Job Responsibilities:
∎ The primary purpose of the position is to support the implementation of initiatives that contribute to attaining the desired results under USAID/Bangladesh’s Democracy, Human Rights, and Governance’s (DRG) Labor Rights and Private Sector Engagement portfolio. The Specialist will assist the portfolio’s Team Lead and Project Management Specialist in activity design, implementation, and monitoring. In addition, s/he will work with other FSN professional staff, Personal Service Contractors (PSCs), United States Direct Hire (USDH) staff, the DRG Office Director, and DRG Deputy Director in providing support for other tasks as needed. S/he will also occasionally represent the Mission's DRG team at meetings and events with other donors, international agencies, the private sector, and the Government of Bangladesh.
∎ The Project Management Specialist may be assigned to work exclusively on one or more DRG activities and his/her contribution to the DRG Office will include, but not necessarily be limited to, the following responsibilities:
∎ 1) Project Management Support: (40%)
∎ Provide all necessary administrative and technical expertise support to assist in project management. Some of these activities may include drafting, preparing, and processing project documentation related to program activities; assisting project design and planning (including responding to procurement requests); drafting letters, waivers, correspondence, briefing papers, memoranda, and other documents required for the DRG Office. Such documents may include internal memos, annual report narratives, letters to the government and NGO counterparts, site visit reports, technical papers, budgetary tables, statistical information, and matrices containing technical terminology and other numeric data. S/He will serve as an Alternate Contracting/Assistance Officer’s Representative (A/COR/AOR) and, or Activity Manager to selected projects, as appropriate.
∎ 2) Monitoring and Evaluation (M&E): (20%)
∎ Participate in site visits and monitor project progress on the ground. Identify and report on implementation problems or delays. Prepare written reports on site conditions and provide feedback and suggest changes and corrective measures to the CORs/AORs. Assist AORs/CORs to maintain USAID automated M&E database reporting system on Development Information Solution (DIS) and maintain project related paper and web-based records filing.
∎ 3) Private Sector Engagement (PSE): (15%)
∎ The Project Management Specialist will advise the DRG team on opportunities to engage with the private sector, follow guidelines related to USAID PSE activities, and provide updates on activities across USAID/Bangladesh’s portfolios.
∎ 4) Administrative Management: (15%)
∎ Create documents, budgets, and presentations using computer software, such as Microsoft Word, PowerPoint, and Excel. Track documentation through the Mission clearance process. Provide logistical and technical assistance during project related field trips and VIP visits.
∎ 5) Project Close-out: (10%)
∎ Ensure timely closeout of grants and contracts of Labor Rights and PSE activities as needed. Conduct analysis and prepares documentation to resolve audit findings and recommendations, contractor/grantee performance evaluation, final project status report, disposition of non-expendable property and memoranda recommending final close-out of grant/contract, audit or project etc., in consultation with the AORs/CORs, OAA and OFM.
Additional Requirements:
∎ Ability to learn quickly and work with a minimum of immediate supervision. Proficient in the use of personal computers, particularly Microsoft Word and Excel software. Must be able to obtain, organize and analyze data and to prepare accurate, precise and well-organized reports and statistical charts. Strong inter-personal skills are required. Must be able to develop and maintain working-level contacts with the Government, NGOs and other private sector agencies
