Responsibilities & Context:
∎ Project Name: Noakhali Flood Early Recovery Project
∎ Project working area: Noakhali Sadar upazila and Subarnachar Upazila
∎ Position Purpose:
∎ This position will be liable to Design and implementation of Shelter and WASH related infrastructure development/improvement/renovation work in a cost effective, flood resilient, environment friendly, gender and disable friendly and sustainable manner within the project working areas under the Noakhali Early Recovery Project. He/she will ensure quality of materials, workmanship and standards as applicable for implementing or improving the Shelter & WASH facilities according to the project requirements. Therefore, this is highly expected to ensure effective engagement of the respective local level stakeholders, implementing partners and community as well in planning. designing and monitoring in every stages of the project implementation. Also, he/she will be responsible to ensure appropriate standard & quality of infrastructures & construction billing procedures by maintaining all sorts of documentation and reporting appropriately and timely. Person will maintain and take continual technical guidance from the WVB National Office Engineering department as well as administrative guidance from the supervisor.
∎ Key Objectives of the Position:
∎ • Conduct feasibility study for the required Shelter & WASH infrastructures at selected unions of two Upazila under Noakhali District
∎ • Facilitate to conduct brief environmental assessment considering Do NO HARM for environment approach.
∎ • Prepare nature friendly and cost effective Design, Specification and BOQ proposal for necessary Shelter & WASH infrastructures as required by the Project (with having appropriate consultation with the respective local level stakeholders, local community and National office engineering department for technical feedback and finalize the approval process before implementation).
∎ • Ensure technical support for drawing, design,specification BoQ any Shelter & WASH related work through SCM-Engineering department.
∎ • Ensure workmanship and technical standards of all Shelter & WASH related infrastructures development /improvement through using standard, appropriate and visible monitoring tools.
∎ • Lead to prepare effective Work Schedule and monitor accordingly.
∎ • Maintain an effective budget monitoring tools related to WASH infrastructure development/improvement schemes.
∎ • Ensure support for processing construction bill payments to SCM with appropriate documentation.
∎ • Establish networking and linkage with different stakeholders.
∎ • Orient and Monitor partner’s Engineers and for quality control and timely achievement.
∎ The position is accountable for the following:
∎ This position is a contractual position of 08 months with posibilities of extension.
