∎ Terre des hommes Foundation (Tdh) is the leading Swiss INGO focusing on child rights. It is active in more than 30 countries with development and emergency projects. Tdh interventions are focused on the three programs: Health, Migration and Access to Justice particularly for vulnerable children. Tdh Foundation has a transversal approach towards Child Protection programming and it cuts across all the thematic areas while also has been considered as one of the key value propositions in its business model. The Child Protection expertise within Tdh Foundation aims to develop high quality, evidence-based knowledge and know-how adapted to fragile contexts, conflict zones, and development to improve the protection of children`s rights and their right to protection from all forms of violence (art 19, 34 CRC) in collaboration with and in support of the three core programs. The Tdh Foundation global strategy 2021-2024 specifies that the will have demonstrated that rights-based participation, empowerment, and active involvement of children and communities in defining and implementing responses are essential to improve child protection.
∎ Context:
∎ Tdh is working in Bangladesh since 1974, with operations in Kurigram district, Dhaka district and Cox Bazaar district. Currently, Tdh is implementing programs on Health, Access to Justice (social cohesion and conflict resolution) and Migration, integrated by the transversal expertise WASH and Child protection. Tdh interventions in Bangladesh are both in development and emergency context.
∎ Following the massive displacement of more than 800,000 people into Bangladesh since the end of August 2017, Tdh has put in place an important emergency response plan to provide relief to the Rohingya refugees, notably on Health, WASH, Child Protection and Social cohesion. Alongside, Tdh is implementing the CLARISSA project in Dhaka slums aiming to build a strong evidence base and generate innovative solutions to the worst forms of child labour (WFCL) and will explore how to take these solutions to scale.
∎ Tdh in Bangladesh has started the process of integration of emergency and development approaches and aims to capitalize its institutional learning for further programme expansion and to create critical pathways for evidence-based advocacy.
∎ Purpose of the Post:
∎ The PSS Team Leader is responsible for the overall delivery and supervision of both structured and nonstructured, static and mobile PSS activities, in host community area along with the Multi-purpose
∎ Community Centre (MPCC) in addition to the camp setting
Job Responsibilities:
∎ PSS Supervision:
∎ Oversee PSS team contribution to needs assessments, including child-led safety mapping
∎ Ensure quality implementation of Tdh structured PSS activities following the project design
∎ Coordinate planning and implementation of Tdh’s structured PSS activities within MPCC, camp area with surrounding host community of the Mobile Teams in her/his designated area
∎ Support rollout of the structured PSS Curricula and ensure its successful implementation, including through on the job training of PSS teams
∎ Prepare and ensure implementation of weekly and monthly PSS Camp-level work plans with clear objectives setting short-term, mid-term and long-term priorities
∎ Perform regular technical assessments on the quality and content of PSS intervention
∎ Provide necessary technical support to PSS teams, in collaboration with the PSS Technical Coordinator, to enhance and sustain the quality of the services provided
∎ In collaboration with CM Technical Manager, ensure that internal referral pathways and well established and functional
∎ Support implementation of the PSS M&E plans within the static and mobile PSS activities under her/his supervision and ensure that those learnings are effectively incorporated into PSS programming
∎ Submit regular and ad hoc quantitative and/or qualitative progress reports to the Activity Coordinator
∎ Coordinate regular meetings with the PSS teams under her/his supervision to ensure that administrative/HR/Log challenges are timely addressed, lessons are learned, experiences exchanged and feedback of the beneficiaries is effectively incorporated into PSS camp-level programming
∎ Coordinate and ensure collection of quantitative and qualitative PSS data, data entry and the safe and confidential documentation storage
∎ Staff and Project Management:
∎ Follow up PSS Officers’ attendances, leaves and provide monthly attendance sheets to the Activity Coordinator to facilitate payroll process
∎ Ensure regular feedback to the PSS Officers under her/his responsibility and participate in the appraisal process when needed
∎ Support disciplinary measures application if needed
∎ Provide effective supervision, mentorship, coaching and guidance to PSS Officers and community volunteers
∎ Identify needs and support capacity building planning for the PSS teams under her/his supervision together with PSS Technical Coordinator; contribute to the technical capacity assessment of the project partner and capacity building through formal training and on the job supervision and coaching
∎ Support to the project manager to plan, implement and track budget expenditure, progress against targets and logistics needs at the team level.
∎ Active contribution for monthly narrative reporting on time.
∎ Coordination and representation
∎ Establish and maintain efficient coordination and collaboration with target beneficiaries, community members, Tdh partners, CP and non-CP actors, formal and informal authorities, Site management, CiC and other key actors
∎ Participate in fora and meetings held at the Camp level in her/his field of expertise, when relevant and necessary other responsibilities:
∎ Fully comply with Tdh Code of Conduct and ensure Child Safeguarding Policy is upheld at all times
∎ Adhere to and ensure the team/s under her/his responsibility follows Tdh administrative and logistical regulations and procedures
∎ The tasks and responsibilities defined in this job description are not exhaustive and can evolve depending on the project needs
Additional Requirements:
∎ Both males and females are allowed to apply
∎ Minimum 2 years of experience in the field of MHPSS, child protection, PSS, GBV or social work preferably in humanitarian contexts with a team supervision/coordination experience
∎ Good knowledge of the MS office software (Microsoft Office, Internet, excel)
∎ Knowledge of child protection systems in Bangladesh/ Previous experience in drafting PSS activity plans and structured content of the PSS/ recreational activities
∎ Knowledge of Project Cycle Management tools, an asset
∎ Competencies:
∎ Team management, supervision and capacity building skills
∎ Communication, listening skills and collaborative team player
∎ Ability to take initiative and produce results
∎ Languages:
∎ Written and oral English and Bangla proficiency is a must, Chittagonian or Burmese is a plus
