Educational Requirements:
∎ Master's Degree in Disaster Management/ Geography/ Environmental Science/ Forestry/ Agriculture. Educational qualification will be relaxed candidate having experience in the areas of FbA.
∎
∎ 5-7 years of experience in the areas of Disaster Preparedness, Response/DRR/ Flood Management/ Community Resilience Building, climate change adaptation.
∎ 1-2 years of experience in Anticipatory Action/Early Warning Early Action/Forecast-based Action or Financing will be an added value

Job Context:
∎ Friends In Village Development Bangladesh (FIVDB) is going to implement "Scaling up Flood Forecast-based Action and Learning in Bangladesh (SUFAL) PHASE II" Project in Gowainghat Upazila under Sylhet district in partnership with Concern Worldwide. The present project tenure is up to Jun 2024. The job is contractual for the project period with a 3 months probation period. The position will be recruited for implementing the project based at the Project Office at Gowainghat Upazila in Sylhet district with substantial field activities.

Job Responsibilities:
∎ S/he will lead and manage the overall activities and achieve set goal of the project name "Scaling up Flood Forecast-based Action and Learning in Bangladesh (SUFAL II)" project in Haor region. The Project Manager (PM) will be responsible for the overall project planning and implementation at field level with technical guidance of Concern Worldwide and RIMES. S/he will build and maintain strong professional relationship with local administration, DMCs and different sectors of the government. S/he will ensure Community Risk Assessment, Vulnerability Mapping, identify to triggering the early warning and threshold through series of consultation at union and upazila level by engaging local DMC members, other stakeholders and community representatives from vulnerable groups. S/he will facilitate capacity-building process to staff on project key interventions and forecast based early actions to DMCs and government officials at upazila and district level. The person will capture best practices, lessons learnt; prepare different documents throughout the project period to share experiences with local DMCs, stakeholders, FbA practitioners and other humanitarian communities at local level. S/he will also support Concern Worldwide in national level advocacy and learning sharing events. The person will be key persons in FIVDB team, play roles in team capacity building and will coordinate with relevant government departments to implement the projects at Upazila and District level following the agreed action plan.

∎ Responsibilities and Task:
∎ Project Management -
∎ Responsible for the overall implementation, monitoring, supervision, and management of SUFAL II project and assist advocacy on FbA at upazila and district level at his/her territory.
∎ Facilitate to mobilize community and stakeholder on designing the FbA mechanism, community need identification; ensure efficient implementation of agreed project activities in time.
∎ Provide support and enhance the capacity of DMC members, local stakeholders and respective project staffs, including overall monitoring of agreed activities.
∎ Ensure program participants, CBOs and stakeholders will have access to the project information on local language, and taking the informed consent of the beneficiaries is obtained.
∎ Provide technical inputs into the development, implementation and monitoring of the project, stakeholder engagement and maintain close coordination with FIVDB's other projects.
∎ As a member of the senior project management team, the Project Manager will support to the team to perform their roles and responsibilities to achieve the project goal.
∎ Assist Project Focal in ensuring the procurement and communication plan development for the project goods and services.
∎ Ensure that the project carried out according CHS standards, operating procedures, technical manuals and policies. Establish project CRM process at field level including monitoring and reporting.
∎ Responsible overseeing financial management and monitoring at the respective upazila.
∎ Facilitate effective coordination between FIVDB and GoB counterparts and others.
∎
∎ Technical Management-
∎ Planning, organize and facilitate upazila and district level consultations/dialogues/meeting to assist in developing SoP for FbA mechanism, resource mobilization and relevant guidelines.
∎ Facilitate capacity building of local government institutions including DMC members, and other stakeholders related to flood risk mitigation, rapid response, preparedness, early forecast and early action planning strategies in community resilience building using FbA mechanism.
∎ Develop and maintain strong working relationships with DMC members, representatives of Water Development Board (WDB) and relevant government institutions, INGOs/NGOs, Civil Societies and other stakeholders at upazila and district level.
∎ Collect information and develop case studies and knowledge and advocacy products for promoting FM in local, national government system.
∎ Ensure the news coverage on FbA and its positive impact on vulnerable community in local media.
∎ Identify the key areas for promoting FbA at local and district level and support to vulnerable communities and DMCs to demonstrate.
∎ Ensure regular monitoring of project implementation including collection and analysis of data for the indicators and project monitoring/control
∎
∎ Monitoring and Impact Assessment-
∎ Ensure regular information collection on each agreed indicators and reported through reports as per organizational and donor needs.
∎ Work with the MEAL Unit of Concern Worldwide to ensure progress are tracked, recorded and reflected in reports. Document and disseminate learnings, good practices of the project.
∎ Organize regular internal monitoring (activity and output monitoring) (focusing more on women and disadvantage group).
∎
∎ Reporting & Communication-
∎ Develop and submit accurate monthly reports and work plans to focal person and will delegate with field team.
∎ Ensure submission of financial reports in a monthly basis to the Director Finance and Admin.
∎ Assist in developing quality reports on related activities that is contributing to the donor reports as required.
∎ Ensure government participation in key events such as FbA trainings, workshop and different consultations/meetings etc., as appropriate.
∎ Liaison with relevant government departments and keep updated them on the project progress and challenges on a regular basis.
∎
∎ Networking-
∎ Participate in relevant district, divisional level meetings and present the project outcomes. Participate workshops/seminars at national level (if required).
∎ Participate in the meeting of Development Coordination Committee at Upazila/District level. The person will also attend in national level conference/training on FbA as appropriate.
∎
∎ Others Activities-
∎ Ensure the safety of team members (in respect to Prevention of sexual exploitation and abuse - PSEA) from any harm, abuse, neglect, harassment and exploitation to achieve the programme's goals on safeguarding implementation. Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment.
∎ Practice, promote and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action.
∎ Follow the safeguarding reporting procedure in case any reportable incident takes place, encourage others to do so.
∎
∎ The employee will be ready to perform any other task/s assigned by organization for the greater interest of the organization and the community even if those tasks are not mentioned in the above role and responsibilities.

∎ Report to: Organizational Project Focal, FIVDB-SUFAL-II Project
∎
∎ Working place and time utilization: The position is based at the upazila level with a majority of the time spent in the field for program implementation, monitoring and documentation purposes. S/he will spend minimum 60% time in the field and 40% at the office on reporting.

Additional Requirements:
∎ Age 30 to 55 years
∎ Have familiarity with project implementation, grant management and compliance requirements of institutional donor (e.g. ECHO).
∎ Good Computer skills in operating MS Office especially (MS Word, MS Excel and MS PowerPoint).
∎ Good communication skills.
∎ Good report writing and documentations skills
