• University Diploma Level, preferably in the field of Social Sciences (Political Sciences, International Public Law, Anthropology, Economics, etc.).

• Essential: Experience in and exposure to working in a complicated political, security and humanitarian environment

• Essential: Experience in Networking, data collection, reporting and analysis.

• Desirable two years previous experience in similar jobs in the field of humanitarian aid with MSF or other NGOs for maintaining stakeholder relationship.

• Desirable: Team Management experience.

• High level of Fluency in written and spoken English Essential.

• High level of Spoken Bangla/Chittagonian is Essential.

Responsibilities & Context:

• Representing MSF externally together with the Project Coordinator (PC) or alone (when delegated) and negotiating on behalf of the project coordination in close cooperation with the PC and based on beforehand agreed messaging. Assisting in safeguarding and promoting MSF’s image externally.

•  Represent MSF as assigned by the PC in various platforms, including local UNO offices, health, protection and other clusters, etc. Share minutes with the PC with key issues, and providing clear suggestions as needed.

• Assisting in visits incl exploratory missions and assessments as needed. Participating in the development of security plans.

• Preparing and conducting context, cultural and security briefings on the project context to new employees (national and international) in order to facilitate their integration and within the project environment.

• Being contactable by phone and available to assist the Project Coordinator with important context, security and operational issues that may occur outside of regular working hours unless otherwise agreed with the PC (e.g., holidays).

• Performing assigned additional responsibilities or tasks as required by the Project Coordinator.

Liaising and external representation:

• Being the focal point for engagement with authorities (community or camp authorities) and law enforcement at the project level, upon delegation from PC

• Attending on a regular basis meeting in camps (CiC meetings, others) and host community and providing relevant feedback to operations and medical teams upon the discussions; maintaining meeting logbook, ensuring entries by OPS and MEDS are up to date

• Maintain liaison with CICs across all 33 camps and obtain the necessary approvals from different local authorities based on operational needs and planned activities.

• Contributing to maintaining the relationship with authorities in the camps and host communities and facilitating inter – OCs meetings and sensitization sessions with authorities.

• Providing support in the audit process within GOB authorities and bodies (FD6/PPTY);

• Upon PC request and external visitor’s SOPs, being the visitors' focal point in the medical facilities and offices and providing adequate support to operations and medical teams in case of judicial cases, verification of MSF activities by intelligence branches, especially for IMS staff;

Context analysis:

• Share news/information on the political and humanitarian situation in Bangladesh/border areas/ Cox Bazar district/other relevant areas to PC on a regular basis; contribute to monthly Ukhiya OPS context & security analysis;

• Provide ad hoc context analysis upon PC request for the needs of the operational department/project’s need;

• Provide staff briefings on the context, authorities, relevant actors during the onboarding process, and cultural, security, and camp movement briefing to all IMS.

• Contribute to needs assessment, and exploratory missions to open new activities within existing project/activities;

Risk analysis and security management:

• Assist in conducting risk assessments and the development/revision of project security and safety plans and other relevant security documents with PC supervision.

• Ensure a proper information network system for security related issues (e.g. Camp movement tracker) and immediate information sharing with PC;

• Provide support to security analysis by continual updates of incident/meeting logbooks (SIMON, monthly meeting logbook, security incident reports);

Operations support and internal coordination:

• Assisting in safeguarding and promoting MSF’s principles and values amongst all staff members;

• As member of the project management team, contributing to operational decision-making in the project;

• Actively participating in the Annual Planning cycle, MYR cycle as well attending relevant meetings for project’s updates (PMT, others).

• Providing effective and efficient support in PC’s organizational and operational role and in the day-to-day management and implementation of the project;, e.g. by ensuring the compilation of the monthly SitReps.

• Support the PC in organizing internal and external meetings and workshops;

• Regularly attending inter – OCs platform meetings and providing projects updates;

• Coordinating closely and constantly with other team members, incl from other OCA projects in order to ensure external meeting coverage, context analysis and mutual support and cooperation.

• Providing weekly updates to PC on the priorities and achievements;

• Support or lead facilitation of multi-department tasks within the project, as delegated by the PC. .Support other departments within the project, such as medical, HR, Finance, logistics, etc., based on needs or as delegated by the PC.

• Support or lead negotiations with external stakeholders as delegated by the PC..

• Coordinate briefings and field visits for new IMS staff.

• Update regularly security and camp stakeholder mapping.

Capacity building, trainings, institutional memory:

• Contribute to the development and implementation of training and awareness sessions for all staff on main security topics in cooperation with Logistics (LSSP, crowd control, emergency situations, crossfire);

• Ensure awareness, and compliance with Visitor SOP through regular trainings with medical and paramedical staff and continue the adaptation of the contents upon the needs;

• Working closely with logistic, advocacy and medical teams in order to develop additional training upon the requests;

• Contribute to institutional memory by maintaining operations SharePoint library;

• Provide contextual background for the decision-making process;

• Plan and implement successfully annual team events.



Job Other Benifits:

    One (1) Permanent contract position, One (1) Temporary contract Position. Job Location: “To be Decided” Salary according to level Eight (Level 8) of the internal MSF salary grid (BDT 108,000 Gross). Salary is not negotiable. Income tax deduction from salary based on current income tax rule. 2 annual leave days per month worked. Medical insurance for employee and direct dependents based on Health Care Policy- Locally Recruited Staff.

    There is no provisions for relocation. 2 Festival Bonuses after completion of one year of uninterrupted continuous service.
