∎ Minimum five years’ experience in experience in monitoring and evaluation
∎ Working experience within NGO/INGO in similar M&E position
∎ Strong technical knowledge of climate-resilient agriculture and local-led adaptation.
∎ Have knowledge on apps-based data collection, analysis and management tools (KOBO, ODK, PowerBI etc)
∎ Computer skills with (Microsoft Office (MS Word), Excel, ACCESS and PowerPoint)
∎ Experience in conducting baseline, mid-term and end-line evaluation
∎ Previous experience in conducting research
∎ Expert in field reports, and documentation in English
∎ Must have experience in rights-based, advocacy and campaign-related project implementation
∎ Proficiency in MS Office (Word, Excel, PowerPoint) and other relevant tools.
∎ Fluent communication skills in English and Bangla (both written and spoken).

Responsibilities & Context:
∎ Develop and implement a comprehensive MEAL framework for the ACCESS Programme.
∎ Design and conduct baseline, midline, and end-line surveys to assess project impact.
∎ Monitor project activities to ensure they are implemented according to the project plan and objectives.
∎ Collect, analyze, and interpret data to track progress against project indicators.
∎ Prepare and submit regular MEAL reports, highlighting key findings and recommendations.
∎ Conduct field visits to monitor the quality of project implementation and provide feedback to project staff.
∎ Capacity building of field staff and providing technical inputs on M&E issues where needed.
∎ Preparing event report, monthly, quarterly, annually and other reports as per the donor and Uttaran’s requirement
∎ Work with relevant committees, and working groups to implement program activities following the work plan, implementation in the schedule, and Monitoring & Evaluation planAccountability:
∎ Establish and maintain a feedback and complaints mechanism for project beneficiaries.
∎ Ensure that feedback from beneficiaries is documented, analyzed, and used to improve project implementation.

Uttaran facilitates in getting access to and control over resources by the poor and disadvantaged to improve agricultural productivity and economic empowerment.
∎ Uttaran with technical support from HELVETAS Swiss Intercooperation Bangladesh will collaborate to implement the “Actions to Climate Change Ensuring Sustainable Solutions (ACCESS) Project” in the southwestern coastal region of Bangladesh. This partnership aims to enhance capacities in adaptation, disaster risk management, climate-induced migration, water, sanitation, and hygiene (WASH), livelihood, soil, and food security through mutual capacity-strengthening programs and knowledge-sharing activities. Together, they will explore, pilot, and disseminate innovative technologies and methodologies while engaging in advocacy efforts to promote their adoption.
∎ Uttaran invites applications for the position titled- Officer - MEAL for the Actions to Climate Change Ensuring Sustainable Solutions (ACCESS) project. The Officer - MEAL will play a crucial role in ensuring effective monitoring, evaluation, accountability, and learning processes to enhance the project’s impact. This role involves developing MEAL frameworks, conducting data analysis, ensuring accountability to stakeholders, and facilitating a culture of continuous learning and improvement.
