Job Context:
∎ Handicap International (Humanity & Inclusion) is inviting applications from development professionals, willing to serve as a Protection Officer, to its upcoming innovative emergency project: Emergency Protection, Psychosocial support and Health services (for vulnerable population in Cox`s Bazar district, Bangladesh, 2020-2021 funded by the European Union (ECHO). The project will support the vulnerable population in Camp 26 and 24 in Cox`s Bazar district, in Bangladesh, and is a multidisciplinary project aiming at offering inclusive and specific services to persons with specific needs in the Rohingya refugee camps and host communities. This project is composed of multidisciplinary teams (MHPSS, Protection, Nurses, SRH, Rehabilitation, Community-based activities) that provides both home-based and static based services. Each project team is supervised by Team Manager and operates in a dedicated geographical areas with a community-based approach.
∎ The Protection Officer will ensure provision of protection support to women, children and men with specific attention to traditionally excluded and at risk individuals namely elder persons and persons with disabilities. This support will be facilitated through direct services and timely, appropriate referrals in consideration of confidentiality and safety. The Protection Officer will establish and maintain collaborative relationships with other actors across sectors to facilitate healthy working relationships and effective referral pathways. They will work closely with community volunteers at the camp level. They will plan and implement activities, with the assistance of the Technical Unit, and report to the Team Manager regularly. They will take part in capacity building training and activities as guided by the Protection Technical Team. They will represent the inclusive and equitable service mandate of HI in all activities conducted.

Job Responsibilities:
∎ FOR ALL DUTIES, PROTECTION OFFICERS MAINTAIN STRICT COMPLIANCE WITH SAFETY, CONFIDENTIALITY AND DO NO HARM PRINCIPLES.
∎ 1: PROVIDE SUPPORT TO THOSE IN NEED OF PROTECTION ASSISTANCE
∎ Conduct field visits 4-5 times a week to meet with persons of concern within the community in need of internal and/or external services;
∎ Safely conduct internal referrals for rehabilitation, PSS, or medical support, and/or external referral to other specialized services;
∎ Regularly follow up the assigned cases to gather feedback on services provided to ensure all services are provided;
∎ Organize and conduct awareness raising activities, FGD and information sessions on inclusion and protection related issues;
∎ Contribute to building positive relationships within the community including with community leaders and other external stakeholders;
∎ Ensure information dissemination about services available to empower persons of concern and facilitate participation in decision-making;
∎ Maintain up-to-date understanding of target communities including protection trends and social dynamics to contribute to protection monitoring exercises and support adaptation of services
∎ 2: SUPPORT STRONG INTERNAL AND EXTERNAL COORDINATION AND REFERRAL MECHANISMS
∎ Ensure people in need of services receive appropriate multidisciplinary support;
∎ Work in close collaboration with the Project Officer- Service Linkage, Team Manager, and other members of the team to ensure an effective communication;
∎ Participate in internal case conferences with the team members to ensure efficient communication and provision of adequate services for complex cases with the support of the technical team;
∎ Work in close collaboration with volunteers, ensuring quality of services.
∎ Facilitate timely, appropriate and confidential referrals to specialized mental health care or other needed services when needed using the established referral pathways in their area of work; including internal referrals for HI provided services
∎ 3: DATA COLLECTION, STORAGE, ANALYSIS AND SHARING
∎ Support Protection Monitoring processes through tracking, recording and compiling protection incidents as reported through daily updates from volunteers and refugees, community interviews, community focus groups with multiple sub populations including persons (women) with disabilities and elder persons and referral monitoring
∎ Provide support to the Project Officer-Service Linkage regarding the internal management and documentation of the case if needed in line with internal standard operating procedures and guidelines;
∎ Ensure cases are documented safely through mobile data and other data collection methodologies;
∎ Adhere to HI's data protection and confidentiality protocols
∎ 4: NETWORKING AND REPRESENTATION
∎ Identify and network with external service providers to reinforce referral mechanisms;
∎ Support the Team manager in continuous mapping of services available in HI's areas of intervention;
∎ Establish and maintain positive and efficient relations with target beneficiaries, community members, and all the other actors operating in the camp;
∎ Participate in protection and/or coordination meetings with other stakeholders upon request of the Team Manager.

∎ Communication skills in verbal and written Bangla and English
∎ Previous experience of working with non- governmental organization, UN or local Organization. Previous experience managing group sessions.
∎ Computer knowledge (MS office package- including Excel -- both in English and Bangla);
