Job Context:
∎ JOB PURPOSE: Under the supervision of National Malaria Elimination, CDC, DGHS, the Programme Operations Advisor will work to ensure effective support to the coordination, planning, funding and oversee of the Programme and also strengthen government ownership.
∎ SAFEGUARDING RESPONSIBILITIES:
∎ Ensure the safety of team members from any harm, abuse, neglect, harassment and exploitation to achieve the programme`s goals on safeguarding implementation;
∎ Practice, promote and endorse the issues of safeguarding policy among team members;
∎ Follow the safeguarding reporting procedure in case any reportable incident takes place, encourage others to do so.

Job Responsibilities:
∎ Monitor and follow-up programme activities, regular update to management and help to identify the gap to achieve the target in time
∎ Provide technical direction and management of the program to enhance the current level of performance
∎ Work closely with the policy and strategy partners (e.g., donors, NTWC, ministry, international community of CDC, WHO, etc.)
∎ Provide technical support for grants budgeting and proposal development
∎ Ensure preparation and submission of periodic updates on programme implementation progress
∎ Prepare report, presentation and response to donors' requirements and different ministerial authority as and when required
∎ Assist to enhance the quality of monitoring and evaluation system of the program and coordinate joint monitoring mission and/or any external audits by the donors/ local funding agents
∎ Understand the organisation's database strategy, technical requirements and deliverables to establish a usable and understandable information communication system
∎ Maintain and monitor central MIS system and provide feedback to the field
∎ Disseminate the central policy information to programme implementation unit and coordinate in between them
∎ Formulate an effective behavioural change communication (BCC) to engage the local community for awareness
∎ Participate in national and international seminar, conference, workshop to get updated and play a role on country specific policy and strategy formulation
∎ Advice and guide the programme to improve documentation and communication
∎ Give technical support for workshop, advocacy and training and all dissemination programme
∎ Undertake any other activities as assigned by the programme management

Additional Requirements:
∎ Have an understanding of BRAC values, vision, mission and procedure
∎ Knowledge on programme goal and strategy and implementation
∎ Knowledge on programme evaluation, capacity building and community mobilisation
∎ Have strong written and oral communication skills both in English and Bengali
∎ Computer proficiency on MS Word, Excel, Power Point
∎ Excellent coordination, communication and negotiation skills
∎ Comprehensive experience in proposal writing, data management and teamwork
∎ Excellent analytical and demonstrated ability on report writing
∎ Capacity to work independently in the field with minimum guideline
∎ Maintain a high morale with integrity and honesty
∎ Strong interpersonal and people management skills
∎ Have skills on conflict management, problem solving and decision-making ability
∎ Planning and prioritising (resource allocation and critical thinking)
∎ Minimum 8 years of working experience with MOHFW, NGOs, UN agency or international development organisation including 5 years' experience in the field of health/ planning and governance project or programme and having 3 years of managerial experience is preferable.
