∎ Terre des hommes Foundation (Tdh) is the leading Swiss INGO focusing on child rights. It is active in more than 30 countries with development and emergency projects. Tdh interventions are focused on the three programs: Health, Migration and Access to Justice particularly for vulnerable children. Tdh Foundation has a transversal approach towards Child Protection programming and it cuts across all the thematic areas while also has been considered as one of the key value propositions in its business model. The Child Protection expertise within Tdh Foundation aims to develop high quality, evidence-based knowledge and know-how adapted to fragile contexts, conflict zones, and development to improve the protection of children`s rights and their right to protection from all forms of violence (art 19, 34 CRC) in collaboration with and in support of the three core programs. The Tdh Foundation global strategy 2021-2024 specifies that they will have demonstrated that rights-based participation, empowerment, and active involvement of children and communities in defining and implementing responses are essential to improve child protection.
∎ Context:
∎ Tdh is working in Bangladesh since 1974, with operations in Kurigram district, Dhaka district and Cox Bazaar district. Currently, Tdh is implementing programs on Health, Access to Justice (social cohesion and conflict resolution) and Migration, integrated by the transversal expertise of WASH and Child protection. Tdh interventions in Bangladesh are both in development and emergency context.
∎ Following the massive displacement of more than 800,000 people into Bangladesh since the end of August 2017, Tdh has put in place an important emergency response plan to provide relief to the Rohingya refugees, notably on Health, WASH, Child Protection and Social cohesion. Alongside, Tdh is implementing the CLARISSA project in Dhaka slums aiming to build a strong evidence base and generate innovative solutions to the worst forms of child labour (WFCL) and will explore how to take these solutions to scale.
∎ Tdh in Bangladesh has started the process of integration of emergency and development approaches and aims to capitalize on its institutional learning for further programme expansion and to create critical pathways for evidence-based advocacy.
∎ General Objective:
∎ The M&E Officer will contribute to implementation of Tdh’s Bangladesh M&E framework, with a particular focus on tracking project progress towards planned targets, supporting corrective action where needed and assisting in collecting and documenting lessons learned.
∎ S/he will be responsible for implementing M&E activities, assisting the project staff in preparing periodic reports on project progress and will be responsible for the collection and analysis of different data in relation to the project activities. The M&E Officer works in close collaboration with the project teams and will report to the Field Coordinator (hierarchically) and Deputy MEAL Coordinator (Functionally).
Job Responsibilities:
∎ Main tasks and responsibilities:
∎ Collaborate with program staff to ensure timely execution of M&E activities
∎ Support in developing and implementing a robust monitoring and evaluation system that will ensure tracking of project/ programme results at different levels (outputs, outcomes and impact)
∎ In collaboration with MEAL and programme colleagues, develop M&E plans for all projects and proposals and ensure the same is followed up during implementation
∎ Provide alert to the respective programme managers and Field Coordinator on corrective actions required to avoid delays in implementation, including flagging operational issues and risks requiring timely actions
∎ Overlook data collection and support in the recruitment and training of field enumerators
∎ Draft reports, analyze findings and provide recommendations as required for project planning, performance management and reporting
∎ Undertake field-monitoring visits to assess and report the progress of the project implementation using standard monitoring and evaluation tools and methodologies
∎ Monitor main project activities and do cross-checking of means of verification to ensure evidence-based programming
∎ Lead the implementation of surveys, assessments and evaluations with support from Programme and MEAL colleagues for projects to meet Tdh standards. Disseminate information about CFRM channels in the field all in close collaboration with the project manager
∎ Regularly collect data on and analyze the Complaints Feedback and Response Mechanism (CRFM) accountability data to facilitate quality improvement
∎ Conduct capacity assessment on existing monitoring and evaluation system
∎ Organizing lesson learned workshop to capture lessons learned upon collaboration with programme and MEAL colleagues and develop learning outputs
∎ Perform other duties as assigned

Additional Requirements:

∎ Excellent oral and written communication skills (in constructive negotiations) in all areas (internal and external), active listening skills – English and Bangla
∎ Good analytical skills
∎ Good experience in designing tools for data collection, analysis and production of reports
∎ Excellent skills in IT tools: Excel, Word, Powerpoint, Outlook, etc and good knowledge of KoBo SPSS, Stata, QGIS, toolbox, etc. and good experience in using databases
∎ Ability to work independently as well as to provide support and advice
∎ Ability to work effectively in a fast-paced, stressful environment
∎ Ability to manage resources in order to optimize results
