Job Responsibilities:
∎ Voluntary Association for Rural Development (VARD) is a national-non government organization established in 20 January 1988. VARD has been implementing “Promoting Sustainable Agriculture Practices to Strengthen Food Security of the poor and Marginalized Through Accessing Rights (PSAP-SFS-PMTAR)” Project since January 2012 funded by ActionAid Bangladesh under LRP-43 in Biswambarpur Upazila under Sunamgonj district. This position is based at Biswambarpur Upazila, under Sunamgonj district.
∎ The Project Manager will ensure efficient program planning and will assist in identifying interventions which can contribute to the objectives and sustainability of the program/Project. The position will also ensure that the full fill of ActionAid Bangladesh requirement as when necessary. One of the key challenges for the position is to create an enabling environment for the program participant ensure and increase access to their entitlement & natural resources, government service and service providing institute. Also provide support and guidance to the program team to increases the knowledge of program participants on reduce disaster risk, sustainable livelihood and violence free environment for the women and children through accessing the rights.
∎ MAIN RESPONSIBILITIES
∎ 1. Project Planning
∎ Review the project proposal, budget, targets, key performance indicators and ensure that the planning is realistic (Measurable, Reportable & Verifiable), both in terms of budget and implementation.
∎ Prepare Annual Strategic Implementation plan, DIP and financial expenditure plan.
∎ Conduct PRRP to prepare next year plan and review the project activities effectiveness and reflect in planning.
∎ 2. Project Implementation
∎ Work with closely the project staff to ensure effective implementation of the project.
∎ Work with Reflection Action Circle members to analysis the context, prepare Community Action Plan (CAP) and support them to implementation the group level plan.
∎ Successfully operation of Shishi Bikas Kendra (SBK) well decoration of the SBK and involvement of the community in SBK management.
∎ Execute the plan of others community group which has formed for the project need, gain project goal and objectives
∎ Execute the donor needed other plan according to instruction and guidance.
∎ 3. Sponsorship Management
∎ Work closely the project staff and guide them to ensure effective sponsorship related activities of the project.
∎ Ensure Child Protection and safe guarding policy of ActionAid Bangladesh.
∎ Collect CH and other necessary documents and information when need by the ActionAid Bangladesh.
∎ Support sponsorship officer to collect MIS data, regular CM, PU etc. asper ActionAid Bangladesh instruction and guidance.
∎ 4. Project Management
∎ Promote and maintain effective communication with VARD Head Office and ActionAid Bangladesh.
∎ Guide and lead the project team to achieve specific project goals, objectives and Key Performance Indicators (KPIs) of the project.
∎ Ensure that work is appropriately delegated and staff members are empowered to carry out tasks independently where appropriate to their skills and capacity.
∎ Ensure efficient project management procedures are implemented to enable monitoring of projects and accurate reporting of progress.
∎ Mobilize the community groups (RAC, CJG, Youth group etc) to improve their livelihood, ensure the access to the Government and local government bodies, Safety net program and others entitlements.
∎ Financial and budget control of selected tasks and components and coordinating with the VARD Finance and Accounts Department (FAD) regarding budget control and financial progress. Also follow the VARD expenditure procedure and financial manual.
∎ Support the collection and accurate reporting of impact data related to the project as guided by the ActionAid Bangladesh and the ActionAid Bangladesh Evaluation, Research and Learning team; supporting and advising them on their studies, visits and research.
∎ 5. Networking with Government and non-Government Organizations
∎ Build strong relationship with the Government respective Department and local government to smoothly implementation of the project activities and objectives.
∎ Have regular interactions with the concerned government department of the Upazila Administration / UP members for update them about the program.
∎ Learn good practices from the communities and RAC and reflect in the program.
∎ Represent VARD, building and maintaining relationships with relevant service providers, government, local government, national and international development partners, local stakeholders and communities and ActionAid Bangladesh representatives for effective implementation of Project.
∎ 6. Program Monitoring and Reporting
∎ a. Regular field visit:
∎ Pay regular field visit to intervention areas to observe progress, with a focus on ensuring ‘quality’. Regular visit to RAC to support them to implement their plan, observe progress of CAP.
∎ Regular visit to SBK, guide concerned staff to smoothly operation of SBK.
∎ Pay regular field visit to ensure quality CS deliverable, sponsorship activities and maintain timely delivery of CS deliverable.
∎ b. Review and prepare reports:
∎ Prepare program progress reports (Monthly and Quarterly) based on ActionAid Bangladesh M&E system and review financial report and taken corrective action when provide necessary feedback.
∎ Develop quality documentation on processes, achievements, learning and challenges throughout the project implementation
∎ Ensure quality monitoring data collection from the field and timely reporting
∎ 7. Staff Management
∎ Supervise the staff directly reportable to the incumbent and perform the following:
∎ Assist for Recruitment of Project Staff (as and when required)
∎ Assist for the project staff leave management.
∎ Performance Management
∎ Coaching & mentoring the project staff to implement the project activities.
∎ Staff Development: develop plans for capacity-building of the project team to enable the team to be more self-standing in the future.
∎ Support effective communications and joint working within the team and with other teams across the organization.
∎ 7. Other Ad-hoc Tasks
∎ Closely work with Director (Program & Admin)/ Deputy Director (M &E)-Focal Person to implement the project activities successfully.
∎ The above contains the main outline of duties. Organization may be assigned in other activities as when required in connection with the project.
Additional Requirements:
∎ Age at most 40 years
∎ Minimum 5 years managerial experience in the relevant field especially right based program, child education, women development in any reputed NGO.
∎ Good knowledge on social mobilization and DRR.
∎ Child friendly attitude.
∎ Willingness and ready to travel to projects areas frequently.
∎ Excellent computer skill on MS words, Excel and power point.
∎ Have valid motorcycle driving license.
∎ Able to work under pressure.
∎ Able provide additional time if needed.
Salary: Tk. 37438 (Monthly)
