Educational Requirements:
∎ Bachelor of Science (BSc) in Public Health
∎ Bachelor’s Degree or local equivalent from an accredited institution is required in public health, infectious disease, epidemiology, ecology, veterinary medicine or a related field is required.

Job Responsibilities:
∎ USAID Representation and Coordination
∎ ? Support USAID’s Global Health Security activities.
∎ ? Develop and maintain relationships with relevant ministries (Ministry of Health and Family Welfare, Ministry of Fisheries and Livestock, Ministry of Environment, Forests and Climate Change and others as appropriate) in Bangladesh to ensure that assets can be coordinated and provided as support if needed.
∎ ? Establish and maintain a coordination network among GHS partners in the country. Such partners include: bilateral and multilateral donors, international organizations, national governments and their relevant ministries, private sector, international and local Non Governmental Organizations (NGOs), academia, etc.
∎ ? With stakeholder governments, support GHS programming in Bangladesh to address gaps in National GHS efforts and action plans.
∎ ? Participate in frequent and regular in-country interagency meetings/coordination discussions with CDC, DOD, the Department of State, and other USG agencies.
∎ ? Provide regular reports and recommendations to USAID/Bangladesh’s Office of Population, Health and Nutrition on GHS programmatic updates, policy changes, and research development.
∎ ? Support the integration of emerging disease and other activities that are advantageous to the advancement of GHS implementation in-country.
∎ ? During disease outbreak situations, support the Infectious Disease Team Lead, GHS team, and advance GHS implementing partners coordination efforts to best support the Government of Bangladesh's national response.
∎ Activity Coordination and Management

∎ ? Serve as an AOR/COR/Activity Manager for either bilaterally-funded or field-support activities.
∎ ? Support USAID GHS implementing partners in successful completion of work plan activities.
∎ ? Regularly engage with GHS implementing partners to ensure appropriate and timely implementation and monitoring of work plans by conducting regular meetings, site visits, reviewing quarterly and annual reports, and develop future work plans.
∎ ? Ensure effective GHS implementing partner coordination with the national government, USG Interagency partners and other stakeholders.
∎ ? Ensure that all activities are compliant with USAID regulations, reporting, and other requirements and are effectively and efficiently using USAID financial resources.
∎ Technical Input on Emerging Infectious Disease Surveillance and Response, and Policy Implementation

∎ ? Provide technical information to USAID/Bangladesh on infectious disease preparedness, prevention, detection, and response capacities in Bangladesh, including zoonotic diseases, One Health approaches, and the overall GHS context.
∎ ? Support efforts with USAID/Bangladesh’s Infectious Disease Team Lead and GHS team to engage in high-level advocacy and technical dialogue with various government ministries to ensure USAID equities.
∎ ? Support to the implementation of GHS efforts, including advocacy efforts to promote a One Health approach to addressing existing and emerging pandemic threats.
∎ ? When delegated, represent USAID/Bangladesh to high level USG diplomats and VIPs, Senior Government of Bangladesh Officials, and other external partners as appropriate on technical matters regarding emerging infectious diseases - this includes both speaking roles and written communication.
∎ ? Provide technical support/guidance to the Government of Bangladesh during the Joint External Evaluation in Bangladesh; the outcome of which will inform revisions for an effective and improved roadmap to achieving GHS targets.
∎ ? Keep abreast of new developments and emerging issues that affect USAID and GHS via literature reviews, conference/meeting attendance, as well as participation and facilitation at workshops, and relevant training events.
∎ ? Share relevant information and global recommendations with USAID and other USG interagency. This includes current information on outbreaks globally and within the region.
∎ C. SUPERVISORY RELATIONSHIP
∎ The GHS Specialist position, based in the U.S. Embassy in Dhaka, sits within the Office of Population, Health, and Nutrition of USAID/Bangladesh. Working under the direct supervision of the Infectious Disease Team Lead, the GHS Specialist is expected to work hand in hand with the GHS team and other members of USAID/Bangladesh spanning in the technical areas such as health systems strengthening, strategic information, monitoring and evaluation, and quality improvement. In carrying out work-related duties and responsibilities, the Specialist is expected to function effectively with minimal supervision. Completion of tasks and assignments are reviewed regularly through required written documents and oral progress reports.

Additional Requirements:
∎ Age 25 to 60 years
∎ At least five (5) years of public health and/or animal health and/or related experience in developing countries with at least two (2) years of experience working with international public health and/or animal health organizations required. Increasingly responsible experience in the design, implementation, monitoring and evaluation of global health security initiatives in developing countries is required. Experience in analyzing epidemiological data and translating data into practice is required.

Salary: Tk. 215466 - 388668 (Monthly)
