• Minimum 5 years of relevant clinical experience after completion of internship.

• Strong experience in patient assessment, diagnosis, treatment, emergency management, and referral.

• Experience managing common communicable and non-communicable diseases.

• Demonstrated experience in clinical quality improvement and patient safety.

Desirable

• Previous experience working in a PHCC, hospital, Field Hospital, clinic, or humanitarian health programme.

Working Conditions

Job Description: Medical Officer Lead – PHCC, Camp 5 & 12, Ukhiya, Cox’s Bazar

Position Summary

The Medical Officer Lead will be responsible for leading and coordinating the Medical Officer team and ensuring the delivery of safe, high-quality, timely, and patient-centred medical services at the Primary Health Care Centre (PHCC) in the Rohingya Response, Cox’s Bazar.

The position holder will provide clinical leadership, technical guidance, and day-to-day supervision to Medical Officers while ensuring adherence to national clinical guidelines, organizational protocols, standard operating procedures (SOPs), and professional medical standards.

The Medical Officer Lead will support clinical service planning, patient management, quality assurance, patient safety, referral systems, Infection Prevention and Control (IPC), disease surveillance, emergency preparedness, clinical documentation, and reporting.

The position holder will work closely with the Clinical Coordinator/Clinical In-Charge, Senior Medical Officers, Medical Officers, Senior Staff Nurses, Nursing team, Midwife Lead, Midwives, Pharmacy, Laboratory, Nutrition, MHPSS, Community Health, MEAL, and other relevant teams to ensure integrated and comprehensive primary healthcare services.

Duty Station: Camp 5 & 12, Ukhiya, Cox’s Bazar

Reports to: Senior Medical officer

Accountable to: Clinical Coordinator

Key Responsibilities

1. Medical Team Leadership & Supervision

• Provide day-to-day leadership, supervision, and technical guidance to Medical Officers.

• Coordinate the daily activities and responsibilities of the Medical Officer team.

• Support the allocation of Medical Officers across relevant PHCC service areas.

• Assist in preparing and implementing duty rosters and shift schedules.

• Ensure adequate medical coverage based on service delivery needs.

• Monitor staff attendance, workload, and service coverage in coordination with the appropriate supervisor.

• Provide supportive supervision, mentoring, and on-the-job coaching to Medical Officers.

• Support the orientation and induction of newly recruited Medical Officers.

• Identify clinical knowledge, skills, and performance gaps and provide appropriate support.

• Escalate significant clinical, staffing, performance, or operational concerns to the Clinical Coordinator/Clinical In-Charge.

2. Clinical Care & Patient Management

• Provide comprehensive, safe, respectful, and patient-centred medical care to patients attending the PHCC.

• Conduct clinical assessment, history taking, physical examination, diagnosis, and treatment.

• Develop appropriate treatment and management plans according to approved clinical guidelines.

• Prescribe medicines rationally and safely.

• Manage common acute and chronic medical conditions within the scope of PHCC services.

• Identify patients requiring investigations, observation, specialist consultation, or referral.

• Monitor patient response to treatment and adjust management as clinically appropriate.

• Provide appropriate patient and caregiver counselling.

• Ensure patient dignity, privacy, confidentiality, informed consent, and non-discriminatory care.

3. Clinical Oversight & Quality of Care

• Ensure Medical Officers provide services in accordance with approved national guidelines, organizational protocols, SOPs, and professional standards.

• Monitor the quality and consistency of clinical assessment, diagnosis, treatment, and follow-up.

• Conduct supportive clinical supervision and patient record reviews.

• Review selected patient files, prescriptions, and clinical documentation to identify quality gaps.

• Conduct or support clinical case discussions and case reviews.

• Promote evidence-based clinical practice.

• Identify clinical service delivery gaps and recommend corrective actions.

• Support implementation of clinical quality improvement initiatives.

• Promote a culture of accountability, learning, continuous improvement, and patient safety.

4. Clinical Triage & Patient Prioritization

• Support the implementation of effective clinical triage and patient prioritization systems.

• Ensure patients with emergency conditions or danger signs receive immediate medical attention.

• Provide guidance to Medical Officers and nursing staff regarding clinical prioritization.

• Identify and manage patients with severe illness or clinical deterioration.

• Ensure appropriate escalation of critically ill patients.

• Monitor patient flow and identify barriers affecting timely access to medical care.

• Support measures to reduce delays and improve patient flow within the PHCC.

5. Emergency Care & Stabilization

• Provide immediate medical assessment and emergency management for patients presenting with acute or life-threatening conditions.

• Support Medical Officers during complex or emergency cases.

• Ensure appropriate initial stabilization of critically ill patients within the capacity of the PHCC.

• Coordinate with nursing and other clinical teams during emergency situations.

• Ensure timely referral or transfer of patients requiring higher-level care.

• Participate in emergency preparedness planning, drills, and simulations.

• Support clinical response during disease outbreaks, fires, natural disasters, and mass casualty incidents.

• Ensure appropriate documentation of emergency care and patient transfer.

6. Referral & Continuity of Care

• Ensure appropriate referral systems and pathways are followed.

• Support Medical Officers in identifying patients requiring higher-level care.

• Review complex referrals when required.

• Ensure patients are appropriately stabilized before referral whenever possible.

• Ensure accurate and complete referral documentation.

• Coordinate with referral facilities and other healthcare providers when required.

• Support communication with patients and caregivers regarding referral procedures.

• Monitor referral challenges and delays and communicate concerns to the Clinical Coordinator/Clinical In-Charge.

• Promote appropriate follow-up and continuity of care for referred patients.

7. Medication Management & Rational Prescribing

• Promote rational, evidence-based, and safe prescribing practices.

• Ensure prescriptions are accurate, complete, and consistent with approved treatment guidelines.

• Support Medical Officers in managing complex medication-related decisions.

• Monitor prescribing practices and identify inappropriate or unsafe prescribing patterns.

• Participate in prescription reviews and medication audits.

• Coordinate with Pharmacy staff regarding medicine availability and medication-related concerns.

• Promote appropriate management of medication allergies, adverse drug reactions, contraindications, and drug interactions.

• Report significant medication-related incidents through appropriate organizational procedures.

8. Communicable Diseases & Disease Surveillance

• Support the diagnosis and management of common communicable diseases according to approved guidelines.

• Monitor clinical trends and identify unusual disease patterns.

• Identify suspected disease clusters or outbreaks and ensure appropriate reporting.

• Support disease surveillance and public health reporting requirements.

• Coordinate with Laboratory, Community Health, and other relevant teams regarding disease surveillance.

• Participate in outbreak investigation and response activities.

• Support implementation of appropriate prevention and control measures during outbreaks.

9. Non-Communicable Disease (NCD) Management

• Support quality management of common non-communicable diseases within the PHCC.

• Ensure appropriate screening, diagnosis, treatment, counselling, and follow-up.

• Promote continuity of care for patients with chronic conditions.

• Support Medical Officers in managing patients with complex or poorly controlled chronic diseases.

• Monitor adherence to treatment protocols.

• Identify patients requiring specialist consultation or referral.

• Promote patient counselling on lifestyle modification and disease prevention.

10. Maternal, Newborn & Child Health Support

• Work closely with the Midwife Lead, Midwives, Nurses, and other relevant staff to support integrated maternal and child healthcare services.

• Support Medical Officers in identifying and managing pregnancy-related complications within the scope of PHCC services.

• Ensure timely escalation and referral of obstetric emergencies.

• Support the assessment and management of sick children.

• Ensure appropriate identification and management of paediatric danger signs.

• Support appropriate referral of high-risk mothers, newborns, and children.

• Participate in maternal, newborn, and child health case discussions and reviews.

11. Patient Safety & Clinical Risk Management

• Promote a strong culture of patient safety across medical services.

• Identify clinical risks, unsafe practices, adverse events, and near misses.

• Ensure appropriate reporting and escalation of clinical incidents.

• Support the review and management of significant clinical incidents.

• Ensure corrective and preventive actions are implemented.

• Promote safe patient identification, assessment, diagnosis, treatment, and referral.

• Escalate serious clinical risks immediately to the appropriate supervisor.

12. Infection Prevention & Control (IPC)

• Ensure Medical Officers follow and promote approved Infection Prevention and Control procedures.

• Promote hand hygiene and standard precautions.

• Ensure appropriate use of Personal Protective Equipment (PPE).

• Identify and report IPC risks, gaps, or breaches.

• Support IPC measures during disease outbreaks and public health emergencies.

• Work closely with nursing and relevant teams to improve IPC compliance.

• Promote safe clinical practices to protect patients, staff, and communities.

13. Clinical Documentation & Patient Records

• Ensure accurate, complete, timely, and confidential medical documentation.

• Monitor the quality of clinical records maintained by Medical Officers.

• Ensure appropriate documentation of patient assessments, diagnoses, treatment plans, prescriptions, investigations, referrals, and follow-up.

• Review clinical documentation and address identified gaps.

• Promote proper patient record management and confidentiality.

• Ensure compliance with organizational data protection procedures.

14. Health Information & Reporting

• Support accurate recording of medical consultations and clinical services.

• Review relevant clinical registers and service delivery records.

• Support preparation of daily, weekly, monthly, and other required reports.

• Review clinical data for completeness, accuracy, and consistency.

• Monitor service utilization and clinical trends.

• Report unusual disease patterns, outbreaks, clinical incidents, and public health concerns through appropriate channels.

• Coordinate with the Clinical Coordinator and MEAL/Health Information teams regarding reporting requirements.

• Ensure confidentiality of patient and programme information.

15. Coordination with Multidisciplinary Teams

• Work closely with the Clinical Coordinator/Clinical In-Charge and other PHCC service leads.

• Coordinate with Senior Medical Officers, Medical Officers, Nursing, Midwifery, Pharmacy, Laboratory, Nutrition, MHPSS, Community Health, and other relevant teams.

• Promote integrated and multidisciplinary patient care.

• Participate in clinical coordination meetings, case discussions, programme review meetings, and other relevant forums.

• Communicate medical service delivery challenges and clinical concerns to the appropriate supervisor.

• Support coordination with referral facilities and external healthcare providers.

• Promote effective teamwork and communication across PHCC service areas.

16. Medicines, Medical Supplies & Equipment

• Coordinate with Pharmacy and relevant teams regarding essential medicines and clinical requirements.

• Monitor potential medicine shortages or stock-outs affecting medical services.

• Support rational use of medicines and medical supplies.

• Report critical shortages and service delivery gaps promptly.

• Ensure appropriate use and care of medical equipment.

• Identify damaged, unsafe, or non-functional equipment and report immediately.

• Support routine checks of emergency medicines and essential equipment.

17. Capacity Building & Professional Development

• Identify training and capacity-building needs among Medical Officers.

• Provide on-the-job mentoring and clinical coaching.

• Support clinical orientations and refresher training.

• Facilitate case discussions, clinical learning sessions, and knowledge sharing.

• Ensure Medical Officers remain updated on national clinical guidelines and organizational protocols.

• Promote continuous professional development and evidence-based practice.

• Support learning from clinical incidents and case reviews.

18. Emergency Preparedness & Humanitarian Response

• Maintain readiness to provide medical services during disease outbreaks, fires, natural disasters, mass casualty incidents, and other humanitarian emergencies.

• Support emergency preparedness planning and clinical response arrangements.

• Participate in emergency drills, simulations, and preparedness activities.

• Coordinate Medical Officers during emergency situations.

• Support continuity of essential medical services during emergencies.

• Assist in organizing and prioritizing patients during mass casualty incidents.

• Remain flexible to undertake additional responsibilities based on emergency and programme requirements.
