• Essential Bachelor’s Degree in Finance, Accounting, Management, Business Administration or Relevant field.

• Essential : Working experience of at least two years in relevant and similar jobs

• Desirable working experience with MSF or other NGOs, in developing countries

• Work experienc with Accounting software. Preferable Unifield



Responsibilities & Context:

• Implementing circuits and workflows (management of cash boxes, transfers, advances, purchase procedures, payment validations, follow up of regular payments, bank reconciliations) in order to anticipate expenses at project level and to optimize cash needs and its security.

• Implementing and supervising transactional procedures and systems in order to ensure transparent accounting practices and full traceability (invoices, receipts, bank statements, etc.), according to MSF guidelines and rules, and using the respective software in place.

• Ensuring the timely execution and control of the monthly and yearly accountancy closure, with due quality.

• In close collaboration with the Project Coordinator’s and the Finance Coordinator, defining, analysing and following-up the project budgets, in order to ensure that funds are used according to funding contracts and proposing corrective action if needed.

• Ensuring financial reporting of the Projects (Field financial software)monthly closure, sitreps, external donors, etc.)

• In close collaboration with the FINCO, following up all service contracts in project site’s (premise and vehicle rental contracts, deposits, rent payments, etc.) Ensuring that MSF staff who have financial responsibilities are aware of and comply with local finance procedures, including those related to security

• Possibility for setup of emergency interventions, including support for implementation of solid finance management and administration.

• Assess the financial risks related to the accounting process, and make recommendations to manage and mitigate these risks on a periodic basis and as needed.

• Travelling and working in different projects set up by adapting quickly field finance department needs. (frequently in different project field locations if necessary )

• Project Finance Manager’s is required to have a good working relationship with all teams while promoting financial accountability across the mission.

• Coordinate and oversee monthly and yearly closures in cooperation with Finance Coordinator, ensuring that project level review and checks are performed before closing.

• Monitor bank and cash levels in the project’s to ensure sufficient liquidity in country taking into consideration both local compliance and MSF requirements.

• Support Coordinator and Project management team in the preparation of budgets and Budget Control Reports.

• Ensures that reliable internal control systems are in place, and financial ethics are respected within the projects.

• Assess the financial risks related to the accounting process, and make recommendations to manage and mitigate these risks on a periodic basis and as needed.

• Ensure project finance activities are carried out in line with OCA and mission finance policies & procedures, for example cash & safe management, advances management, authorizations (expenses and payments), payments (cash, bank & cheque), cash flow management, etc.

• Is responsible to assess and suggest mitigation measures of the financial risks of the projects

• Ensure proper and timely day-to-day bookkeeping takes place in the accounting software per MSF OCA Chart of accounts

• Ensure proper bookkeeping support documentation (hardcopy invoices/receipts, PO/PL/contract as applicable) is available for each bookkeeping entry

• Ensure that monthly bookkeeping closure takes place in line with the standard procedure, with due quality and on time.

• Organize good filing of bookkeeping and other relevant general administration files

• Support Project Coordinator’s and the Finance Coordinator with budgeting and monthly budget control activities, in order to ensure that funds are used in line with last approved budgets

• Produce monthly reports: medical expense files, contract and service agreements overviews, other financial reports

• Process payroll and perform reconciliation in the accounting system.

• Manage expat subaccounts including the distribution of monthly reports, end of mission-estimated reports.

• Provide support to other departments as it relates MSF policies and procedures, which includes organizing trainings and meetings to keep relevant staff informed and in compliance.

• Performs other related duties as required.

• Support in development and implementation of innovative and strategic process and control procedures in Finance of the entire program based on the HQ Finance Functional Strategy

• Identify gaps in knowledge with Finance staff in the entire program and perform or organize relevant training and information.



Job Other Benifits:

    Permanent Contract. Salary according to level Nine (9) of the internal MSF salary grid (BDT 119500). Salary is not negotiable. Income tax deduction from salary based on current income tax rule. 2 annual leave days per month worked. Medical insurance for employee and direct dependents based on Health Care Policy- Locally Recruited Staff.

    There is no provisions for relocation. 2 Festival Bonuses after completion of one year of uninterrupted continuous service.
