Job Context:
∎ PARI Development Trust is a national NGO registered with NGOAB working in greater Mymensingh. PARI is implementing community development, maternal & child health, nutrition, food Security livelihood, agriculture and child rights program in several Upazilas of Mymensingh, Netrokona, Sunamganj, Jamalpur, Sherpur and Tangail districts. PARI is going to implement a 3 years` period project "Nirapod" Food security and Livelihood Project from 1st October`2023 to 30th September 2026. This project focuses on engaging marginal male and female farmers with agricultural activities using sustainable agriculture methods to meet their basic needs and nutrition as well as increase production, income and agro-based income generating activities for the well-being of their family and community and thus transform their lives as a long-term impact in Nalitabari Upazila under Sherpur district and Durgapur Upazila under Netrokona District.
∎ The project seeks a contractual a Monitoring and Evaluation Officer to monitor day to day implementation, assure program quality and sustainability to reach the expected goal through effective monitoring, feedback giving, document significant learning and stories of changes, and reporting as well as take part in decision making process as a main part of the project management team.

Job Responsibilities:
∎ Provide technical and strategic oversight for the monitoring, evaluation and learning activities.
∎ Ensure effective, accurate and timely monitoring, evaluation and reporting of all project activities.
∎ Lead independently to develop assessment tools for different studies/ assessments including baseline, half yearly report and annual reports, Gender, DRR, Inclusion etc.
∎ Lead in regular output and outcome monitoring for decision making and strategizing of project interventions and activities.
∎ Lead in context-based customizing of different tools and approach for best representation of project achievements and its proper documentation and capitalizations.
∎ Lead in developing communication and MEL guidelines needed for the project with the growth time and relevance.
∎ Develop and implement the Monitoring and Evaluation Framework, result chains, MEL plan and indicators to track the project performance and results including routine data reporting, baseline and end-line assessments.
∎ Support in the development and execution of market assessments, and undertake cost-benefit, margins, cash-flow, product volumes analysis and modelling.
∎ Develop and oversee data flow pattern for the project. Responsible for Data Collection, Management, Analysis, and Reporting.
∎ Develop, implement, and maintain a quality MIS database of project indicators and activities.
∎ Perform regular field visits to ensure the quality of data collected and to verify the accuracy of reported data;
∎ Build staff capacity on MEL
∎ Identify, document and disseminate lessons learned and success stories.
∎ Prepare periodic internal and external project progress reports.

Additional Requirements:
∎ Age at most 40 years
∎ Both males and females are allowed to apply
∎ Age bar could be relaxed for the experienced person.
∎ At least 3 year(s) working experience in relevant field specially data analysis, screening, reporting for donor and government, preferably in agriculture, value chain/market system development program and health specially nutrition project.
∎ Experience in designing, implementing, and operating project M&E systems from project initiation to closeout stages.
∎ Knowledge of the major evaluation methodologies (e.g. qualitative, quantitative, mixed-method, and impact) and data collection and analysis methodologies.
∎ Female candidate is specially encouraged to apply.
∎ Excellent analytical skills coupled with proven ability in using visuals like graphs
∎ Good verbal and written communication skills in English and Bangla.
∎ Good report writing skills in English and Bangla.
∎ Understanding about local dialects is a must.
∎ Excellent facilitation and negotiation skills.
∎ Strong field work and market monitoring experience.
∎ Good interpersonal and communication skills, including the ability to convey concepts clearly, professionally, and concisely.
∎ Should have valid motorcycle driving license.
∎ Must be willing to work and stay at the target village areas and willing to travel frequently.
∎ Must be willing to work within a team.
∎ Excellent computer skills (MS Office) is mandatory. Experience using Kobo is preferred.
∎ Must understand and agree with PARI's vision, mission, and core values

Salary:
∎ 45,040.00 plus other benefits as per organization`s policy.
