Job Responsibilities:
∎ Program and Business Development for IRB-80%
∎ Ensure program quality including the full program cycle, strengthening systems for proposal development and learning as well as the writing, fine-tuning and submission of high-value, strategic, and/or complex proposals from a range of donors, including the development of log frames.
∎ Set and track proposal development timelines and ensure coordination amongst relevant Units –Programme Management, MEAL, Finance, Human Resource Management & Development, and external stakeholders (if relevant).
∎ All expressions of interest, concept notes, and proposals are reviewed for quality assurance, are approved according to internal IR processes, and are submitted to donors in the required format and on time
∎ Project design workshops and consultation meetings with internal and external stakeholders.
∎ Identification of partners in coordination with the Program Manager, including supporting partner assessments and drafting teaming agreements.
∎ Address the Programme Quality Framework in all new proposals and those key elements of program quality are included (e.g., safeguarding, Inclusion of lessons learned from past proposals, accountability, risk assessments, effective partnership strategy, etc.).
∎ Review and synthesize key donor priorities to identify areas for IRB’s further growth & also review solicitations, determine technical strategies and approaches, develop outlines, and write and edit proposals. And if require Coordination of the preparation of funding applications with donors such as ECHO, EC, DFID, Forum Syd, UN, etc. &, etc. & Another Internal Donor;
∎ Cultivating long-term strategic partnerships with private sector stakeholders and peer development agencies.
∎ Development of fact sheets on program quality initiatives and best practices.
∎ Promote a culture of shared learning across all program locations and with colleagues in the region including organizing quarterly project review meetings and grants opening and closing meetings.
∎ Develop & Maintain a knowledge management system to capture lessons learned and disseminate these within Concern in Burundi and wider.
∎ Integrate an inclusion perspective, with help of the SFP, into IRB's routine activities and the organization's program portfolio, and provide expert advice on this.
∎ Represent IRB in national/International and where the appropriate technical working group, cluster meetings program, and other various forums.
∎ Assessment of existing partner capacities and systems to manage and implement institutionally funded programs and, jointly develop program and project funding proposals;
∎ Contribute to investing in partners’ capacities, by jointly identifying funding needs, developing plans to strengthen capacities, e.g. proposal writing, program development, monitoring & evaluation, etc., or identifying sources of support. This can be through identifying who is best placed to offer such support or by the direct provision of specific capacity strengthening initiatives;
∎ Work with partners to regularly assess the quality of the relationship, ensuring that effective communication channels are in place and that funding-related issues are timely addressed
∎ Capacity building initiatives for project participants, key stakeholders, and project staff at the program level-10%
∎ Prepare Capacity building plan and facilitate training for project staff & Volunteers.
∎ Support to organizing orientation for the newly recruited project staff.
∎ Organize workshops/ training for project participants on advocacy
∎ Participate in and facilitate weekly and monthly project-related awareness raising and feedback sessions.
∎ Other Requirement-10%
∎ Willing and able to travel frequently for extended periods and to remote areas of the projects.
∎ Ensure the safety of team members from any harm, abuse, neglect, harassment, exploitation, Fraud, Bribery & Money Laundering to achieve the program’s goals of safeguarding implementation and as well as Act as a key source of support, guidance, and expertise on the safeguarding of harm, abuse, neglect, harassment, and exploitation, Fraud, Bribery & Money Laundering for establishing a safe working environment
∎ Participate in seasonal (Ramadan & Qurbani) & emergency response programs if required.
∎ Being a member of Islamic Relief as a child-friendly organization, it is the core responsibility and obligation of each staff member to understand and obey IR Child Protection & PSEA Policy and respond accordingly as and when required.
∎ Perform any other duties assigned by the line manager.
Additional Requirements:
∎ A proven academic track record is essential to being a part of this unit.
∎ Extensive professional work experience related to proposal writing.
∎ Experience in technical proposal writing for Institutional donors like DFID. EC, ECHO, Forum Syd, or any other and for Internal Donor like IR Canada/Belgium/Germany/UK/USA/Mauritius, etc.
∎ Professional experience in humanitarian & Resilience, Child Rights & Economic Empowerment & Governance program design as well as having sound knowledge on CHS.
∎ Prior experience in a non-governmental organization (NGO)
∎ Proven ability to create compelling text while maintaining technical accuracy and adhering to donor requirements
∎ Excellent written communication skills with the ability to synthesize information for proposal documents
∎ Ability to work based on deadlines and write effectively for the appropriate audience.
∎ Working knowledge of Microsoft Word/ Excel/PowerPoint/ Basic Internet/ etc.
∎ Excellent Reading/Writing/Speaking/Listening skills for English & Bengali
