∎ Position Summary:
∎ Program Director will have overall responsibility for the management, strategic planning, implementation, financial management, and reporting on Tdh`s projects in Ukhiya Cox`s Bazar in Bangladesh. The program`s objective is to reduce the risk of conflict and increase social cohesion by increasing women and youth participation in leadership in their community, enhancing self-care and family stability by working with early married girls and their families and by enable vulnerable and marginalized community members to access agricultural value chains through engagement with the private sector and government authorities.
∎ This position will oversee a consortium of partners, one is tasked with the direct implementation of activities while the other is tasked with technical support in the field of agricultural and private sector engagement as well as having a group of national volunteers to support the project interventions.

Job Responsibilities:
∎ Ensure rapid roll-out and supervision of activities. This includes leadership, direction and guidance to subgrantees and consultants.
∎ Oversee hiring, management and development of staff to ensure a diverse, skilled and productive workforce and promote an organizational culture where the values of Tdh/the consortium is practiced.
∎ lead the steering committee and oversees the day-to-day project implementation and is responsible for the effective use and deployment of staff and financial resources to achieve project targets.
∎ Responsible for developing and maintaining productive relationships with USAID, Government agencies, and other organizations and programs operating in Bangladesh.
∎ Effectively work with other consortium members to assure a coordinated and timely execution of workplans.
∎ Oversee planning, quality assurance and supervision of program monitoring, evaluating, and reporting.
∎ Provide oversight of delivery, management, and monitoring of subgrants.
∎ Provides oversight of financial management and procurement.
∎ Coordinate with appropriate stakeholders in all aspects of project planning, monitoring, and implementation.
∎ Ensure compliance with and implementation of all donor-related, Tdh, and project specific policies.
∎ Negotiate annual budgets and revisions to the scope of work as required.
∎ Liaise and consult with donor, acting as the main representative and principal interlocutor.
∎ Manage partnerships with international organizations, consultants, local authorities and ministries, and civil society organizations.
∎ Fulfill all Donor and Tdh reporting requirements.
∎ Supervise and provide support to local and international consultants and staff hired to assist and work on the program.
∎ Establish, improve, and maintain accurate administrative, financial, and subgrantee monitoring systems in collaboration with the Finance Manager
∎ Supervise the implementation of project technical activities by consortium members, ensuring that all activities are adequately implemented in a timely fashion and that they adequately address youth skill development and social cohesion needs.
∎ Provide technical leadership across capacity building of partners and technical lead on advocacy/accountability and research.
∎ Monitor project training and on-site capacity building activities, ensuring the development of local institutional and personal capacities fostering country ownership and sustainability of interventions.
∎ Serve as a liaison with Tdh's Cox's Bazar and Country office to ensure that logistics, contracts, letters of agreement, and any approvals are adequately in place in support of program activities. Also, ensure adherence to Tdh office management, procurement and accounting procedures.
∎ Conduct budget monitoring and cost control based on sound financial and accounting principles, Tdh Standard Operating Procedures, and project requirements.
∎ Develop systems, system and procedures for capacity building of local partners to understand donor's rules and regulations to prepare them to apply for and manage direct awards.
∎ Ensure technical, financial, contractual and political integrity are maintained to safeguard Tdh reputation in Bangladesh.
∎ Ensure effective collaboration, coordination and internal partnerships with other Tdh projects, and departments to build synergies across programs for maximum impact.
∎ Serve as liaison to external agencies, donor organizations, stakeholders, private sector actors, etc. as requested by Country Management Team.
∎ Other duties as assigned.

Additional Requirements:
∎ Successful candidates will have strong management skills, significant project management experience and leadership experience. Experience managing and building the capacity of local implementing partners is highly desired.
∎ At least 10 years of professional experience in managing and leading civil society programs of this size and scope (in terms of amounts and number of people managed) preferably under USAID programs, EU or UN programs.
∎ Demonstrated experience or proved skills to manage and deal with various stakeholders incl. government.
∎ Demonstrated capability to lead/supervise a diverse team on projects of similar scale (financially, culturally, staff size and activities). Strong technical expertise in advocacy/accountability/research/media campaign and program development.
∎ Experience supervising and mentoring direct reports.
∎ Strong coordination, project planning, and communication skills.
∎ Demonstrated excellent English language writing and oral presentation skills
∎ Demonstrated problem-solving and consensus-building skills and ability to promote coordination among diverse interests and institutions.
∎ Demonstrated effective interpersonal skills, problem solving, conflict and ethical management skills.
∎ Good understanding of procurement processes, procedures and grants management.
∎ Preferred:
∎ Experience working on similarly complex programs which seek to build the capacity of local actors in multiple technical areas and management capacity required.
∎ Demonstrated experience with similarly complex projects in South Asian countries, Bangladesh experience highly prioritized, involving coordination with multiple programs, and partner institutions.
∎ Experience with the current up-to-date ideas about effective social cohesion and Do No Harm practices and applications in programs managed or influenced.
∎ Prior experience in directly managing complex projects with multiple civil society organization partners.
∎ Others:
