Job Context:
∎ The Project Management Specialist (Environment, Energy, and Enterprise) serves as a project manager and provides expert advice and services to support the USAID/Bangladesh Mission’s Office of Economic Growth (OEG) in planning, implementing, managing, and monitoring the Mission`s environment and energy portfolio, particularly with regards to the portfolio’s engagement with the private sector. As part of the Enterprise Team within the Environment, Energy, and Enterprise (E3) branch of OEG, s/he supports planning, developing, managing, monitoring, and reporting environment and energy activities and programs, consistent with the Mission’s priorities and development objectives (DOs). S/he also supports the EG Office in preparing a wide range of project design and implementation documents including budgets, concept papers, scope of works, performance and audit reports. S/he is expected to fulfill other project administrative requirements such as serving as Agreement/Contract Officer`s Representative (A/COR).
∎ The Environment, Energy, and Enterprise Specialist develops and maintains productive working relationships with key partners, including USAID Missions in the region, other USG agencies, national ministries, local governments, international development agencies, donors, non-government organizations (NGOs), and private sector firms. Particularly, s/he coordinates with the Enterprise team to promote outreach and strengthen environment and energy activities with relevant private sector stakeholders to increase program impact, enhance sustainability, and ensure compliance with USAID policies and procedures. S/he serves as a critical link between the Mission’s environment and energy programming and the U.S. and in-country private sector resources. Specifically, s/he coordinates the Mission’s efforts under the Indo-Pacific Strategy (IPS) and the Agency’s Private Sector Engagement (PSE) Policy.
∎ Though the position is designed to primarily work within the environmental sphere and energy sector, the incumbent will perform other similar and related duties as assigned by the supervisor furthering other objectives of the Enterprise Team in support of private sector engagement, trade and competitiveness, and business enabling environment. S/he will be expected to support the entire Environment, Energy and Enterprise (E3) Team under the OEG.
Job Responsibilities:
∎ Project and Activity Management 50%
∎ The incumbent is responsible for the management of projects and providing technical support and expertise that will advance the Mission’s development goals. This may include, but is not limited to:
∎ • Serve as an Activity Manager, Contracting Officer’s Representative (COR), or Agreement Officer’s Representative (AOR) for assigned OEG contracts, cooperative agreements, and grants, and fulfill all AOR/COR responsibilities as described in the delegation letter from the Agreement Officer or Contracting Officer including the responsibility for accuracy, completeness and timeliness of official AOR/COR files.
∎ • Assist the team in all stages of project and activity design and implementation- planning, designing, implementing, monitoring, reporting and closing, including by serving as alternate AOR/COR/Activity Manager for one or more activities.
∎ • Facilitate the development of work plans and monitoring, evaluation and learning plans by advising contractors and grantees on expected program performance indicators, targets, and results, and contributing to data collection and synthesis as well as ensuring that program implementation achieves planned results, and developmental impacts are well-documented and reported.
∎ • Guide and monitor activities to ensure compliance with the terms of their contracts and agreements as well as with established USAID guidelines, policies and procedures, including USAID’s environmental compliance requirements.
∎ • Review and respond to regular performance reports from implementing partners to ensure that activity implementation and performance are on track and able to increase outcomes and impacts as well as enhance sustainability.
∎ • Coordinate financial tracking and reporting including preparing accruals reports and supporting Quarterly Financial Reviews.
∎ • Contribute program updates to the EG weekly reports, as well as USAID and U.S. State Department briefing reports.
∎ Private Sector Engagement 20%
∎ The incumbent reports to the Private Sector Integration Team Lead, who heads the Enterprise Team, and works closely with environment and energy programmatic points of contact throughout the E3 team.
∎ • Facilitate and coordinate various efforts of the Mission under the IPS Asia-Enhancing Development and Growth through Energy (Asia EDGE), the IPS Natural Resources Safeguards and Security focus area, and the Agency’s Private Sector Engagement (PSE) Policy.
∎ • Provide technical input and suggest implementation options for ramping up private sector participation across the Mission’s environment and energy portfolio and ensure good linkages with other OEG activities.
∎ • Identify opportunities for establishing a strong linkage between the Mission’s environment and energy programming and the U.S. and in-country private sector resources.
∎ • Scan the landscape and identify potential collaboration opportunities with the USG for potential private sector players including but not limited to corporate social responsibility (CSR) opportunities, renewable energy companies, international oil companies (IOCs), equipment manufacturers, technology and service providers, investors, networks/associations, commercial banks and other non-bank financial institutions in Bangladesh.
∎ • Stay abreast of strategies, reports, analyses, publications, research, latest technologies, innovations, and developments in Bangladesh and globally relevant to involvement of the private sector in providing useful solutions, particularly related to addressing critical environment- and energy-sector issues to capitalize on public-private partnership opportunities for greater synergy.
∎ • Follow best or promising practices from other countries that may be applicable to Bangladesh or practices successful in Bangladesh that could benefit other countries; identify capacity building needs that can accelerate results.
∎ Technical Program and Support 20%
∎ The incumbent is responsible for supporting the OEG in the design and development of new projects and activities that will advance the Mission’s development goals. This may include, but is not limited to:
∎ • Meeting with key stakeholders to identify development issues in Bangladesh.
∎ • Assist the Private Sector Integration Team Lead, Energy Team Lead, and other environment team members in providing technical, programmatic and managerial leadership services to the EG office and the Senior Management Team.
∎ • Assist in conducting research, identifying trends, key issues and opportunities in the areas of biodiversity, natural resource management, renewable energy, energy efficiency, cross border electricity trade, electricity and gas infrastructure, energy policy and governance, as well as providing technical advice to address them.
∎ • Serve as a source of expertise for other mission staff and implementing partners on approaches for identifying, developing, implementing and integrating programs and activities that can advance USAID development goals. Participate in meetings, workshops, and conferences organized by various organizations, including the Government of Bangladesh, other donors and international development organizations.
∎ • Assist the Private Sector Integration Team Lead and Energy Team Leader, and other environment team members in ensuring development of various program cycle products in a timely and efficient manner, such as the Operating Plan (OP), the Congressional Budget Justification (CBJ), the Mission Resource Request (MRR), Performance Plan and Report (PPR), Indo-Pacific Strategy reporting and other ad-hoc requests and reports.
∎ • Participate in the preparation of new procurements, such as the preparation of scopes of work, program descriptions, illustrative budgets, waivers, and exceptions to competition as required.
∎ • Serve on Project and/or Activity Design Teams, Technical Evaluation Committees for procurements or new staff recruitment, as assigned.
∎ • With minimal supervision, coordinate with NGOs, donors, civil society, the Government of Bangladesh officials, trade and business leaders, academicians researchers, consultants and local innovators to track, monitor and communicate to the Mission on developments in the relevant sectors in understanding relevant policy/strategy concerns and potential implications for USAID strategies and program planning.
∎ • Collaborate and engage with the USAID Global Development Lab, the USAID Regional Development Mission for Asia and USAID Washington on initiatives and to identify additional areas of support.
∎ Communications and Reporting 10%
∎ In order to effectively communicate the development impacts, results, and achievements of the Mission the incumbent will support the OEG in communicating and reporting on mission projects and activities with both internal and external audiences. This will include, but is not limited to:
∎ ? Assist with the preparation of internal Mission and Washington-specific reporting requirements such as the Performance Plan and Report, Operational Plan, Portfolio Reviews, site visit reports, and requested analyses.
∎ ? In partnership with the USAID/Bangladesh Communications Team, work closely with program implementers to write, edit, and publish case studies, success stories and articles in various publications.
