Experience – Essential

● Minimum 2 years of relevant clinical experience after completion of internship.

● Experience in clinical documentation and patient record management.

● Experience managing common communicable and non-communicable diseases.

Desirable

● Previous experience working in a PHCC, hospital, Field Hospital, clinic, or humanitarian health programme.

● Experience working with NGOs, INGOs, or humanitarian organizations.

● Previous experience in the Rohingya Response or other humanitarian settings.

● Experience in primary healthcare and outpatient services.

Working Conditions

● The position will be based at a Primary Health Care Centre (PHCC) in the Rohingya Response, Cox’s Bazar.

● The role may involve working on a roster or shift basis, including weekends, public holidays, or emergency duty depending on operational requirements.

● The position holder will provide direct medical care and work closely with multidisciplinary healthcare teams.

● The role involves working in a challenging and fast-paced humanitarian healthcare environment.

● The position holder may be required to support service delivery during disease outbreaks, natural disasters, fires, mass casualty incidents, or other humanitarian emergencies.

Job Description: Medical Officer– PHCC, Camp 5 and 12 Ukhiya, Cox’s Bazar.

Position Summary

The Medical Officer will be responsible for providing safe, high-quality, timely, and patient-centered medical care to patients attending the Primary Health Care Centre (PHCC) in the Rohingya Response, Cox’s Bazar.

The position holder will conduct clinical assessments, diagnose and manage common health conditions, prescribe appropriate treatment, provide emergency care and initial stabilization, identify patients requiring referral, and ensure proper clinical documentation and follow-up.

The Medical Officer will work under the technical guidance and supervision of the Medical Officer Lead/Clinical Coordinator and collaborate closely with Senior Medical Officers, Senior Staff Nurses, Staff Nurses, Midwife Lead, Midwives, Pharmacy, Laboratory, Nutrition, MHPSS, Community Health, and other relevant teams to ensure integrated and comprehensive primary healthcare services.

Duty Station: Camp 5 and 12 Ukhiya,Cox’s Bazar

Reports to: Medical Officer Lead

Accountable to: Senior Medical Officer

KEY AREAS OF ACCOUNTABILITY:

1. Clinical Assessment & Patient Management

● Provide safe, respectful, timely, and patient-centered medical care to patients attending the PHCC.

● Conduct comprehensive patient assessments, including medical history taking and physical examinations.

● Assess presenting complaints, identify relevant clinical signs and symptoms, danger sign and establish appropriate diagnosis.

● Develop and implement appropriate treatment and management plans according to approved clinical guidelines.

● Manage common acute and chronic medical conditions within the scope of PHCC services.

● Monitor patient response to treatment and provide appropriate follow-up care for recurrent and chronic cases.

● Identify patients requiring further investigation, observation, consultation, admission or referral.

● Provide clear counselling to patients and caregivers regarding diagnosis, treatment, medication use, and follow-up.

● Ensure patient dignity, privacy, confidentiality, informed consent, and non-discriminatory care at all times.

2. Primary Healthcare Service Delivery

● Provide comprehensive primary healthcare services in accordance with the approved Essential Package of Health Services and facility capacity.

● Diagnose and manage common communicable and non-communicable diseases.

● Provide medical consultations for children, adolescents, adults, and older persons.

● Support preventive healthcare, health education, and disease prevention activities.

● Identify high-risk patients and ensure appropriate management or referral.

● Support continuity of care for patients requiring follow-up.

● Coordinate with relevant service providers to ensure integrated patient care.

● Promote equitable access to quality healthcare services.

3. Clinical decision making - Diagnosis & Treatment

● Conduct appropriate clinical assessments and establish provisional or final diagnoses.

● Follow approved national clinical guidelines, standard treatment protocols, and organizational procedures.

● Prescribe medicines safely, accurately, and rationally.

● Request appropriate laboratory investigations based on clinical indications and available services.

● Interpret available laboratory results and incorporate findings into patient management.

● Monitor treatment outcomes and modify management plans when clinically appropriate.

● Identify complications, treatment failure, or clinical deterioration requiring escalation or referral.

● Provide appropriate medical advice and follow-up instructions.

4. Emergency Care & Initial Stabilization

● Provide immediate medical assessment and management of patients presenting with emergency conditions like,

- Neonatal, pediatric and obstetric emergencies

- Management of different types of shock

- Management of acute respiratory illness

- Management of anaphylaxis, Seizures, severe hypoglycemia, severe dehydration, suspected acute coronary syndrome, stroke, Trauma, poisoning etc.

● Identify danger signs and life-threatening conditions

● Provide initial emergency treatment and stabilization within the scope of practice and facility capacity.

● Coordinate with nursing and other clinical staff during emergency situations.

● Ensure timely escalation of critical cases to the Medical Officer Lead, Senior Medical Officer, Clinical Coordinator, or other appropriate personnel.

● Support appropriate referral or transfer of critically ill patients.

● Participate in emergency preparedness activities, drills, and response.

● Ensure accurate documentation of emergency care and patient transfer.

5. Triage & Patient Prioritization

● Support appropriate assessment and prioritization of patients according to clinical urgency.

● Ensure patients with severe illness or danger signs receive immediate attention.

● Identify patients requiring urgent intervention or referral.

● Coordinate with nursing staff to support effective patient flow.

● Monitor patients awaiting consultation when clinically necessary.

● Escalate delays or clinical concerns that may affect patient safety.

● Identify overcrowding and Support efficient patient flow and timely access to care.

6. Referral & Continuity of Care

● Identify patients requiring referral to higher-level healthcare facilities.

● Provide appropriate initial treatment and stabilization before referral.

● Complete accurate and comprehensive referral documentation.

● Ensure relevant clinical information accompanies the patient.

● Provide counselling to patients and caregivers regarding referral procedures.

● Coordinate with the Medical Officer Lead/Senior Medical Officer regarding complex or urgent referrals.

● Support follow-up of referred patients when required.

● Ensure appropriate continuity of care and follow-up.

● Communicate effectively and handover about the patient to referral higher facility team.

7. Medication Management & Rational Prescribing

● Prescribe medicines according to approved clinical guidelines and protocols.

● Ensure prescriptions are clear, accurate, complete, and legible.

● Consider patient allergies, contraindications, and potential drug interactions.

● Promote rational and evidence-based use of medicines, avoidance of unnecessary antibiotics

● Monitor patients for adverse drug reactions or treatment-related complications and document allergies.

● Coordinate with Pharmacy staff regarding medicine availability and medication-related concerns.

● Report medication errors, adverse drug reactions, and other medication-related incidents according to organizational procedures.

● Support appropriate counselling on medication use and adherence.

8. Communicable Disease Management

● Diagnose and manage common communicable diseases according to approved national guidelines.

● Identify patients with suspected infectious diseases requiring special precautions.

● Ensure appropriate clinical management and referral when necessary.

● Identify unusual disease patterns or suspected disease clusters.

● Report suspected outbreaks, unusual health events, or notifiable diseases through appropriate channels.

● Support disease prevention, control measures and support outbreak investigations.

● Coordinate with Laboratory, Nursing, Community Health, and relevant teams during disease outbreaks.

9. Non-Communicable Disease (NCD) Management

● Screen, diagnose, and manage common non-communicable diseases within the scope of PHCC services.

● Provide counselling regarding lifestyle modification according to risk factor and disease prevention.

● Support continuity of care for patients with chronic conditions.

● Monitor treatment response and medication adherence.

● Identify complications or poorly controlled conditions requiring referral.

● Maintain appropriate documentation and follow-up records.

10. Maternal, Newborn & Child Health Support

● Work closely with the Midwife Lead, Midwives, Nurses, and other relevant healthcare providers.

● Provide medical assessment and management of pregnancy-related conditions within the scope of PHCC services.

● Identify obstetric danger signs and ensure immediate management and referral.

● Support emergency management of maternal complications until appropriate referral.

● Assess and manage sick children according to approved guidelines.

● Identify pediatric danger signs and emergencies.

● Support appropriate referral of high-risk mothers, newborns, and children.

● Participate in relevant maternal, newborn, and child health case discussions.

11. Infection Prevention & Control (IPC)

● Follow and promote Infection Prevention and Control procedures in all assigned clinical areas.

● Ensure adherence to hand hygiene and standard precautions.

● Use Personal Protective Equipment (PPE) appropriately.

● Support appropriate infection prevention measures during patient assessment and treatment.

● Identify and report IPC risks, breaches, or gaps.

● Support appropriate cleaning, disinfection, and safe clinical practices.

● Follow relevant IPC procedures during disease outbreaks and public health emergencies.

12. Patient Safety & Clinical Quality

● Ensure medical care is provided according to approved national guidelines, organizational protocols, and professional standards.

● Promote evidence-based and patient-centred clinical practices.

● Identify clinical risks, unsafe practices, and patient safety concerns.

● Report adverse events, clinical incidents, and near misses through appropriate channels.

● Participate in clinical audits, case reviews, supportive supervision, and quality improvement activities.

● Implement recommendations and corrective actions as directed.

● Promote a culture of patient safety, accountability, learning, and continuous improvement.

13. Clinical Documentation & Patient Records

● Maintain accurate, complete, timely, and confidential patient records.

● Document patient history, examination findings, diagnosis, treatment plans, prescriptions, investigations, and follow-up instructions.

● Complete referral and transfer documentation accurately.

● Maintain relevant clinical registers and records.

● Ensure patient information is kept confidential.

● Follow organizational data protection and record management procedures.

● Address documentation gaps identified through supervision or record reviews.

14. Coordination with Multidisciplinary Teams

● Work closely with the Medical Officer Lead, Senior Medical Officers, Clinical Coordinator, Nursing team, Midwife Lead, Midwives, Pharmacy, Laboratory, Nutrition, MHPSS, and Community Health teams.

● Coordinate patient investigations, treatment, referrals, and follow-up.

● Ensure appropriate communication between relevant healthcare providers.

● Participate in clinical meetings, case discussions, and programme review meetings.

● Communicate clinical concerns and service delivery challenges to the appropriate supervisor.

● Promote effective teamwork and professional communication.

● Support integrated and multidisciplinary patient care.

15. Medicines, Medical Supplies & Equipment

● Use medicines, medical supplies, and equipment responsibly and appropriately.

● Report shortages, stock-outs, damaged items, or unsafe equipment promptly.

● Coordinate with Pharmacy and relevant teams regarding clinical requirements.

● Ensure appropriate care, maintenance and use of medical equipment with checking expiry date where assigned.

● Support regular checking of emergency equipment, essential supplies and reporting malfunctioning equipment.

● Promote rational use and proper accountability of medical supplies.

16. Health Information & Reporting

● Ensure accurate recording of patient consultations and clinical activities.

● Maintain relevant clinical registers and service delivery records.

● Support preparation of daily, weekly, monthly, and other required reports.

● Ensure clinical information is complete, accurate, and submitted on time.

● Report unusual disease patterns, suspected outbreaks, and significant public health concerns.

● Maintain confidentiality of patient and programme information.

17. Capacity Building & Professional Development

● Participate in clinical orientations, training, refresher sessions, case discussions, and professional development activities.

● Maintain updated knowledge of national clinical guidelines and organizational protocols.

● Participate in clinical learning and quality improvement initiatives.

● Share relevant clinical knowledge with colleagues.

● Apply updated clinical guidance and best practices in daily work.

● Support the orientation of new staff when assigned.

18. Emergency Preparedness & Humanitarian Response

● Maintain readiness to provide medical services during disease outbreaks, fires, natural disasters, mass casualty incidents, and other humanitarian emergencies.

● Participate in emergency preparedness activities, drills, and simulations.

● Support continuity of essential healthcare services during emergencies.

● Provide medical care during emergency response activities.

● Assist in the assessment, stabilization, and referral of emergency patients.

● Remain flexible to undertake additional responsibilities based on emergency and programme requirements.
