Job Responsibilities:
∎ Ensure quality and effective engagement with the government and all other relevant partners for the implementation of the programme (30%)
∎ Work closely with the Refugee Relief and Repatriation Commission (RRRC), Cox’s Bazar Deputy Commissioner (DC), Deputy Commissioner and, Assistant Commissioner for NGO Affairs, Camp-in-Charge (CiC), National Law Enforcement agencies and UN agencies and other NGOs
∎ In coordination with the External Relation and Communication department of the IRB country office in Dhaka ensure the submission of Foreign Donation (FD) project applications, interim and final reports, and audit reports to the NGO Affairs Bureau (NGOAB) are conducted in a timely and accurate manner.
∎ Conduct regular meetings with local authorities at the RRRC, Cox’s Bazar Deputy Commissioner (DC), Assistant Commissioner for NGO Affairs, Camp-in-Charge (CiC), National Law Enforcement agencies, and others to support effective inter-organizational communication.
∎ Contribute to filing and maintaining organized records of all communications with government authorities, including but not limited to: programme inquiries and authorization requests, mission requests, validations, reports, staff vetting, and meeting requests.
∎ Facilitate and provide support to external visits to project sites.
∎ Ensure programme and IRCO are regularly updated on policy developments impacting INGO operations in the country including regulations relative to programme implementation, and administrative rules and regulations
∎ Archiving knowledge, learning, and documents for future references. Teamwork, interpersonal communication, and regular field visit to observe ongoing programme activities and provide feedback to the corresponding programme personnel.
∎ Carry out additional duties to support the programme activities for smooth operation, e.g., participation in workshops and meetings, working with the team.
∎ Ensures comprehensive and effective communication, coordination, and advocacy with different stakeholders (35%)
∎ Supporting specific research and content development analysis, tracking policy developments relevant to the humanitarian crisis response Sector specially FDMN context.
∎ Support the design of advocacy strategies and FDMN engagement plans in collaboration with the programme team.
∎ Develop communications and advocacy tools showcasing the IRB’s contributions. Arranging workshops, seminars, and dialogue with the stakeholders and work for enhancing the capacity of HCRP staff to play effective advocacy roles at the local level.
∎ Establish a monitoring framework to determine the use and impact of actions under the Research and Advocacy Unit.
∎ Oversee the conduct of situational analyses and strategic reviews that will inform HCRP and IRCO management for initiating needed engagement and opportunities.
∎ Engage with NGOs, INGOs, UN agencies, and sectors to build and promote strategic corporations to leverage advocacy opportunities with government leadership, Ministries, other stakeholders.
∎ Coordinate with other networks to generate information, and facilitate the engagement and recommendations for future collaboration.
∎ Support programme in policy research and disseminating information to the stakeholders,
∎ Participate actively in program planning process and budgeting of the program quality and programme development unit;
∎ The support project team in developing the Quarterly, six-monthly, and annual organizational reports.
∎ The support project team in dealing with any other tasks as may be required;
∎ Programme Development, and Reporting for IRB (20%)
∎ Assist Programme Manager and Programme Development team in preparing project documents and interim and final narrative report as per proposal and project need.
∎ Review all proposals and program budgets, when necessary, provide inputs to the development of new proposals by incorporating advocacy issues as required.
∎ Review progress reports, project completion reports, etc. for different projects and components of IRB as per the reporting schedules and templates and provide support in ensuring timely reporting to donors
∎ To ensure organizational visibility in different stages.
∎ Support Project Managers and Project Officers to ensure quality implementation and appropriate M&E systems, provide mentorship where needed to improve the effectiveness of these systems, and work to ensure outputs and impact data are captured and used to optimize program quality, developing assessment tools, and technical evaluations.
∎ In collaboration with Senior Managers ensure smooth management and integration with issues related to FDMN.
∎ Find opportunities for new programming, design, and develop concept notes and proposals (based on program evidence) to grow the advocacy work.
∎ Take initiatives to capture and document programme outcomes, lessons learned, and good practices through study/ research/ field visits and disseminate the findings internally and externally.
∎ Provide inputs/ analysis into assessments and reporting for program development in Rohingya crises.
∎ Capacity building initiatives for project participants, key stakeholders, and project staff at the program level (10%)
∎ Prepare Capacity building plan and facilitate training for project staff & Volunteers.
∎ Support to organize orientation for the newly recruited project staff.
∎ Organize workshops/ training for project participants on advocacy
∎ Participate and facilitate weekly and monthly project-related awareness raising and feedback sessions at FDMN & host community level.
∎ Other Requirements (5%)
∎ Participate & involved with seasonal programs (Ramadan, Qurbani, Winterization, etc.) activities.
∎ Take initiatives to ensure the security of project staff and participants during the intervention.
∎ Willing and able to travel frequently for extended periods and to remote areas of the projects.
∎ Ensure the safety of team members from any harm, abuse, neglect, harassment, and exploitation to achieve the program’s goals on safeguarding implementation and as well as Act as a key source of support, guidance, and expertise on safeguarding for establishing a safe working environment.
∎ Being a member of Islamic Relief as a child-friendly organization, it is the core responsibility and obligation of each staff member to understand and obey IR Child Protection & PSEA Policy and respond accordingly as and when required.
∎ Perform any other duties assigned by Supervisor.

Additional Requirements:
∎ Experience in working with Dealing partner organizations & departments of government, Program & Business Development, Humanitarian Crisis Responses, Preparing advocacy strategies, campaigns, and statements.
∎ Must have expertise in Local language (Rohingya & Chittagong)
∎ Working knowledge of Microsoft Word/ Excel/PowerPoint/Adobe Photoshop/ Basic Internet/ etc.
