Job Context:
∎ Sightsavers implements projects in over 30 countries in Africa and South Asia working to eliminate avoidable blindness and promote the rights of people with disabilities. We are looking for a Monitoring and Learning Coordinator to work in the Bangladesh Country Office.
∎ Title: Monitoring and Learning Coordinator (MEL Coordinator -Core)
∎ Location: Bangladesh Country Office
∎ Contract: 24 Month Fixed Term Contract

Job Responsibilities:
∎ Development of result framework of projects and Tools/Techniques and data analysis (35%):
∎ Review the project design and assumptions made at the beginning of the development process of individual projects.
∎ Develop effective and modern tools (qualitative, quantitative, and other methods) of monitoring framework and techniques in collaboration with global colleagues as per the need of individual projects and donors.
∎ Involve in different project development meetings, workshops, seminars and other forms of skill and experience sharing events and contribute to avail continuous funding support.
∎ Contribute to project design from concept note development phase.
∎ Familiarize the result framework with partner organizations.
∎ Ensure installation, collection and reporting of data from partner hospital through customised software. Prepare collation sheets, produce monthly/quarterly report, monitoring visit report etc.
∎ Prepare monthly Dashboard and based on that prepare summary highlights on tri-monthly basis.
∎ Assist with the piloting, testing and revision of programme monitoring procedures and systems to ensure continuous improvement, creating tools and training workshop.
∎ Ensure quality assurance of the project interventions across the country programme
∎ Assist in Programme Evaluation, Learning, Research (15%):
∎ Maintain calendar for country project evaluations and research
∎ Assist in developing Terms of Reference for evaluation or research
∎ Ensure evaluation procedures comply with Sightsavers guidelines and protocols
∎ Assist the consultant in carrying out the strategic evaluation works
∎ Lead any internal program evaluation.
∎ Field Visits and Data Collection (20%):
∎ Assess performance of the projects in terms of effectiveness, efficiency, and timeliness of producing the expected outputs.
∎ Measure relevance of the project's strategies and approaches for the achievement of the project objectives.
∎ Check roles and responsibilities, coordination, partnership arrangements, institutional strengthening, beneficiary participation, and other important issues of the projects.
∎ Reporting and Communication (20%):
∎ Communicate on a regular basis regarding implementation status and the capacity to achieve objectives of different projects.
∎ Prepare quarterly analytical report for DIEC project.
∎ Report to relevant colleagues what has and what has not worked well during implementation as a guide for future planning.
∎ inform higher management the nature, extent and the potential impact and sustainability of different projects.
∎ Capacity Building (10%):
∎ Build the capacity of the partners' staff to equip them on technical know-how regarding programme monitoring.
∎ Make efforts to ensure in-country colleagues are capable of leading the development from monitoring/evaluation findings.
∎ Participate in briefing and consultative meetings during hiring of consultants for different projects and facilitate agreements with them through the procurement team.
∎ Join in learning/research forums within the county and National platforms/forums for wider experience gathering and sharing of practice.

Additional Requirements:
∎ Substantial experience in the capacity of monitoring and evaluation gained within the international development sector.
∎ Clear understanding of the international development not-for-profit sector.
∎ Experience of producing analytical reports or communication materials for a wide range of audiences.
∎ Experience of designing and implementing programme monitoring framework.
∎ Good knowledge of Safeguarding practices
