  • Desirable: having experience of supervising clinical staff in Hospital/in-patient facilities in humanitarian settings.
  • Desirable: having experience of “neonatal medicine” and “nutrition (malnourishment, breastfeeding)
  • Essential: Fluent in English and Bengali
  • Desirable: Fluency in local Chittagonian /Rohingya dialect
  • Proficiency in Microsoft Office (Word, Excel, Outlook, PPT)


Responsibilities & Context:

Main Purpose:

To supervise the provision of quality of care at outpatient and inpatient medical services according to adapted and updated medical knowledge, MSF protocols, values and universal hygiene standards to improve the patients/beneficiary's health conditions.

The Medical Doctor Supervisor is responsible for ensuring the quality and safety of clinical care provided in her or his specialty area (including general medicine) and other technical areas when specialists are not available. S/he works in close collaboration with responsible nurse and medical doctors through provision of and support to clinical practice and services and oversight of an effective quality management and improvement system, according to MSF protocols, standards and procedures. This is a role that requires considerable field experience.

Accountabilities:

  • Performs clinical consultancy in collaboration with the pediatrician for other medical doctors, providing bed-side hands-on training when needed.

  • Functional supervision of the medical doctors in the hospital or outpatient department providing clinical support. She/he supervises also other technical areas in the absence of pediatrician.

  • Checking all administrative procedures related to patients’ follow-up (file documentation, registration, discharge and transfer) are carried out correctly and according to MSF procedures.

  • Ensure an efficient pharmacy management in collaboration with NTS and project pharmacy team. Monitoring the rational use of antimicrobial agents and other medications in collaboration with pediatrician/MAM and do regular prescription auditing in the IPDs.

  • Supervision of the implementation of medical protocols, procedures and standards used in the absence of pediatrician, ensuring that MSF clinical standards are adhered to at all time

  • Liaises with MAM & pediatrician where necessary to ensure better delivery of patient care. Ensure optimal patients flow inside every IPDs from ER and each department respecting specific admission and discharge criteria.

  • Participate in ward rounds and organize clinical sessions in collaboration with pediatrician

  • Provide technical coordination and inputs under MAM/PMR lead for:  

  • Referrals of patients following agreed referral protocols

  • Acts as technical Focal Point in the Project for telemedicine and Clinical Operational Research initiatives when appropriate.

  • Knows and ensures all MSF medical protocols are followed and implemented, checking universal precautions are followed at all times and reducing bio-hazard risks and improving infection control. Ensures professional confidentiality is respected.

  • Works in close collaboration with Nurse Team Supervisors.

Quality of care:

  • Performs as Quality of Care Focal Point in the project and in conjunction with the Medical Activity Manager(MAM), Nurse Activity Manager (NAM) ensures the development and implementation of clinical quality improvement plans

  • Responsible for implementation and reporting of ‘Medical Adverse Events’ to the line manager.

  • Collaborates and supports the Antimicrobial Stewardship (AMS) focal point in the rational use of antibiotics and taking this role of focal point when pertinent

  • In close collaboration with medical and nursing managers, supports the implementation, monitoring and analysis of Quality of Care indicators in the project

  • Participate in regular clinical review meetings to ensure quality assurance and continuous learning in place in collaboration with pediatrician.

  • In close collaboration with the lab supervisor, supports the coordination between laboratory and imagery activities and clinical care provision.

Leadership and training:

  • Support MAM in identifying training needs for all medical staff in core competences required for their area of practice in particular the ability to identify and escalate the management of acutely unwell and deteriorating patients.

  • Provides on the job supportive training including spot checks and skills demonstration.

Monitoring and evaluation:

  • Upon request from MAM/PMR, supports that patients’ records, and clinic registers are completed according to MSF requirements.

  • Upon request from MAM/PMR, support in the use of established reporting formats or data collection, analysis and report on daily & weekly activities to MAM as required and follow notifiable disease protocols.

  • Supports the MAM/PMR in doing the District Health Information System (DHIS)/PRAXIS data analysis of different areas

MSF Section/Context Specific Accountabilities :

  • Taking part in duty shifts to cover for regular MDs, including rotating weekend day shifts

  • Providing direct technical and hierarchical supervision of Medical Doctors (MDs)

  • Managing the roster for staff under his/her direct supervision. Coordinating and monitoring the daily working plan of the team under her/his responsibility (absent personnel, vacations, tracking leaves).



Job Other Benifits:
    • Salary per month according to Level Ten (10) of the internal MSF salary grid (BDT 131,000/- gross). Salary is not negotiable. Income tax deduction from salary will be applicable based on the current income tax rule.

    • 2 annual leave days per month worked.

    • 2 Festival Bonuses after completion of one year of uninterrupted service.

    • 20 weeks of maternity leave
