Job Context:
∎ To develop and implement sustainable financial systems to facilitate expanded coverage and ensure equitable access to health services and improve program strategies, Chemonics International wants to hire a consultant to promote improved operational systems and compliance among managers at SHN clinics throughout Bangladesh.
∎ Location of Assignment: The position is based in Dhaka, but frequent field visits are mandatory.
Job Responsibilities:
∎ The Consultant will develop the capacity of SHN Clinic Staff and Managers
∎ 1. Financial Management:
∎ A. The Consultant will provide training for Clinic Managers and Administrative Assistants to improve their capabilities in the following areas:
∎ a. Applying SHN's chart of accounts
∎ b. Preparing of payment, journal, and contra vouchers and focus on common mistakes for completing compliant vouchers.
∎ c. Refresher training on financial accounting software (Tally); how to generate different reports in different forms using Tally applications, and the uses for such forms in business operations.
∎ B. The Consultant will facilitate understanding SHN's practices in the following areas.
∎ a. Bank reconciliation,
∎ b. Profit and Loss statements
∎ c. Balance Sheet.
∎ d. Inventory reconciliations techniques in Balance Sheet.
∎ e. MFR preparation.
∎ f. Budget variance report preparation at the clinic level
∎ C. The Consultant will demonstrate the SHN prescribed following registers to the clinics
∎ a. Petty cash register
∎ b. Bank book register
∎ c. Daily income register
∎ d. Pharmacy bill and stock register
∎ e. Fixed asset register
∎ f. Consumable stock register
∎ g. Cheque and payment registers
∎ h. Attendance registers for on-call physician and staff
∎ i. Vehicle and Generator logbook
∎ D. The Consultant will drive SHN values and establish a culture of timeliness, positive attitude, responsibility, adoption of SHN values and standards.
∎ 2. Procurement:
∎ A. The Consultant will conduct training on SHN Procurement Policy & Process of the SHN clinic staff in collaboration with SHN procurement manager. Specially in the area:
∎ a. Purchase Requisition
∎ b. Quotation collection
∎ c. Market survey
∎ d. Evaluation
∎ e. Issue Work order
∎ f. GRN preparation
∎ g. Stock maintaining
∎ h. Payment.
∎ 3. HR and Administrations:
∎ The Consultant will conduct training on SHN HR and Administration Policy of SHN clinic staff in collaboration with the SHN HR manager. Specially in the area:
∎ A. Clinic level Administration
∎ a. Communication
∎ b. Support Staff Management
∎ c. Safety & Security, Fire Safety & Compliance
∎ d. Health & Hygiene
∎ e. Legal/Regulatory Affairs, maintain Liaison with GoB Offices
∎ f. Internal Discipline
∎ g. Maintain Dress Code
∎ h. Maintain Company Code of Conduct
∎ i. Cross-functional relationship
∎ j. Vendor Management
∎ k. Upkeeping Clinic Asset
∎ l. Upkeeping Licenses, Certification & Clearance
∎ B. Training in the Clinic level HR Management
∎ a. Policy Orientation
∎ b. Code of Conduct
∎ c. Vision & Values
∎ d. Basic/Advanced Computer Literacy
∎ e. Punctuality
∎ f. Staff Personal file documentation
∎ g. Timesheet preparations
∎ h. Timesheet review includes leave balance checking, received approval from the supervisor, and shared with SHN HQ.
∎ i. Leave & Attendance Process & Maintain Documents
Additional Requirements:
∎ Minimum of five (5) years of experience in relevant field.
∎ At least 3- 5 years' experience in training management including planning and development of training materials.
Salary:
∎ Negotiable based on experience, qualifications, and salary history.
