBCPC, Child & Adolescent Club members with collaboration of Save the Children.

 Development of key messages, session plans and monitoring activities.

 Ensure the effective running of Adolescent Group, Parents Group, CBCPC, Child & Adolescent Club members.

 Organize and support to facilitate trainings, workshops and meetings with government officials, Local Elected Bodies and community influential with collaboration of Save the Children.

 Strengthening coordination mechanism with relevant stakeholders and Govt. Offices.

C: Supervision and management of child protection services:

 Supervise and coach Facilitators, Co-facilitators, Mobilizer, Asst. mobilizer, Chaperone, Guard cum Cleaner and other relevant actors on the identification, assessment, documentation, case planning, service provision and referral (to relevant services) and follow-up of at-risk children and families.

 Support for case management services and alternative care are provided in line with the children act 2013 and SOP case management.

 Support outreach and awareness raising activities to identify vulnerable.

 Support to the project management team to ensure close links between case management and project activity with CBCPC.

 Oversee the appropriate identification and screening, as well as follow up and monitoring, for foster families.

 Ensure internal referral mechanisms (with other sectors) are in place and cases are appropriately managed and followed up when referred.

 Support the respective project officials (Project Manager, Monitoring and Documentation Officer, Project Officer and Finance Officer) in the ongoing capacity building of Facilitators, Co-facilitators, Mobilizer, Asst. mobilizer, Chaperone, Guard cum Cleaner.

 Oversee to ensure emergency need-based support to vulnerable children with collaboration of SCI.

 Promote and facilitate Facilitators, Co-facilitators, Mobilizer, Asst. mobilizer access to support to the vulnerable children and their families.

 Share information on field-level successes and challenges with the Project Officer, Coordinator & Project Manager.

 Ensure that major challenges are flagged early and addressed in an appropriate way.

D: External and internal coordination and representation:

 Support on and keep up-to-date a map of existing services to which children and families can be referred

 Build collaborative relationships with organization and service providers at the field level and support Facilitators, Co-facilitators, Mobilizer, Asst. mobilizer to ensure effective referrals and collaboration.

 Work in close collaboration with CBCPCs to strengthen our relationship with the community and to strengthen the referral system.

 Coordinate with other agencies offering case management services to children on referral and transfer of cases.

 Ensure constant and transparent communication and collaboration with relevant stakeholders, Camp in Charge (CIC), Majhi, including local elected bodies, community members, community leaders and families.

 Represent the organization in the community and different platform & actors related to Child Protection.

E: Data management and data protection principles:

 Ensure that Facilitators, Co-facilitators, Mobilizer, Asst. mobilizer respect confidentiality and follow ethical guidelines.

 Ensure that files, registers and computer databases are used in an appropriate and correct manner and ensure Union Facilitators adhere to Information Sharing and Data Protection Protocol

 Ensure accurate case files are completed and that case management forms are utilized appropriately with collaboration of SCI.

F: MEAL and Reporting:

 Work closely with the monitoring and evaluation team, provide support to develop and implement appropriate monitoring, evaluation and learning systems for child protection interventions, ensure links to report requirements.

 Provide timely and quality inputs to meet reporting requirements and timeline.

 Support in preparing quality and timely reports for donors and Senior Management with relevant materials.

 Ensure good practices are captured, documented and disseminated at project level and thematic programme level.

 Support to monthly report, quarterly report, half yearly report and annual report preparing.

G. Finance and Administrative:

a) Maintain compliance, rules and regulations (financial and administrative) of the development partner organization and BTS,

b) Support to Finance and Admin section in financial and logistics management,

c) Support to Finance and Admin section in financial visit/audit.

d) Support to all financial and accounts related documentation.

Others: Be able and willing to respond to natural disasters or emergency situations, when needed and any other task assigned by Supervisor and /or Senior Management of BTS.

Employment Status:

 Full-time

Tenure of Services Contract:

 3 (Three) months’ probation period. After successful completion of the probation period, based on the performance of the staff and recommendation from the supervisor, the post may be continued till the project’s lifetime.



Job Other Benifits:
    • Gross: Taka 35,592/= (Taka Thirty-Five Thousand Five Hundred Ninety-Two only)

    • 2 days weekend

    • Bonus (One-month equivalent salary and disburse as per HR Policy)

    • 5% salary deduction from Basic salary for depositing BTS Staff welfare fund.

    • Office time, Annual Leave, Increment & other facilities will be applicable as per ‘Recruitment and Human Resource Management Policy’ of Breaking the Silence and the facilities will be applicable also based on available resources in the project budget.
