Job Context:
∎ The organization is seeking application from interested candidates for the following position for its Community-Based Intervention for the Empowerment of Working Women supported by the International Labour Organization`s Women-in-Freedom-II project. The position is based in the Central Office, Dhaka and implemented under the districts of Gazipur, Narsindi, Kishoreganj, Habiganj and Chattogram.
∎ The Project Coordinator will be responsible for overall works of the project, I.e. project implementation, managing project fund and administrative aspects of project staff at head office and operations level.
Job Responsibilities:
∎ Ensure effective implementation of the project through: the provision of inputs, the delivery of outputs, and the planning and monitoring of activities.
∎ Responsible for the effective management of funds allocated to set activities within the project time line.
∎ Efficiently manage the human resources of the project, including recruitment and performance management for the project team at head office and operations level.
∎ Oversee the development and approval process of work plan, monitor the performance of staffs and ensure timely implementation as per planned activities.
∎ Identify problems, propose solutions and action and follow-up with relevant units at central office, centre managers, focal person in ILO, government offices, constituents and other organizations to expedite implementation and meet targets.
∎ Maintain close cooperation and coordination with government agencies, employers and workers organizations and trade unions in the planning and implementation of activities under the project.
∎ Establish and develop knowledge management system covering technical activities under the project including other economic and social issues relevant to the project.
∎ Represent the project in various fora, under the guidance of ILO focal person and the Executive Director/Deputy Directors.
∎ Periodically report, monitor and facilitate the evaluation of all components of the project according to the project document & work plan. Prepare required technical progress reports, ad hoc reports on the status of project planning & implementation for submission to the ILO and concern government offices.
∎ Ensure high-level communications to increase project visibility at the national and local levels.
∎ Perform other related duties along with advocacy and policy changes and as assigned by supervisor.
Additional Requirements:
∎ Seven to ten years in social development field, among at least three years of relevant professional experience, preferably in relation with labour migration issues including experience working with officials of ministries of labour, BMET, TTC, TVET, social partners and recruiters, trade unions and associations. Record of familiarity with ILO policies and procedures, including development cooperation procedures. Experience managing DFID, EU financed projects and implementing ILO projects would be an advantage.
∎ Languages:
∎ Strong written and verbal communication skills in English, including the ability to write accurate reports and to build networks to obtain cooperation with stakeholders.
∎ Proven ability to take ownership of all responsibilities, to act with integrity & transparency by maintaining social, ethical & organisational norms, to meet commitments within the time, cost and quality standards.
∎ Ability to develop clear strategic goals consistent with the project/programs objectives, and to design and synthesise strategies for program development.
∎ Ability to advocate and provide policy advice.
∎ Excellent leadership skills, ability to work effectively in a team and excellent interpersonal skills.
∎ Ability to promote a knowledge of sharing and learning culture in the office, and to focus and guide others to meet objectives at individual and group level.
∎ Ability to plan and support the development of individual's skills and abilities for a more effective fulfilment of job/role responsibilities.
∎ Excellent understanding & capacity to define Theory of Change (ToC) & Logical Framework Analysis (LFA).
∎ Ability to maintain effectiveness when experiencing major changes in work tasks or environment, and to adjust effectively to work within new work structures, processes, requirements or cultures.
∎ Fair understanding about gender, human rights, diversity, PVE & contemporary development issues.
∎ Ability to work in high risk contexts and experience in working in high security risks environment.
∎ Having good command and skills in computer and internet using is a mandatory requirement for the position. All applicants are required to be gender sensitive and respectful to the principles of non-discrimination, diversity and secularism.
Salary: Tk. 65000 - 70000 (Monthly)
