Educational Requirements:
∎ Masters degree in any discipline, Master of Social Science (MSS), Master of Development Studies (MDS), Master of Science (MSc) in Disaster Managment
Experience Requirements:
∎ At least 5 year(s)
Job Responsibilities:
∎ Implementation of the Project-50%
∎ In close cooperation with the Project Manager lead the direct implementation of the Forecast-based Early Action project to achieve the planned results.
∎ Oversee the development of forecast-based thresholds for early actions in flood in prone areas in collaboration with relevant stakeholders
∎ Oversee the development and testing of Standard Operating Procedures (SOPs), particularly by identifying relevant and effective early actions and establishing procedures that allow their timely implementation once a forecast threshold has been reached through multiple stakeholder consultations
∎ Facilitate community vulnerability mapping exercise, action threshold matrices development, SOP development, and simulation through participatory ways.
∎ Arrange and provide capacity-building training to selected beneficiaries for quality project implementation as per procedures of the proposal.
∎ Assure compilation and sharing of results, learning, and uptake from all the activities.
∎ Use the MEAL system appropriate for measuring the impact of the implementation of the SOPs and thereby contribute to building evidence for the FbA-mechanism and coordinate relevant research work.
∎ Ensure regular monitoring of project implementation including the collection and analysis of data for the indicators and project monitoring/control.
∎ Ensure visibility according to ECHO requirements/standards and present information on the project on different occasions.
∎ Contribute to the maintenance of strong team spirit and a positive workplace environment.
∎ Strengthen IRB in their capacities and advocacy role in the field of Forecast based Financing
∎ Coordination -20%
∎ Liaise, coordinate and cooperate with government authorities as well as relevant national & international organizations and stakeholders to promote the integration of FbA mechanisms into the national system
∎ Organizing meetings/workshops/ orientation with project participants at the institutional level to create a supportive environment for mobilizing support for Fba.
∎ Maintain constant networking with GO/NGO/Local government department.
∎ Explore innovative ways to mobilize financial support from local government and other sources, facilitate the use of local resources for the sustainability of FbA activities.
∎ Effective and efficient use of project assets and resources-5%
∎ Support to ensure that local purchase and expenditure are done as per Islamic Relief Bangladesh policy.
∎ Support to maintain the stock book, Inventory, and other essential registers properly and timely in an effective manner.
∎ Staff Management & Development-5%
∎ Provide day-to-day direct line management of the Assistant Project Officer, including Delegation of roles, responsibilities, and tasks among the team;
∎ Provide leadership and technical support to the team, as needed; Undertake performance management (including annual goal setting, coaching, mentoring, quarterly conversations, etc.)
∎ Establish positive working relationships with all Country Office departments to work effectively on program management, strategies, ongoing programs, and opportunities
∎ Support capacity-building efforts to FO staff and partners
∎ Reporting -15%
∎ Prepare project progress reports, case studies, and other special reports as per project plan and needs.
∎ Ensure that the staff adheres to the project and organization's administrative and financial rules, policies and regulations. Ensure that the staffs are kept abreast of the latest changes to the project strategies and activities
∎ Others-5%

∎ Responsible for seasonal (Ramadan & Qurbani) & emergency response programs if require.
∎ Propose some methodology, according to the proposal, and provide it with the experience and lessons learned from the other organizations.
