Job Context:

∎ Support Government and other agencies to deliver safe water, improve hygiene and sanitation
∎ Support in building resilient houses
∎ Construct roads during emergency
∎ Assist vulnerable communities through cash support
∎ Strengthen communities more resilient.
∎ Arrange training to create awareness and preparedness against disaster
∎ Emphasise on socially excluded and marginalized people, women and elderly.

Job Responsibilities:
∎ Implementation of the project in accordance with Islamic Relief Bangladesh as well as donor requirements and standards (50%).
∎ Ensure sound project management and take full responsibility for the overall implementation of the emergency humanitarian support project, as per the project documents and the IR rules and regulations.
∎ Support and coordinate the preparatory activities of the project including office set-up, participatory planning, selection of the locations, technical survey & beneficiaries' selection.
∎ Prepare monthly work plan, break it down to daily/weekly work plan and ensure implementation of the same.
∎ Build, motivate and lead a high-performing team consisting of project personnel, expert consultants, and service providers.
∎ Provide inputs in the identification of linkages between the project and other related projects to maximize the efficient and effective use of resources.
∎ Design project implementation guidelines and prepare a project implementation plan (PIP) considering the proposal and local context to achieve set goals and objectives.
∎ Supervise the beneficiary selection process and finalize the beneficiary list.
∎ Provide strategic direction, oversight & leadership to Project staff to manage the project.
∎ Hold overall responsibility for maintaining strict compliance with donor rules and regulations.
∎ Oversee and manage the budget as per project documents and authority grid and carry out the monthly expenditure analysis, prepare reports and requirements of the fund.
∎ Regularly follow up on the project activity, financial status, and work progress.
∎ Prepare activity plan for project staff.
∎ Ensure that minimum standards in financial and logistics management are met to ensure accountability and transparency.
∎ Ensure a team environment by supporting program staff in the implementation of project activities and the establishment of high-quality performance targets, ensuring adherence to technical standards, best practices and donor guidelines.
∎ Assist program staff to use appropriate project management tools to plan, review and track progress on project implementation as well as on the utilization of project resources.
∎ Ensure the quality and impact of the program and emergency responses, ensuring that gender inequity is addressed.
∎ Ensure that local purchases and expenditures are done as per Islamic Relief Bangladesh policy.
∎ Maintain the stock book, Inventory and other essential registers properly and timely in an effective manner as per Islamic Relief Bangladesh policy.
∎ Checking all bill vouchers within the team and forwarded to Finance officer for necessary action.
∎ Effectively coordinate with other team members to ensure smooth and effective functions of field office management in all respect.
∎ Capacity Building initiatives for beneficiaries and project staff at the program level (15%).
∎ Organize and conduct project orientation for new project staff.
∎ Participate and facilitate project-related awareness-raising events at the community level.
∎ Develop and conduct training and orientation relevant to emergency humanitarian situations such as emergency WASH, food assistance, shelter and protection issues.
∎ Provided one-to-one coaching to staff for understanding project goals and objectives.
∎ Ensure effective monitoring, evaluation, problem-solving, reporting and documentation according to the project need (15%).
∎ Ensure effective monitoring of the project activities.
∎ Review project-related crucial problems which are forwarded by the field staff and take the necessary step to resolve them on a priority basis.
∎ Prepare monthly, quarterly and final reports as per the programme and project needs.
∎ Provide progress reports to the country office.
∎ Prepare the financial report of expenditure and update it from time to time.
∎ Meet the different reporting deadlines.
∎ Maintain proper documentation and take measures to preserve it and share it with the Humanitarian Programme department in time.
∎ Archiving the project documents (hard copy and electronic copy) as per IR guidelines.
∎ Ensure comprehensive and effective coordination and advocacy with different stockholders (10%)
∎ Organize project inception meeting at different levels (Union, Upazila, district).
∎ Liaise with partners, government representatives, donor agencies, national and international NGOs to ensure smooth implementation of the project.
∎ Participate in different meetings in the upazila and district. (Cluster, NGO Coordination etc.).
∎ Involve relevant local administration and committees such as UDMC in the implementation of the project.
∎ Work alongside staff to build their capacity in program planning and design; program management; monitoring and evaluation.
∎ Ensure transparent coordination mechanisms and regular information-sharing between IR Staff.
∎ Attend Programme Review Meetings and coordinate with the other IRB staff based in Dhaka and others.
∎ Organize lesson-learning workshops for further organizational development.
∎ Organize project exit meetings at the community level and with LGIs.
∎ Collect successful project completion letters from relevant authorities.
∎ Functional the complaint response mechanism (CRM) and feedback system (5%)
∎ Ensure the CRM process at all stages of the project.
∎ Maintain continuous orientation of staff on CRM process Ensure complaint log and register at project office level.
∎ Ensure the visibility of the project in different stages and levels.
∎ Other Requirement (5%)
∎ Facilitate donor/external visit and ensure that recommendation of visitors is addressed.
∎ Participate & involve with seasonal programs (Ramadan, Qurbani, Winterization etc.) activities.
∎ Support in the procurement of materials like requisition, follow-up etc.
∎ Ensure the safety of team members from any harm, abuse, neglect, harassment, exploitation, Fraud, Bribery & Money Laundering to achieve the program's goals of safeguarding implementation and as well as Act as a key source of support, guidance, and expertise on the safeguarding of harm, abuse, neglect, harassment, and exploitation, Fraud, Bribery & Money Laundering for establishing a safe working environment
∎ Being a member of Islamic Relief as a child-friendly organization, it is the core responsibility and obligation of each staff member to understand and obey the IR Child Protection & PSEA Policy and respond accordingly as and when required.
∎ Willing and able to travel frequently for extended periods and to remote areas of the projects.
∎ Perform any other duties assigned by the supervisor as per programme needs and organizational rules.
