  • 5-8 years of experience with progressively increasing responsibilities and duties in programs focused on organizational development in the Bangladeshi context along with proven experience managing operational components on large, complex donor-funded projects (with strong preference for US funded project management experience)

  • Proven experience in implementing or managing programs related to MNCHN, Global Health Security, outbreak preparedness and response, IPC/WASH, or community engagement.

  • Knowledge on US department of state/grants policies and procedures (Cost Principles and Uniform Guidance) as related to project management is preferable

  • Knowledge on MNCHN, Global Health Security, outbreak preparedness and response, IPC/WASH, or community engagement.

  • Leadership and communication skills to manage across teams in challenging contexts, strong interpersonal skills to work cooperatively with teams and with government health systems including DGHS, DGFP, Civil Surgeon’s Office, Upazila Health Complexes, and district administration.

  • Fluency in Bangla and English are required

  • Competent and dedicated staff that can be reached for feedback

  • Excellent communication, networking and analytic writing skills

  • Computer Literacy with capacity of communication through digital means

  • Willingness to travel frequently within Natore and Naogaon districts and to remote or hard-to-reach areas.

  • Team building and leading capacity and ability to work under pressure and meet the deadline

  • The applicant should have a brief knowledge and practice on child safeguarding, Gender responsiveness, environmental safeguarding and conflict transformative management



Responsibilities & Context:

Introduction

DASCOH Foundation is a non-government and non-profitable organization. Utilizing local knowledge of the people at grass root and available resources at local level, DASCOH has put forward an alternative participatory development process. It has developed a professional workforce with flexible decision-making capacity. DASCOH is using supportive supervision & coaching method to develop human capital and thus helping to develop the capacity of local government institutions, which is reflected in the project planning and management with local government, private sector, donors and the community. Currently, it operates several projects, covering the thematic areas of health, climate adaptation, human rights, quality education, livelihood improvement, etc. mainly covering Rajshahi division but all over the country. Several projects are ongoing in the thematic areas and information technology support are required for innovation, monitoring, analysis and showcasing good practices and achievements.

Meeting Targets and Maintaining Epidemic Control (EpiC) is a global project funded by the US Government and led by FHI 360 with its implementing partners including DASCOH. EpiC Bangladesh will enhance national preparedness in alignment with International Health Regulations (IHR) by strengthening risk communication integrating it into maternal, newborn, child health and nutrition (MNCHN) platforms, livestock extension work, promoting protective behaviors, improving local reporting systems, strengthening preparedness of points-of-entry and reinforcing emergency logistics at District and upazila level. By building facility readiness and empowering communities, the project will ensure rapid containment of health threats and continuity of essential lifesaving services. 

Out of the seven operating districts, DASCOH is covering Natore and Naogaon districts, and will be implementing technical assistance and facilitation role designed to strengthen relevant national strategies and SOPs on global health security, outbreak preparedness, MNCHN service continuity, and community engagement through livestock and human health platforms.

Purpose of the position

DASCOH Foundation is seeking a qualified and experienced Project Manager to lead the ongoing implementation of the EpiC Project in Natore and Naogaon districts. The Project Manager will provide overall technical, operational, financial, and administrative leadership to ensure the successful delivery of project objectives related to Global Health Security, outbreak preparedness, MNCHN service continuity, IPC/WASH, and Risk communication.

The position will maintain functional engagement with Regional and District level FHI 360 team for smooth project implementation. The position will serve as the primary project focal point for DASCOH Foundation to maintain functional coordination with district and upazila level government counterparts, Human and Animal Health authorities and other relevant stakeholders to ensure high-quality, compliant, and results-oriented implementation of project activities.  

Objective of the mandate:

The objectives of the project execution mandate are:

  • Lead DASCOH EpiC Project Team with efficiency during project execution in collaboration with headquarters and FHI 360 Regional and district team.

  • Strengthen coordination with government and different stakeholders.

  • Ensure compliance with DASCOH, FHI 360, and US government policies.

  • Maintain accurate records, reports, and promote compliance understanding among the team.

  • Analyze local data, identify challenges, and implement interventions designed for strengthen global health security, outbreak preparedness, MNCHN service continuity, and community engagement through livestock and human health platforms.

  • Ensure achievement of project targets, indicators, and deliverables within approved timelines and budgets.

  • Oversee project work planning, implementation tracking, and risk management.

  • Ensure proper utilization and accountability of project resources.

  • Promote evidence-based planning and adaptive management through regular data review and learning processes.

  • Strengthen sustainability and ownership of project interventions through government systems.

  • Ensure team safety, act as a safeguarding resource, and enforce policies and follow procedure of DASCOH, FHI 360 and US government.

Function:

In more concrete terms the mandate includes;

  • Lead project team of Natore and Naogaon district ensuring effective implementation of all activities related to EMCE/RCCE, global health security, MNCHN service continuity, IPC/WASH, and boarder community preparedness in line with the approved workplan and donor requirements

  • Implementation of different project interventions in the project area in coordination with relevant stakeholders and authorities.

  • Analyze regional service data, identifying challenges and participate in discussion of trends, progress in alignment with EpiC objectives specially linked with global health security, outbreak preparedness, MNCHN service continuity, and community engagement.

  • Lead coordination and liaison with government and key stakeholders at district and upazila levels, including Civil Surgeon’s Offices, UHC, District/Upazila Livestock Offices, local administration, and multisectoral platforms such as PHEOCs, ensuring strong collaboration and local ownership.

  • Ensure technical oversight and quality assurance of field implementation by supervising district and upazila teams, monitoring adherence to national guidelines and EpiC standards, and initiating timely corrective actions based on supervision findings and performance reviews.

  • Oversee monitoring, reporting, and adaptive management, ensuring timely and accurate monthly and quarterly reports, effective use of Project Monitoring data framework, and data-driven decision-making to improve program performance.

  • Manage and strengthen project teams and operations by supervising district-level staff, facilitating regular coordination meetings, supporting capacity building and mentoring, and ensuring compliance with grant conditions, safeguarding standards, and operational procedures.

  • Responsible for regular reporting and documentation and communication as per organization and donor need.

  • Ensure the safety of team members from any harm, abuse, neglect, harassment and exploitation to achieve the programme's goals of safeguarding implementation. Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment.

  • Practice, promote and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action.

  • Follow the safeguarding reporting procedure in case any reportable incident takes place, and encourage others to do so.

  • Project targets and indicators achieved according to approved workplan.

  • Timely implementation of all project activities and deliverables.

  • Quality program reports submitted within donor timelines.

  • Strong stakeholder engagement mechanisms established.

  • Compliance requirements maintained with no major audit findings.

  • Project budget utilization within approved thresholds.

  • Functional safeguarding and accountability mechanisms implemented.

    • Working Time: Sunday to Thursday; 40 hours in a week; (08:30 am to 05:00 pm with half an hour lunch and prayer break)

    • Duration of the mandate: 12 months
