Job Context:
∎ Background: USAID funded Higher Secondary Education Activity (HSEA), implemented by the Chemonics International Inc, will support the Ministry of Education`s DSHE, its higher secondary teacher training institutes, and the National Academy for Educational Management (NAEM) to improve the quality of HSE teaching. The project`s objectives are 1) Teachers` instructional and management skills enhanced 2) Leadership and supervision capacity of principals and education officers strengthened 3) Coordinated and harmonized training for teachers/principals/education officers introduced in HSE.
∎ Period of Performance: This is a long-term position for one year, with possibility of extension.
∎ Supervision and Reporting: Reports to the Finance/Operations Director.
∎ Location of Assignment: The Operations Officer will be based in Dhaka, Bangladesh, with periodic travel required throughout the country based on project needs.

Job Responsibilities:
∎ Under direct supervision of Finance/Operations Director, Operations Officer will be responsible following tasks include but are not limited to:
∎ Ensuring efficient and smooth day-to-day office operation.
∎ Developing and maintaining the project filing system.
∎ Monitoring and reviewing monthly mobile and internet usage of the project, and payment processing
∎ Monitoring office supplies and maintaining a reordering level of its stock to prevent reaching a zero stock level before reordering.
∎ Assisting Human Resources Officer as needed basis with administrative tasks in processing of timesheets, managing leave records, maintaining employee personnel records, and updating personnel files.
∎ Assisting in developing requests for proposals (RFPs), requests for quotations (RFQs), collect and respond to questions from offerors, conducting market research and record all details of submissions.
∎ Assisting in preparing procurement evaluation summaries and memoranda of negotiation as and when needed.
∎ Ensuring project database of service providers and vendors are updated routinely and maintaining the overall integrity of the procurement filing system.
∎ Maintaining service agreement tracker and ensuring continual procurement actions for HSEA office space, residences, office logistics supplier and so on in coordination with Logistics department.
∎ Managing and coordinating travel management including but not limited to assigning vehicles and drivers for travels, accommodation reservation, air ticket reservation, selecting and assigning water vessels and so on.
∎ Reviewing vehicle logs to ensure accuracy and appropriateness of vehicle and fuel uses and corroborate documents for payment.
∎ Ensuring the completeness and accuracy of the project's inventory tracking system.
∎ Other tasks as assigned by the Chief of Party.

Additional Requirements:
∎ Minimum of three years' professional experience working with USAID or similar donor funded projects or activity.
∎ Working efficiency in essential computer software such as MS Excel, MS Access, and MS Power Point
∎ Knowledge of operations management at the International Development Organization.
∎ Knowledge of USAID procurement and administrative rules and regulation is preferable.
∎ Possesses strong oral, written communication and interpersonal skills.
∎ Strong coordination, organizational skills, honesty, commitment to excellence and attention to details.
∎ Demonstrates leadership, versatility, and integrity.
∎ Fluent in Bengali and English - with strong ability to write in English. Proficiency in languages spoken in Bangladesh is a plus.
