Job Responsibilities:
∎ Programme Development and Management-30%
∎ Provide overall leadership to the Humanitarian and resilience (H&R) programs by developing a strong program profile/Portfolio through innovations and learning.
∎ Manage the H&R team for the development of quality programs in the area of CCA/Resilience/WASH/ Humanitarian Response and ensure the activities are implemented as per the agreed action plan.
∎ Ensure humanitarian Principles, code of conduct & standards in aspects of program implantation.
∎ Develop short-term and long-term action plans for the department and ensure its smooth implementation
∎ Develop high-quality proposals on CCA/Resilience/WASH/ Humanitarian Response issues and submit them to the donor for funding
∎ Identify funding (institutional and non-institutional) opportunities and cultivate a relationship with the donors both in-country and outside
∎ Provide technical support to the program team in the area of CCA/Resilience/WASH/ Humanitarian Response, and other related areas.
∎ Overseas and manage the development, research, and learning agenda and CCA/Resilience/WASH/ Humanitarian Response programming approaches, to ensure that IRB’s H&R work reflects our best understanding of how to address identified problems in multiple contexts and countries
∎ Work closely will the IR Worldwide team at HQ and ensure that policies /guidelines related to the CCA/Resilience/WASH/ Humanitarian Response program are implemented effectively.
∎ Ensure timely reports are collected from the field and submitted to the donor through online systems.
∎ Ensure donor queries are addressed promptly
∎ Responsible for Managing Program budgets- & ensuring sound financial monitoring/Compliance and accountability of the project.
∎ Networking and External Communications-20%
∎ To represent IRB in various national & international forums and Promote IRB program portfolio through active engagement in various discussions pertaining to policy & practices.
∎ To build, nurture & strengthen strategic partnerships with various national & international humanitarian organizations including donor, government departments & other stakeholders.
∎ Establishing and maintaining contact with a wide range of organizations/ stakeholders for value addition to program/ project implementation.
∎ Participate in and support national and regional campaign & advocacy working groups as and when required.
∎ Proactively identify advocacy opportunities, case studies, and research opportunities that link with wider organizational strategic objectives.
∎ Collaborate closely with IRB’s Head of Program and External Relation and Communication Unit, to drive key advocacy messages related to humanitarian & resilience in Bangladesh.
∎ Take part in shaping CCA/Resilience/WASH/ Humanitarian Response and media priorities in line with thematic priorities.
∎ Programme Monitoring, evaluation, and learning-10%
∎ Conduct internal impact evaluations of the projects and draw adequate recommendations in coordination with the Head of Programmes.
∎ Design and conduct Good Practices and Lessons Learned workshops involving wider stakeholders.
∎ Building on existing learning and good practice to develop and implement a sound monitoring and evaluation system of the project jointly with the internal MEAL team
∎ Lead the Program team to develop and use innovative approaches to monitor the performance of the CCA/Resilience/WASH/ER projects/programs in the country.
∎ Ensure that projects are monitored regularly, to ensure field teams are adequately supported. Monitoring and evaluation results are understood and used to improve programs.
∎ Strategic Planning-10%
∎ To develop a long-term program strategy for IRB that resonates with current humanitarian discourse & addresses challenges in line with IRW's global strategy.
∎ Lead program teams in the development of CCA/Resilience/WASH/ER in Bangladesh including annual and other regular Reviews and Business Plan
∎ Capacity Building and Technical Support-5%
∎ Develop technical guidance, position papers, and resource materials on CR programming and policy.
∎ Roll out the Global IRB-associated policies across the organization by conducting training sessions
∎ Provide technical support to different program departments on CCA/Resilience/WASH/ Humanitarian Response issues.
∎ Knowledge Management-10%
∎ Supported by the MEAL team, collect and disseminate IRB’s program experience and learning in H&R.
∎ In close collaboration with the Head of the Program, ensure a strong linkage between knowledge management and the learning and evidence agenda.
∎ Staff Management & Development-10%
∎ Provide leadership and direction to the Humanitarian & Resilience Programmes through proactive engagement, communication, and direction
∎ Develop strategic objectives and work plans for the unit through the active participation of the team members.
∎ Ensuring that each member of the team fully understands the outcomes that are expected of them and they are aware of the success criteria that pertain to their work.
∎ Ensuring that work is planned and organized in a way that will meet the needs of staff at the Islamic Relief Country Office and in project areas in the most cost-effective manner possible.
∎ Ensuring that team members are given appropriate workloads and are working efficiently.
∎ Supporting team members to enable them to give their best e.g. by encouraging and Praising good performance, Coaching, assisting staff to prevent or resolve problems, and providing resources, tools, and equipment.
∎ Monitoring and reviewing performance and, in particular, holding staff accountable for meeting the success criteria and delivering any improvement goals that have been identified; giving corrective feedback where required, and taking decisive action in the case of poor performance.
∎ Ensuring that staff is adequately trained and developed for their roles e.g. by analyzing staff training needs, organizing the delivery of training or coaching, and coordinating the sharing of experience.
∎ Others-5%

Additional Requirements:
∎ Age at most 55 years
∎ Essential:
∎ A minimum of 5 years of relevant work experience at a similar level in CCA/Resilience/WASH/ Humanitarian Response.
∎ At least 15 years (s) of experience in a relevant field/sector.
∎ Knowledge of strategic planning processes and theories of CCA/Resilience/WASH/ Humanitarian Response programming
∎ Capacity-building experience including training and skills development.
∎ Ability to work independently, function effectively as a member of a regional team, and adhere to strict deadlines
∎ Strong interpersonal skills, including written, verbal, and presentation skills
∎ Proven ability to develop project proposals and concepts
∎ Excellent networking and partnership-building skills
∎ Desirable:
∎ An in-depth understanding of international and Bangladesh’s humanitarian context.
∎ High level of numeracy and understanding of financial controls and procedures
∎ Understanding of integrated development issues and critical analysis of Humanitarian and resilience
∎ Research, analytical, and problem-solving skills
∎ Good communication, facilitation, and report-writing skills
∎ Strong team-building and motivational skills
∎ Strong negotiating, strategic thinking, and influencing skills
∎ Knowledge of development issues, trends, challenges and opportunities, and implications to community development
∎ Fluency in English
