Job Context:
∎ German Red Cross of the International Federation of Red Cross and Red Crescent Societies Bangladesh Delegation is searching for an experienced "Officer - Finance" (male/female) for their Dhaka Office. The duration of the contract is initially planned for eight months with possible extension.
∎ Purpose: The Officer- Finance of German Red Cross (GRC) Bangladesh is responsible for financial matters and to ensure adherence to GRC, IFRC standards, policies and regulations. The Finance Officer will be responsible for managing the cash box and bank accounts, procurement of goods, management of the assets, and booking the expenses in accounting software, and ensure that internal control systems are well established, understood, and respected by all staff members, and will support to program staff as applicable. The Finance Officer shall support the Senior Manager- Finance / Senior Officer- Finance in assuring the highest standards of service, quality of financial and administrative management, and accountability, thus contributing to the overall efficient and effective running of project. He / She will closely work with Senior Manager- Finance / Senior Officer- Finance on technical issue relating to the financial administrative issues and closing the monthly accounts.
Job Responsibilities:
∎ Overall :
∎ In coordination with BDRCS counterpart and under the supervision of the Senior Manager- Finance / Senior Project Officer- Finance, the Finance Officer should ensure and maintain effective communication and liaison with project related counterparts and other relevant stakeholders.
∎ Support the Senior Manager- Finance / Senior Project Officer- Finance in the planning, designing, budgeting of project activities, being directly responsible for the overall implementation and management of the project.
∎ Monitor and supervise technical interventions to ensure implementation according to donor standard/GRC standards and within budget and take appropriate remedial action if/when standards are not being met.
∎ Responsible for managing the cash box, bank accounts, bookings and monthly closing for assigned projects as per GRC guidelines.
∎ Ensure the buy-in and participation of local authorities/structures, community members and beneficiaries.
∎ In collaboration with the Project staff, develop and implement mechanisms to monitor and evaluate project performance, according to work plans and project targets.
∎ Prepare regular and ad hoc reports as needed and submit to Senior Manager- Finance / Senior Project Officer- Finance.
∎ Effectively participate in coordination meetings, clusters and working groups as directed by the Senior Manager- Finance / Senior Project Officer- Finance.
∎ Ensure that the project is implemented in accordance with GRC and donor policies and procedures.
∎ Specific duties and responsibilities in coordination matters:
∎ Provide regular updates to Senior Manager- Finance / Senior Project Officer- Finance and point out actions to be taken.
∎ Ensure regular and effective coordination with BDRCS and regularly participate in coordination/cluster meeting.
∎ Ensure effective communication with stakeholders, partners, local communities, and beneficiaries on technical and project issues.
∎ Maintain open and regular coordination and communication with the involved BDRCS Departments, Unit level officers of project location and other organizations in the field.
∎ Coordinate efficiently with all field/support staff to ensure consistency of quality delivery across the identified responsibilities.
∎ Any other job that might deemed necessary by the management.
∎ Lateral relationships:
∎ Establish and ensure effective working relationships with colleagues and partners.
∎ Ensure effective working relationships with IFRC and National Society managers and leadership.
∎ Ensure effective working relationships with involved BDRCS Departments (e.g. DRM, Training, Planning and Development, Youth and Volunteers, Response).
∎ Duties Applicable to All Staff:
∎ Actively work towards the achievement of the Federation Secretariat's goals and the agenda for renewal
∎ Abide by and work in accordance with the Red Cross and Red Crescent principles.
∎ Perform any other work-related duties and responsibilities that may be assigned by the line manager.
Additional Requirements:
∎ Knowledge of budgeting, budget oversight, accounting principles and practical application of financial systems, experience in administrative and logistic work
∎ Minimum of 3 years work experience in a related field.
∎ Experience of working for a humanitarian aid organisation.
∎ Organizational skills, problem solving mind, analytical, flexible, rigorous, with common sense and autonomous.
∎ Mobility and flexibility, willing to work in the multi-cultural team.
∎ Negotiation and diplomatic qualities
∎ Oral and written fluency in English and Bangla.
∎ Good interpersonal and intercultural skills, the ability to communicate clearly and effectively and build relationships at all levels.
∎ Strong interpersonal skills and good understanding of the global organization
∎ High level of attention to details in all aspects of work responsibilities.
∎ Training, report writing and presentation skill.
∎ Ability to priority multiple tasks and meet deadlines.
∎ Good knowledge of the RC/RC principles, Code of Conduct, Humanitarian standards.
∎ Able to travel always and within short notice, work outside normal working hours as the situation requires and under stressful working condition.
∎ Ability to work independently on own initiative and also to contribute as part of a team.
∎ Ability to understand and work with Government Law/Ministries
∎ Willingness and ability to learn, flexibility and adaptability.
∎ Ability to get on well with a wide variety of people.
∎ Excellent team player and gender sensitive.
∎ Integrity and high standards of personal conduct.
