Job Context:
∎ The position, Project Engineer (PE) will be responsible for timely implementation of all engineering construction/renovation works of shelter repair, access road, WASH and cash for work (CFW) maintaining standard operating procedures and confirm the process of site selection, estimation /BOQ and design and ensure that all environmental checklist and monitoring tools are well aligned at each site and genuine docs are in place. S/he will form option/system operation and maintenance committee for each community latrine and water options before start the physical work, as this committee will oversee and support Project Engineer (PE) to receive quality deliveries from the construction vendor as per procurement order and specification as mentioned in the approved design. PE would conduct training session for the water point and latrine management committee on its operation and maintenance in collaboration and partnership with the department of public health and engineering (DPHE) and in coordination with the Union Parishad (UP), department of PIO and LGED. Following the cash working group guideline, Project Engineer will implement the cash for work activities in the project area.
∎ Based at Koyra, this position will be responsible to oversee and implement the engineering and CFW activities as per DIP in four Upazilas, Koyra and Dacope of Khulna district and Shyamnagar and Kaligonj of Satkhira district with the technical guidance and supervision of National Engineer who will give 30% of his time to this project. Project Engineer will provide skills training to the field Engineering Facilitators @ 1 for each office to understand the designed activities and project expectation very clearly to support the implementation with greater impact and quality deliveries. Reporting to the Project Manager, PE will be engaged as a full-time employee being responsible to implement planned engineering and cash for works as well as building capacity of the option/system management committee through training software utilizing the field engineering facilitator in admirable quality through regular monitoring to work sites and providing technical guidance to the vendors engaged in implementation. The position holder will develop/customize different M&E tools/system/process and implement an efficient progress tracking and output delivery system in coordination with NO Engineer, project M&E Coordinator and Program & Project Officers.

Job Responsibilities:
∎ Implementation of engineering works and cash for work activities as per detail implementation plan
∎ Ensure donor and environmental compliance and quality deliveries of services
∎ Document pre, during and post status of the construction and renovation works and CFW as well
∎ Ensure community engagement and ownership of the implemented interventions in the community
∎ • Ensure genuine site selection, need-based plan, estimation, BoQ and design for donor approval of schemes
∎ Ensure program accountability through coordination, collaboration and engagement of multi-stakes in the planning and implementation stage for making the project recommendable.
∎ With the participation of community monitoring committee project established strong monitoring system at each construction/repair site for quality assurance
∎ Developed, used and preserved timely need-based engineering and cwf activity monitoring tools and checklists
∎ Process construction/renovation bills of quantity and invoices along with measurement books and other documentation for bill processing and disbursement
∎ Establish the networking and linkage with different stakeholders and actors.

Additional Requirements:
∎ Age at least 28 years
∎ Both males and females are allowed to apply
∎ Advanced knowledge on site selection, estimation, BoQ and designing and expertise in pre-work and post-work measures for cash for work and labor leading.
∎ Preferred knowledge on preparation of sub-project proposal and tendering process and documentation
∎ Practical knowledge to conduct IEE, identify conditions and mitigation measures for environmental compliance to USAID
∎ Previous knowledge and skills on community mobilization and forming site monitoring committee integrating gender, youth and inclusion for supporting quality service delivery from the construction vendor.
∎ Preferred knowledge and skills on troubleshooting and development of relevant tools and techniques to enhance quality and compliance
∎ Computer aided design software knowledge is preferable
∎ Coordination, networking and collaboration capacity with UPs, community groups, relevant GOB departments and I/NGOs working in the project area
∎ Arrange and facilitate training on latrine and water point operations and maintenance at union and sub-district level and arrange orientation session at school level
∎ Excellent oral and written communication skills in Bangla to reach less educated adult village people and English to foreigners.
∎ Ability to work in cross-cultural team and willing to work in adverse situation and under pressure
∎ Healthy, well fit and interested to travel remote villages of vulnerable coastal sub-districts, Shyamnagar & Kaligonj of Satkhira and Koyra & Dacope of Khulna districts.
∎ Expert in motorcycle driving and have valid driving license
∎ More than 5 years of relevant work experience in the similar area in International Organization.
∎ Problem solving and decision making and high skill on presentation
∎ Previously worked in USAID/BHA. RFSA and /or DFSA project in construction of community latrine, community water points, repair of cyclone shelters, access road, handwashing devices at communal points and implementation of cash for work would get preference.
∎ Able to create a working environment where team members have equal rights to listen, speak up and contribute to achieve a common goal of the project
∎ Must live in the project working area and ready to accept the challenges and cope with the changes.

Salary: Tk. 60000 - 70000 (Monthly)
