∎ POSITION OVERVIEW
∎ We are looking for a Monitoring, Evaluation & Reporting Officer (ME&RO) who is energetic, disciplined and proactive with a strong understanding of NGO/INGO`s operations in health, health project management, community outreach, public health research, reporting and administrative management. The ME&RO is responsible for monitoring and evaluating progress of the project activities, drawbacks, periodic reporting and alerting the top management of weaknesses and the ways and means to overcome the loopholes so the desired outcome/impact of the project is achieved.
∎ To be successful as a ME&RO he/she needs to have a strong knowledge of the project, its objectives and desired impact/output and also LogFrame, Work plan and project tracking system of the project

Job Responsibilities:
∎ ME&RO reports to Country Representative in performance of duties in coordination with PM and devotes time as per following broad headings:
∎ 1. Major Activities (60% of time)
∎ Development and implementation of result-based monitoring, evaluation and reporting system with detailed guideline for its implementation:
∎ Develop and implement an effective result-based M&E system including tools and technique in collaboration with the partners and program staff and ensure that M&E systems and procedures are well-integrated with donor and reporting systems and procedures;
∎ Generate convincing evidence of project impact for stakeholders;
∎ Be self-driven and responsible for the Component's delivery target, address all sorts of administrative and management troubles in consultation with supervisor for moving ahead along with necessary liaising with stakeholders;
∎ Monitor all project activities, expenditures and progress towards achieving the project output;
∎ Suggest strategies to the Project Management for improving the efficiency and effectiveness of the project by identifying bottlenecks in completing project activities and developing plans to minimize or eliminate such bottlenecks;
∎ Prepare quality monitoring and evaluation report highlighting achievements and share with all concerned;
∎ Any other responsibilities as requested by the Management;
∎ 2. Planning, Management, Reporting and Data Analysis (20% of time):
∎ Prepare key result reports, progress and M&E report of the project;
∎ Participate in project reviews and planning workshops and assist pm in preparing materials for workshops;
∎ Organize and facilitate M&E trainings and workshops including preparation of concept note and development of training materials, training schedule, etc;
∎ Develop capacity of project, partners and the GOB staffs to conduct M&E activities using the framework;
∎ Analyze case related data /case management along with capacity and awareness raising data in coordination with different components of the project;
∎ In-depth knowledge on M&E/MIS and development issues.
∎ Understanding of project cycle management.
∎ 3. Networking: (10% of time)
∎ Visit local Govt. admin authorities, NGOs/INGOs and stakeholders to build rapport and understanding
∎ Attend in-house and represent MedGlobal outside meetings as required.
∎ Follow up with headquarter staff after attending meetings;
∎ Explore prospective opportunities for partnership with the health sector, UN agencies or others.
∎ 3. Others (10% of time)
∎ Contribute in developing and updating organizational documents
∎ Assign work and manage the performance of the CHW, Midwives, Midwives assistant's;
∎ Complete administrative tasks of the Maternity team
∎ Provide financial, admin and logistic support to implement the project activities.
∎ Work in close liaison with the Program Manager (PM) and submit periodical reports.
∎ Attend meetings as directed by the CR and PM.

Additional Requirements:
∎ Skills
∎ Working skill in a health/clinical setting.
∎ Demonstrated experience of working closely with the government agencies, especially with DDFP, Health Sector & UNO, CS Office and experience of working with a large complex multi-partner team.
∎ Understanding of NGO and public sector and national health system issues is necessary.
∎ Fluency in Bangla and English and effective communication skill (verbal/nonverbal)
∎ Effective presentation of relevant information (oral & written) to main office in Bangladesh and Head Office in USA
∎ Willingness to travel (at least 30% of time) in field areas, proficiency in Microsoft Office packages and Google suit
∎ Qualifications and Experience
∎ Education and other qualifications:
∎ Master in any discipline preferably statistics, MSS or relevant subject
∎ Training/exposure in Health, Nutrition, and Maternity is an asset.
∎ Skills in using of MS Office, SPSS/Spreadsheet data analysis
∎ Experience
∎ A minimum of 3+ years of experience M&E and at least in 6 months in an INGO/NGO
∎ Experience in training facilitation and strong interpersonal communication skill with the ability to communicate and negotiate clearly and effectively at all levels.
∎ An individual with frequent traveling experience is necessary.
∎ Should be ready to attend frequent meeting with HO in the evening time in Bangladesh
∎ Experience in working in Cox's Bazar area will be an advantage.
