Job Context:
∎ Monitoring & Evaluation Lead and Data Analyst (Contractual) for H&M Foundation`s "Collective Impact on Future of Work in Bangladesh"
∎ The project is for 3 years scheduled to end in October 2024. Contract will be renewed yearly given the continuation of quality performance and achievement of deliverables.
Job Responsibilities:
∎ Play a lead role in designing, developing, and implementing project monitoring, learning & evaluation plan, which is a set of guidelines and procedures for monitoring and evaluating ongoing projects' impact through tracking key performance indicators and outcomes.
∎ Guide, recommend and support implementation partners in developing or improving the logical framework, indicators and monitoring methodologies and tools after review of the program's and projects' technical proposal and consultation with program management and other stakeholders or implementation partners.
∎ Support FSG to develop a Shared Measurement system under the Collective Impact approach, with a set of common indicators and reporting procedure and format, to measure and highlight the notable KPIs and overall performance of the CI Initiative.
∎ Develop the capacity of project staff and implementation partners' staff to use the shared measurement tools and on best practices to ensure effectiveness and consistency and maintain communications with implementation partners' to provide strategic input and support, where necessary.
∎ Maintain and update project monitoring database and dashboards, conduct a quantitative analysis of incoming project M&E data, and produce regular analytical reports based on the data.
∎ Conduct regular monitoring visits to the field (both physical and virtual) to monitor activities and procedures to ensure they are in line with donor compliance requirements, document observations, success stories, and lessons learned, and prepare regular reports.
∎ Design and lead lessons learned workshops in collaboration with other project team members to enable all partners to consolidate their learnings and experience in an organized manner.
∎ Ensure systems and processes for continuous learning and adaptation are reflected in the ML&E plan and provide recommendations to changes in approaches, interventions, performance monitoring, and/or work plans as necessary.
∎ Lead in the development of monthly KPI reports, bi-yearly project progress reports and final report for The Asia Foundation, as well as support in the development of the bi-yearly Consolidated Report of CI Initiative, an overall version of the partners' project progress reports.
∎ Support the independent research organization (RO), responsible for evaluating the CI Initiative through baseline, mid-term and end line evaluation, in designing the evaluation framework, facilitating discussion among RO and implementation partners, and providing technical knowledge on CI.
∎ Perform periodic analysis of indicators to generate insights for steering committee in order to help them improve initiative's outcomes
∎ Coordinate the formation of data sharing agreements, standard operating process around protection of beneficiaries' data and relevant templates between The Asia Foundation and implementation partners.
∎ Develop data collection systems, data analytics and other strategies that optimize statistical efficiency and quality; provide technical support in data collection, compilation, cleaning and quality control; creates simple data visualizations for internal or external use independently; Identifies and analyzes errors and inconsistencies in data and provides timely resolutions
∎ Provide technical inputs into the development of evaluation TORs, methodologies, plans, and project reports, technical sections of the program work plan and project proposals.
∎ Perform other duties as required
Additional Requirements:
∎ 3-5 years of demonstrated experience working in multinationals or development projects with international organizations in M&E or related field
∎ Sound understanding of donor reporting requirements and demonstrable experience of publishing high quality reports and articles
∎ Having demonstrated knowledge on gender, programme management and experience in designing tools and strategies for data collection, analysis and production of reports.
∎ Strong technical and analytical capabilities and demonstrated ability to collect, analyze and interpret data through both quantitative and qualitative data management skills.
∎ Highly effective project management, prioritization, multi-tasking, and time management skills to meet deadlines.
∎ Agile mindset and ability to coordinate and communicate with multi-sectoral organizations and other stakeholders.
∎ Ability to work independently and in a team environment.
∎ Ability to develop new ideas and flexibility to go the extra mile to make them become reality and in completing program assignments.
∎ An understanding of Collective Impact Approach and its vision, mission and values.
∎ Proven ICT skills, especially in the development of MIS software using database software
∎ Excellent knowledge of quantitative data analysis tools and methods
∎ Excellent verbal and written communication skills in English and Bangla.
