Educational Requirements:
∎ Masters in any discipline from any recognised university/ institution with minimum second class/ division or equivalent GPA/ CGPA in all academic examinations.

∎ At least 10 year(s)

Job Responsibilities:
∎ Deal the policy actors of different government departments, city corporations, bi-lateral and multi laterals donors, international organisations
∎ Provide programmatic and technical inputs to develop urban strategies, policies and implementation plan
∎ Identify new areas for strategic as well as programmatic intervention, develop intervention designs for new initiatives and pilots, and oversee preparation of technical and financial proposals
∎ Generate grants and resources for Urban Development Programme (UDP) work; from grant writing to donor relationship; managing relationships with donors and potential donors
∎ Lead high-quality project design with innovative approaches that incorporate project management standards and MEAL methods, appropriate to the scope, context, and technical requirements of large and complex projects and ensure achievement of the organisation's strategic and programmatic objectives set for UDP
∎ Ensure timely response to identified call for proposals/ RFPs/ EOIs from different donors and lead the process of development of technical and financial proposals, project concept notes, etc.
∎ Develop knowledge management system to capture and document lessons learned, good practices and innovations in urban development initiatives by the organisation, and facilitate processes for research and evaluation. Strategic guidance to develop the real time monitoring for programme quality assurance.
∎ Oversee UDP's information and communications related activities and ensure timely submission of donor reports, development and production of different information, review national and international best practices, innovations and successful interventions in areas relevant to UDP's strategic priorities and take initiatives to incorporate these in the designs of existing and new interventions.
∎ Develop strategic partnership with different government authority, city corporations; UN Organisations, international urban forum; professional organisations like BIP, IAB, MAB etc
∎ Prepare financial plan and human resource plan for the programme. Oversight of budget and other resources
∎ Coach and mentor programme staff to improve their programmatic and analytical skills including project planning, management, communication and monitoring
∎ Provide strategic guidance to the field operations unit on urban planning and governance related issues
∎ Strategic guidance to National and City level advocacy needs for pro-poor urban development and management with particular focus on implementation of new urban agenda and achieving SDG targets in line with BRAC programmatic priorities
∎ Strategic support for economic inclusion, legal support and health system strengthening of the RMG workers among selected factories
∎ Support for ensuring gender mainstreaming processes among the UDP towards achieving BRAC's gender equality goal; and contribute/ support to capturing BRAC-wide gender equality and knowledge and play an active role to accelerate the gender skills in respective programme

Additional Requirements:
∎ Minimum 10 years of working experience with NGOs, UN agency or international development organisation including 5 years' experience in the field of urban poverty reduction/ livelihoods/ planning and governance project or programme and having 5 years of managerial experience is mandatory
∎ Additional Requirements:
∎ Commitment to an understanding of BRAC core values and principles
∎ Strong understanding of current national and global development trends related to urban poverty and urban development, women empowerment, community organising and social mobilisation, rights-based approach, gender, good governance, access to information, SDGs
∎ Effective programme and people management skills with strong competencies in team work and partnership
∎ Strong interpersonal and leadership skills
∎ Excellent strategic, analytical, systems thinking, and problem-solving skills, with capacity to see the big picture and ability to make sound decisions under pressure
