Educational Requirements:
∎ Bachelor in Engineering (BEngg) in Civil Engineering, Masters in Engineering (MEngg) in Civil Engineering
Experience Requirements:
∎ At least 6 year(s)
Job Responsibilities:
∎ Coordination with local Stockholder-40%
∎ Advocate projecting inception meeting at different levels (Camp, district).
∎ Liaise with partners, government representatives, donor agencies, national and international NGOs to ensure smooth implementation of the project in the Humanitarian and Resilience Programme;
∎ Participate in the different meetings at Upazila and district level. (sector, NGO Coordination, etc.)
∎ Involve with relevant local administration and committees such as Majhi in the implementation of the project
∎ Work alongside staffs to build their capacity in program planning and design; program management; monitoring and evaluation
∎ Ensure transparent coordination mechanisms and regular information-sharing between IR Staffs.
∎ Attend Programme Review Meeting and coordinate with the other IRB staff based in Dhaka and others.
∎ Organize lesson learning workshops for further organizational development.
∎ Organize project exit meetings at the community level and with LGIs.
∎ Support to Collect successful project completion letter from relevant authorities.
∎ Ensure strong accountability to beneficiaries
∎ Conduct Inception meeting with RRRC, CIC, Camp Focal, Majhi.
∎ Follow up in the different meetings and training.
∎ Coordination & networking with local stakeholders.
∎ Supervise to conduct meeting with UNO, CIC, DC, Sector and endorse the selected location of intervention and beneficiaries.
∎ Planning for project Activities-10%
∎ Prepare a plan for Construction work
∎ Planning for interventions regarding WASH, Shelter, and site management
∎ Preparing PIP for Technical projects
∎ Prepare a Project activity plan to complete the project in time
∎ Organize and supervise the staff field movement to achieve the project goal in time.
∎ Ensure the effective complaint, response, and feedback mechanism to ensure transparency and accountability.
∎ Project Implementation-20%
∎ Monitoring construction activities as per approved BoQ and Design.
∎ Supervise to Selection of sites for WASH intervention in FDMN Camp and Host Community
∎ Ensure the quality of project activities following with approved monitoring checklist.
∎ Estimate and budget for required construction materials in the field.
∎ Supervise to conduct Technical and environmental surveys (pre-survey, post-survey, etc) as per project requirement.
∎ Assist supervisor to conduct donor visits.
∎ Report back any problems and constraints encountered during the activities and suggest operational solutions.
∎ Support for the Procurement of materials like requisition, quotation collection, etc.
∎ Monitor the working progress & ensure the quality of project activities & inform the Project manager
∎ Conduct Training sessions accordingly to the project requirement.
∎ Establish CRM process for getting suggestions/to complain etc.
∎ Ensures comprehensive and effective monitoring and reporting-10%
∎ Prepare and submit planning of the weekly activities to the line manager.
∎ Support line manager to prepare donor reports.
∎ Prepare the monthly progress report to the line manager.
∎ Supervise and monitor each stage of the activities. Ensure that standards and instructions are given by the line manager, as well as Islamic Relief Bangladesh procedures,
∎ Submission of daily, weekly, and monthly activity and progress report to line manager.
∎ Involve different stakeholders & other Project implementation teams for implementation of the project
∎ Propose some methodology, according to the proposal, and provide it with the experience and lessons learned from the other organizations.
∎ Strong organizational skills and ability to work under pressure.
∎ Ensure visibility of the project.
∎ Functional the complaint response mechanism (CRM) and feedback system • Ensure CRM process at all stages of the project-15%
∎ Maintain continuous orientation of staffs on CRM process Ensure complain log and register at project office level
∎ Ensure the visibility of the project in different stage and level
∎ Other Requirement-10%
∎ Facilitate donor/external visits and ensure that recommendation of visitors is addressed.
∎ Willing and able to travel frequently for extended periods and to remote areas of the projects and able to travel frequently for extended periods and to remote areas of the projects.
∎ Responsible for seasonal (Ramadan & Qurbani) & emergency response programs if require.
∎ Perform any other duties assigned by Supervisor
∎ Being a member of Islamic Relief as a child-friendly organization, it is the core responsibility and obligation of each staff member to understand and obey IR Child Protection & PSEA Policy and respond accordingly as and when required.
Additional Requirements:
∎ Experience in working with Small scale construction work, CFW work, WASH, Recovery, and Rehabilitation of work, Humanitarian Response, FDMN Rohingya and Host Community as well as Emergency Response,
∎ Must have expertise in Local language (Rohingya & Chittagong)
