Job Context:
∎ Friends in Village Development Bangladesh (FIVDB) is going to implement the “USAID`s Community Nutrition and Health Activity (CNHA)` funded by USAID” Project in Haor region Sunamgonj, Habigonj, Natrokona and Kishorgonj district in partnership with CARE Bangladesh. The present project tenure is up to September 2027.
∎ USAID`s Community Nutrition and Health Activity (CNHA)` funded by USAID, and implemented by CARE Bangladesh, aims to sustainably impact the nutrition and health of women and children in their first 1000 days of life. The activity will strive to achieve its goal by contributing to the areas of Strengthened community health systems to deliver nutrition, family planning, and health services; improving household nutrition and health behaviors; enhancing leadership and governance for improved nutrition; resilience of communities and households to potential nutrition shocks increased.
∎ Friends in Village Development Bangladesh (FIVDB), is a Bangladeshi non-governmental organisation founded in 1979 under the Societies’ Registration Act, 1860. The organisation is also registered with the NGO Affairs Bureau and the Micro Credit Regulatory Authority, of the Government of Bangladesh.
∎ FIVDB`s societal vision is that of `a vibrant society based on justice, equity, democracy and environmentally sound principles`. It works with the mission to give the disadvantaged women, men and children greater voice, reduce their vulnerability, increase their use of citizenship rights and help them enhance their quality of life. To that end FIVDB pursues educational, social and economic capacity building and social organization processes. It works to strengthen social protection and safety networks and participates in national and international outreach and advocacy. The organization combines grassroots service delivery, social mobilization and advocacy in its work and works in collaboration with communities, civil society, the Government and private sectors
∎ CARE Bangladesh, a non-profit international development organization, is implementing a five-year-long project, "USAID’s Community Nutrition and Health Activity (CNHA)”. CARE, with its consortium partners icddr,b, mPower, Jhpiego, and Viscom, will implement this project both at national and sub-national levels, and [Friends In Village Development Bangladesh (FIVDB)] will work at the local level to execute the field activities under Kishorgonj Cluster and in the selected upazilas (all unios) of Sunamgonj, Habigonj, Netrokona and Kishorgonj districts.
∎ Under CNHA, the consortium will work with different departments of the ministries, especially the Ministry of Health and Family Welfare (MoHFW) of the Government of Bangladesh (GoB) at the national, regional, and local levels, to improve nutrition status by strengthening the community health system and support the effective implementation of the Second National Plan of Action for Nutrition (NPAN2). This will work at multiple levels of local government institutions, specifically with the nutrition coordination committees at the district and upazila levels focusing on the community health system and strengthening the Core Team approach and local nutrition-governance mechanisms. The project will facilitate developing solutions emerging from communities, government departments, and the private sector. The CNHA will replicate proven best practices to scale up innovative local governance models for better nutrition by transforming the Union Development Coordination Committee (UDCC) into nutrition outcomes. Digital solutions related to health and Nutrition services are key strategies for improving nutrition. The project intends to impact several of the core challenges selected districts face in the North (Rangpur Cluster), Haor (Kishoreganj Cluster), Padma Basin (Madaripur Cluster), and Coastal Belt (Patuakhali Cluster) of Bangladesh.
Job Responsibilities:
∎ FIVDB, a local partner of this project implementation, is hiring a Project Officer. The Project Officer will be responsible for the overall implementation of the project activities in the respective Upazila as per plan. Under the guidance of the District Manager, S/he will work closely with government health and family planning service providers, frontline supervisors, and Upazila managers, as well as will provide adequate facilitation support, supportive supervision, monitoring, and mentoring to the Union Facilitator(s) and volunteers for smooth and timely implementation of project activities.
∎ II. Specific Roles and Responsibilities:
∎ Responsibility # 01: Implementation of project activities as per standards 30%
∎ Plan, implement, and monitor the project activities in the respective Upazila as per the guidance of the District Manager.
∎ Make sure that activities implementation follows projects and coordinate support from the technical teams and consortium to make it operational.
∎ Guide and mentor union facilitators and volunteers to ensure quality implementation of project activities.
∎ Adopt and execute new initiatives in the respective Upazila in the context of geographical dynamics, innovation, action research, documentation, and learning.
∎ Responsibility # 02: HR management and administrative support 25%
∎ Implement the project activities in a cost-effective manner, within the budget framework, record keeping and monitoring project activities, and providing feedback to the project team and management.
∎ Facilitate the requirement process of volunteers with guidance from project management and ensure their capacity building through formal and informal training, mentoring, and supportive supervision.
∎ Promote Equitable, women-friendly, gender-sensitive work environment and practices among team members.
∎ Responsibility # 03: Coordination with government and other relevant stakeholders 20%
∎ Maintain strong communication and coordination with the government and other relevant stakeholders.
∎ Participate in coordination meetings, including NGO coordination / UDCC / UNCC / Health / FP / CHCP, update progress, and represent the project team.
∎ Prepare project activity progress reports and ensure timely submissions to the office.
∎ Responsibility # 04: Ensure proper monitoring and reporting for the project. 15%
∎ Conduct regular monitoring and data collection as well as support in case studies and experience capitalization of the project.
∎ Support in project evaluations, as required by consortium and/or donors, as well as undertake special assessments as required.
∎ Promote and practice a culture of reviewing findings from the monitoring visits and executing the actions for qualitative improvements of interventions.
∎ Document innovations, case studies, and other pilot initiatives as guided by the District Manager.
∎ Documentation and preservation of project-related records as per MEL plan and DQA standard.
∎ Ensure data quality and completeness in a timely manner according to project/donor guidelines, including quality reporting.
∎ Responsibility # 05: Communication and information management, effective networking, and collaboration. 10%
∎ Share and execute management directions of the project to all staff and volunteers.
∎ Adopt and execute new initiatives undertaken by the project in areas of health and family planning, nutrition governance, climate-smart, and nutrition value chain agriculture.
∎ Ensure ICT intervention implementation at the field level according to project guidelines.
∎ As part of this role, the job holder will be expected to adhere to and support FIVDB’s safety and security-related policies and systems as part of their day-to-day duties and comply, at all times, with safety & security protocols and directives, including reporting. Staff must maintain situational and self–awareness and be aware of the safety – security-related consequences of their actions upon themselves, their team, and the organization.

∎ The Project Officer is based on the Upazila Health Complex of respective Upazila under CNHA, with approximately 80% of the time in the field.
Additional Requirements:
∎ Age 25 to 55 years
∎ Good understanding of community health systems, management hierarchy, services delivery platforms, and coordination mechanisms at the sub-national level. Strong communication, report writing, and presentation skills both in Bangla and English.
∎ Demonstrated skill in data collection, quality control, monitoring, and assessment using digital tools and methods, e.g., ODK, ONA, KoBo.
∎ Good team building, coaching, and counseling skills.
∎ Skilled in computer literacy, internet, and email communication.
∎ Good understanding of and commitment to promoting Gender, Equity, and Diversity Inclusion (GEDI) related concepts, ideas, and best practices.
