Job Description: Medical Assistant, Lead – Camp 5,12 & 21 Cox’s Bazar

Position Summary

The Medical Assistant, Lead will provide clinical and operational leadership to the Medical Assistant team and support the delivery of safe, timely, equitable, and patient-centred primary healthcare services at the Primary Health Care Centre (PHCC).

The position holder will supervise and guide Medical Assistants in providing quality patient care, ensuring appropriate triage, assessment, basic clinical management, documentation, follow-up, and referral within their authorized scope of practice. The Medical Assistant, Lead will support the Clinical In-Charge and Senior Medical Officer Lead in ensuring smooth daily clinical operations, staff coordination, quality assurance, and adherence to approved clinical protocols, organizational procedures, and relevant health sector standards.

Duty Station: Camp 5,12 & 21 Cox’s Bazar

Reports to: Senior Medical Officer

Accountable to: Clinical Coordinator

Key Responsibilities

1. Clinical Service Delivery

• Provide appropriate clinical services to patients within the authorized scope of practice.

• Conduct patient assessment, including history taking, basic physical examination, and identification of presenting complaints.

• Support the assessment, management, and follow-up of common health conditions according to approved protocols.

• Identify danger signs, severe illness, and complicated cases requiring immediate attention.

• Provide initial management and stabilization of emergency cases within the scope of practice.

• Ensure timely consultation, escalation, and referral of patients requiring Medical Officer or higher-level care.

• Provide health education and counselling to patients and caregivers on medication, hygiene, nutrition, disease prevention, and follow-up.

• Promote respectful, confidential, equitable, and patient-centred healthcare services.

2. Team Leadership & Supervision

• Provide day-to-day supervision, guidance, and support to Medical Assistants.

• Support the development and implementation of duty rosters and ensure adequate service coverage.

• Allocate duties and monitor the daily activities of assigned Medical Assistants.

• Ensure that team members follow approved clinical guidelines, standard operating procedures, and organizational policies.

• Conduct regular supportive supervision and provide constructive feedback.

• Identify knowledge and skill gaps among Medical Assistants and provide on-the-job coaching and mentoring.

• Support the orientation of newly recruited Medical Assistants.

• Promote teamwork, discipline, accountability, and effective communication within the clinical team.

• Escalate significant performance or operational concerns to the Senior Medical Officer Lead or Clinical In-Charge.

3. Patient Triage & Clinical Assessment

• Support effective patient triage and prioritization based on clinical urgency.

• Ensure patients with emergency or severe conditions receive immediate attention.

• Monitor patient flow and support measures to reduce unnecessary waiting time.

• Identify vulnerable or high-risk patients requiring additional clinical attention.

• Ensure appropriate referral of patients between service points within the PHCC.

• Support the proper functioning of triage and patient flow systems.

4. Clinical Quality & Patient Safety

• Support the implementation of clinical quality assurance and patient safety measures.

• Ensure Medical Assistants follow approved treatment guidelines and clinical procedures.

• Monitor clinical practices and identify gaps requiring corrective action.

• Support clinical case reviews, audits, and quality improvement activities.

• Ensure appropriate and accurate documentation of patient care.

• Report clinical risks, patient safety incidents, and service delivery concerns to the appropriate supervisor.

• Promote respectful, dignified, and non-discriminatory healthcare.

5. Emergency Care & Referral

• Support the identification and initial management of emergency and critically ill patients.

• Ensure timely escalation of emergency cases to the Medical Officer, Senior Medical Officer Lead, or Clinical In-Charge.

• Assist in the stabilization of patients before referral or transfer.

• Ensure appropriate completion of referral documentation.

• Support communication and coordination with relevant departments during emergency cases.

• Participate in emergency preparedness, drills, and response activities.

6. Communicable & Non-Communicable Disease Management

• Support the assessment and management of common communicable diseases according to approved protocols.

• Identify and immediately report suspected cases of outbreak-prone or priority diseases.

• Support disease surveillance and reporting activities.

• Provide screening and follow-up support for patients with common non-communicable diseases within the approved service package.

• Provide counselling to patients regarding medication adherence, lifestyle modification, prevention, and follow-up.

• Identify patients requiring Medical Officer review or referral for further management.

7. Maternal, Child & Reproductive Health Support

• Support the identification and initial assessment of maternal, newborn, and child health concerns within the scope of practice.

• Identify high-risk mothers and children and ensure timely referral or consultation.

• Provide appropriate health education and counselling to patients and caregivers.

• Coordinate with Medical Officers, Midwives, Nurses, and other relevant staff to ensure continuity of care.

• Support family planning and reproductive health services within the approved scope of practice and programme protocols.

8. Clinical Documentation & Health Information

• Ensure accurate, complete, and timely recording of patient information and clinical services.

• Supervise Medical Assistants to ensure proper completion of patient records, registers, and other required documentation.

• Ensure appropriate documentation of assessment, treatment, follow-up, referral, and patient outcomes.

• Work closely with the MIS team to ensure the completeness and accuracy of service delivery data.

• Identify and address documentation gaps and data inconsistencies.

• Maintain patient confidentiality and ensure secure handling of clinical information.

9. Infection Prevention & Control (IPC)

• Ensure compliance with Infection Prevention and Control procedures within assigned service areas.

• Promote proper hand hygiene, use of PPE, safe waste management, and standard precautions.

• Identify and report IPC gaps and potential risks.

• Support staff awareness and compliance with IPC procedures.

• Follow appropriate infection prevention measures during disease outbreaks and other public health emergencies.

10. Medicines, Supplies & Equipment

• Support the rational and appropriate use of medicines within the scope of practice.

• Coordinate with the Pharmacy team regarding medicine availability and clinical requirements.

• Monitor the availability of essential medical supplies and report potential shortages.

• Ensure appropriate use and basic care of clinical equipment.

• Report damaged, malfunctioning, or unsafe equipment.

• Support the proper storage and handling of medical supplies within assigned areas.

11. Coordination & Programme Support

• Work closely with the Clinical In-Charge, Senior Medical Officer Lead, Medical Officers, Nurses, Midwives, Pharmacy, Laboratory, Nutrition, MHPSS, Community Health, and other relevant teams.

• Participate in clinical meetings, case discussions, and programme review meetings.

• Communicate operational challenges, patient care concerns, and service delivery gaps to the supervisor.

• Support internal and external supervision, monitoring visits, and quality assessments.

• Ensure effective coordination between Medical Assistants and other service points within the PHCC.

12. Capacity Building & Professional Development

• Provide on-the-job coaching and mentoring to Medical Assistants.

• Support orientation and refresher training on clinical protocols, patient safety, IPC, documentation, and referral procedures.

• Participate in clinical training, case discussions, and professional development activities.

• Maintain updated knowledge of relevant clinical guidelines and programme procedures.

• Promote continuous learning and quality improvement among the Medical Assistant team.

13. Emergency Preparedness & Response

• Maintain readiness to support health service delivery during disease outbreaks, fires, natural disasters, mass casualty incidents, and other emergencies.

• Support emergency preparedness planning and implementation within the PHCC.

• Participate in emergency drills and response activities.

• Support continuity of essential health services during emergencies.

• Remain flexible to undertake additional responsibilities based on programme and emergency requirements.
