Job Context

• Eco-Social Development Organization (ESDO) started its journey in 1988 with a noble vision to stand in solidarity with the poor and marginalized. Being a peoples` centered organization, ESDO envisioned for a society which will be free from inequality and injustice, a society where no child will cry from hunger and no life will be ruined by poverty. Near about three decades of relentless efforts to make this happen, ESDO has embraced new grounds and opened up new horizons to help the disadvantaged and vulnerable people to bring meaningful and lasting changes in their lives. During this long span, ESDO has adapted with the changing situation and provided the most time-bound services especially for the poor and disadvantaged. A community focused and people centered approach has been adapted by ESDO while consideration was given to the national policy and Sustainable Development Goals (SDGs) as its guiding principle. ESDO is one of the most dynamic organizations expanding its development interventions across 422 upazilas under 56 districts of Bangladesh covering over 10 million poor and vulnerable people.

Position Summary:

The Purchase Officer will be responsible for managing all procurement activities of the project, ensuring timely, cost-effective, and transparent procurement of raw materials, tools, equipment, and services. The role will strictly follow ESDO and ILO procurement guidelines to support the production and marketing of eco-friendly handicrafts and toys. The Purchase Officer will work closely with the production team, finance team, vendor networks, and field staff to ensure smooth operation of the project

Reporting to: Project Coordinator / Procurement & Logistics Manager

Key Responsibilities:

A. Procurement & Purchasing

• Prepare procurement plans aligned with project work plans and budget.

• Conduct market assessments to identify reliable vendors and suppliers in Cox’s Bazar and other required locations.

• Collect quotations, prepare comparative statements, and ensure competitive purchasing following ILO & ESDO procurement policies.

• Issue purchase orders, maintain purchase records, and ensure timely delivery of goods and services.

• Verify quality, quantity, and specifications of received materials before handover to production teams.

• Maintain updated vendor lists, price catalogs, and procurement documentation.

B. Compliance & Documentation

• Ensure all procurement processes comply with ILO donor requirements and ESDO organizational policies.

• Maintain accurate procurement documentation for audit and reporting purposes.

• Prepare procurement reports, purchase summaries, and monthly expenditure tracking sheets.

• Support in preparing procurement-related documents during donor reviews and internal audits.

C. Vendor & Stakeholder Coordination

• Build and maintain strong relationships with suppliers, local vendors, artisans, and raw-material providers.

• Negotiate with vendors to ensure competitive pricing and timely delivery.

• Liaise with the production team to understand material needs, specifications, and delivery schedules.

D. Logistics & Inventory Support

• Coordinate transportation and logistics for delivering materials to project locations.

• Support storekeeper/inventory officer in monitoring stock levels and ensuring timely restocking.

• Maintain material distribution logs and ensure proper handover to beneficiaries/artisans.

E. Financial & Administrative Tasks

• Work closely with the Finance Team to ensure proper invoice verification, GRN preparation, and payment processing.

• Ensure budget compliance, cost control, and value for money in all procurement decisions.

3. Required Qualifications & Experience
