Job Context:
∎ Islamic Relief Bangladesh is implementing a 24-month long project to support 500 young women adolescent girls & boys from extremely poor families of the stranded community (called Bihari camp) in Dhaka city to develop their skills, create employment opportunities through vocational training on various trades and also increase knowledge, attitude, and practices of different social issues. The project will address the needs of the most vulnerable and poor adolescent girls, boys, and young women through a diversified approach, community-based collective actions, and exploration of their traditional skills, knowledge, motivation, and promoting employment and income generation through various vocational skill-based businesses. Targeted beneficiaries will be provided with the most suitable and profitable trades/IGAs for a long time training such as tailoring, beautification, mobile phone repairing, computer operation, welding, freeze and air-condition repairing, hand stitching, etc. and developed linkage mechanisms with various market actors, service providers, and duty bearers in a sustainable manner.
∎ The proposed interventions, targets, and priorities are fully in line with IR country and global strategic focus areas including protection of life and dignity and community empowerment.
∎ The position of Project Officer (in-charge of the project) is the leading position at the Project level. S/he will be responsible for the overall management and implementation of the project’s interventions. S/he will maintain close collaboration with stakeholders and lead the project team in an organized manner. S/he will accountable for achieving the project’s objectives and expected outcomes as per targets.
Job Responsibilities:
∎ Effective support to the Project operations for achieving set goals and targets (60%)
∎ Developing a work plan and carrying out all activities accordingly.
∎ Ensuring group development training on leadership, savings and financial management, linkage development, and giving technical support.
∎ Providing technical support and coordination for asset/cash transfer, procurement of different project material following IRB policy.
∎ Developing awareness material and ensuring Community-based awareness sessions on different social issues according to the plan.
∎ Arranging different meetings with different stakeholders, service providers, and duty bearers.
∎ Organizing the training session in different categories on selected vocational trade.
∎ Tracking the progress of project activities
∎ Preparing/compiling progress reports (quantitative and qualitative) regular basis
∎ Coordination and communication with project stakeholders, GOs, NGOs, Private Sectors, CBOs, Service Providers and IRCO
∎ Selection of vocational institutions and preparation of all documents and forms necessary for the agreement process with vocational institutions to successfully implement the beneficiary training process.
∎ Actively contribute to establishing cooperative shops for the project beneficiaries
∎ Coordinating with other project staff to support households and community-based producer organizations to develop production plans according to market demand.
∎ Developing market linkages for the project beneficiaries by establishing business relationships and facilitating deals (both formal and informal) which open new market channels for the project beneficiaries.
∎ Support to control the budget
∎ Facilitating approval process of projects documents
∎ Communication, Reporting, and Documentation (20%)
∎ Ensuring proper documentation and record-keeping of project events/ activities.
∎ Ensuring the quality report writing in the aspect of all projects and programmatic reporting according to stipulated format.
∎ Regular communication and collaboration with field base staff and management for qualitative and quantitative report delivery.
∎ Significant case studies and successful case stories to be documented as per donor requirements.
∎ Program and project-related all papers, reports & events to be documented properly
∎ Ensuring the compliance of all manuals and organizational policies for the project team with proper practice and record.
∎ Qualitative and quantitative report writing (monthly, quarterly, annually, project completion, and need-based).
∎ Coordination and communication with project stakeholders, GOs, NGOs, Private Sectors, CBOs, Service Providers, and IRCO.
∎ Any other tasks assigned by program management concerning projects activities and organization.
∎ Staff development & management (10%)
∎ Manage administration and personnel of project.
∎ Carry out staff development and performance appraisal.
∎ Supporting team members by encouraging and praising good performance, coaching, assisting staff to prevent or resolve problems.
∎ Ensuring that team members are given appropriate workloads and are working efficiently.
∎ Other Requirement-10%
∎ Maintain admin related all activities
∎ Maintaining and supporting procurement related function and process
∎ Undertaking record-keeping system/documentation in line with IRB record management guidelines.
∎ Regular Financial Monitoring and transition to ensure value for money.
∎ Facilitating external/internal audit;
∎ Willing and able to travel frequently for extended periods and to remote areas of the projects.
∎ Ensure the safety of team members from any harm, abuse, neglect, harassment, exploitation, Fraud, Bribery & Money Laundering to achieve the program’s goals on safeguarding implementation and as well as Act as a key source of support, guidance, and expertise on the safeguarding of harm, abuse, neglect, harassment, and exploitation, Fraud, Bribery & Money Laundering for establishing a safe working environment
∎ Participate seasonal (Ramadan & Qurbani) & emergency response programs if require.
∎ Being a member of Islamic Relief as a child-friendly organization, it is the core responsibility and obligation of each staff member to understand and obey IR Child Protection & PSEA Policy and respond accordingly as and when required.
∎ Perform any other duties assigned by the line manager.
Additional Requirements:
∎ Experience in working with Urban livelihoods (E.g income-generating activities, small enterprises, vocational training), Social Mobilization functions, Stranded Community & Writing quality reports
∎ Must have expertise in Local language (Urdu)
∎ Working knowledge of Microsoft Word/ Excel/PowerPoint/Adobe Photoshop/ Basic Internet/ etc.
