Job Context:
∎ Islamic Relief provides lifesaving humanitarian assistance to the FDMNs as they lack access to the basic needs of life. Since the beginning of the influx, Islamic Relief has been working with the Bangladesh Government and other implementing partners to support FDMNs living in Cox’s Bazar. We ensure food and non-food items for FDMNs living in Bhashanchar. We improve the safety and well-being of FDMNs by,
∎ Providing monthly food ration
∎ Providing water and sanitation
∎ Constructing wash blocks
∎ Installing tube-wells
∎ Distributing Ramadan food packs, Eid gifts and Qurbani meat
∎ Providing non-food items like LPG, hygiene kits and winter clothes to the families in Cox’s Bazar and Bhashan Char.

Job Responsibilities:
∎ To implement quality programs on projects by ensuring an effective monitoring system (35%).
∎ Prepare a project implementation plan (PIP) considering the proposal and local context to achieve goals and objectives
∎ Proven Knowledge and understanding of shelter, water and wastewater hydraulics and physical, chemical and biological properties; solid waste management practices, vector control, sanitation and hygiene promotion/awareness-raising strategies.
∎ Assist field staff with effective faecal sludges management technology, treatment process, and safe disposal process.
∎ Provide technical contributions for garbage bins and solid waste management to reduce detrimental environment.
∎ Adaptive to working environment, ability to take initiative independently as well as part of a team, excellent communication skills – presentation, negotiation, analysis.
∎ Provide technical direction on national emergency response/ recovery operations to provide the requisite support to the multiple recovery and development projects that require both hardware and software technical support.
∎ Responsible for preparing the drawing, design, environmental & social screening, and feasibility check as per project activities.
∎ Overall coordination and support to conduct baseline and end-line surveys (including KAP, PIM, PDM) for WASH and Shelter activities.
∎ To provide technical support to the field team and oversee the implementation of shelter & WASH activities, including rehabilitation/renovation of water systems, solid waste management, hygiene promotion, Fecal sludge management and sanitation infrastructures.
∎ Developed and updated realistic weekly work plans for each grant in conjunction with the program team for EA and ISDB-supported activities.
∎ Design project implementation guideline and prepares a project implementation plan (PIP) considering the proposal and local context to achieve set goals and objectives
∎ Supervise the beneficiary selection process and finalize the beneficiary list.
∎ Provide strategic direction, oversight & leadership to Project staff to manage the project.
∎ Hold overall responsibility for maintaining strict compliance with donor rules and regulations.
∎ Manage the project, oversee the budget and, carry out the monthly expenditure analysis, prepare reports and requirements of funds.
∎ Regularly follow up on the project activity, financial status, and work progress.
∎ Prepare activity plan for project staff.
∎ Ensure the minimum standards in financial and logistics management are met to ensure accountability and transparency.
∎ Support program staff in the planning of project activities and the establishment of high-quality performance targets, ensuring adherence to technical standards, best practices and donor guidelines.
∎ Assist program staff in using appropriate project management tools to plan, review and track progress on project implementation as well as on the utilization of project resources.
∎ To ensure the quality and impact of the program and emergency responses, ensuring that gender inequity is addressed.
∎ Capacity Building initiatives for beneficiaries and project staff at the program level (15%)
∎ Participates in various development meetings, training, orientation, and workshops.
∎ Provide awareness-building training for ToT of project staff and volunteers.
∎ Organize basic training for newly recruited project staff.
∎ Organized various meetings, training, orientation, and inception workshops as per project activities.
∎ Participate and facilitate project-related awareness-raising programs at the community level.
∎ Conduct skill development training
∎ Provided one-to-one coaching to staff to understand project goals and objectives
∎ Ensures effective reporting according to the project need (15%)
∎ Prepare monthly 4W/5W reports for the sector.
∎ Prepare Project reports for the CiC coordination, WASH focal, CMO & SMS.
∎ Collect & document project-related NOC from various stakeholders.
∎ Prepare and provide service mapping for effective implementation of project activity.
∎ Prepare monthly, quarterly, and final reports as per proposal and project needs.
∎ Provide progress report to the country office and donor
∎ Prepare the financial report of expenditure and update it from time to time.
∎ Meet the different reporting deadlines.
∎ Ensures comprehensive and effective Coordination and advocacy with different stockholders (15%)
∎ Organized the project inception meeting with different levels (Camp, clusters, DPHE, Union, Upazila).
∎ Liaise with partners, government representatives, donor agencies, and national and international NGOs to ensure smooth implementation of the project;
∎ Participate in coordination meetings of the WASH sector, Site development sector & shelter & NFI sector.
∎ Participate in the camp rationalization & consolidation meeting with CiC, UNHCR, IOM, and INGOs.
∎ Participate in different meetings at Upazila and district levels. (Cluster, NGO Coordination etc.)
∎ Involve planning & strategic meetings at the field level and guidance team accordingly.
∎ Coordinate with project staff, volunteers, and project implementation teams in the implementation of the project activities.
∎ Work alongside staff to build their capacity in program planning and design; program management; monitoring, and evaluation
∎ Ensure transparent coordination mechanisms and regular information-sharing between Consortium/IR Staff.
∎ The PC will coordinate with the other IRB staff based in Dhaka and others.
∎ Organized lesson learnt workshop for further organizational development.
∎ Organized exit meetings at the community level and with LGs.
∎ Collecting successful project completion letters from relevant authorities.
∎ Ensure effective and appropriate project archiving (5%)
∎ Well and proper documentation capacity and preservation and delivered to the Humanitarian Programme department within the dew time.
∎ Archiving the project documents (hard copy and electronic copy) as per IR guidelines.
∎ Functional the complaint response mechanism and feedback system (CRMF) (10%)
∎ Ensure the CRM process in different stages.
∎ Continuous orientation on complaint system for field staff
∎ Ensure complaint log and register at the project level
∎ Ensure the visibility of the project in different stages and level
∎ Other Requirements (5%)
∎ Participate & involve with seasonal programs (Ramadan, Qurbani, Winterization etc.) activities.
∎ Support in the procurement of materials like requisition, follow-up etc.
∎ Facilitate donor/external visits and ensure that recommendations of visitors are addressed.
∎ Ensure the safety of team members from any harm, abuse, neglect, harassment, exploitation, Fraud, Bribery & Money Laundering to achieve the program’s goals of safeguarding implementation and as well as Act as a key source of support, guidance, and expertise on the safeguarding of harm, abuse, neglect, harassment, and exploitation, Fraud, Bribery & Money Laundering for establishing a safe working environment
∎ Being a member of Islamic Relief as a child-friendly organization, it is the core responsibility and obligation of each staff member to understand and obey the IR Child Protection & PSEA Policy and respond accordingly as and when required.
∎ Willing and able to travel frequently for extended periods and to remote areas of the projects.
