Job Responsibilities:
∎ Generic Job Accountabilities:
∎ • Coordinate, assess and supervise the proper functioning of the medical activities (HIV, TB, & STIs, SGBV, etc.), according to MSF protocols and procedures and through the correct compilation and analysis of medical data regarding patients’ health conditions.
∎ • Check all administrative procedures related to patients’ follow-up (individual card filling, registers, paper exit, discharge, transfers ...) are correctly carried out according to MSF procedures.
∎ • Prepare the medical orders needed to implement the medical activitie(s) under his/her responsibility, and identifies non-medical support needs (material, infrastructure, transport, etc.), reporting them to the line manager.
∎ • Plan and supervise, in close coordination with the HR department, the associated processes (recruitment, training, performance evaluation, development and internal communication) of the staff of the activity in order to ensure both the sizing and the amount of knowledge required, and to improve people capabilities.
∎ • Coordinate and monitor the daily working plan of the team under his/her responsibility (absent personnel, vacations, tracking leaves ...). Replaces a doctor if necessary and participates in shifts.
∎ • Ensure an efficient pharmacy and medical equipment management and monitor the rational use of them.
∎ • Participate in the programs / project follow-up, supervise and ensure that medical activities objectives under his/her responsibility are achieved and report to the technical referent any problem arising in the service.
∎ • Participates in the monthly reports according to guidelines (i.e. SitReps, medical statistical reports, etc.) and definition of annual planning, budget for the project
∎ Clinical work:
∎ • Works in close collaboration with the IS paediatric MD making sure the day to day care for all Paediatric and Neonatal patients in IPD and OPD consultations are covered.
∎ • In collaboration with Nursing Supervisors, NS NAM, NS MAMs, NS MDs (and when present IS RN/MD/clinician): coordinates and supervises the provision of quality basic and curative care in the health facility, with a focus on Paediatrics and Neonatal care.
∎ • Implements and supervises correct use of diagnostic & treatment protocols according to MSF clinical guidelines, including strict adherence to universal precautions.
∎ • Develops strategies to improve the quality of patient care and access to medical treatment (according to MSF guidelines).
∎ • Guides the medical staff in the performance of their duties and promotes an attitude of open communication and respect between staff and beneficiaries.
∎ • In close collaboration with NS MAMs, NS NAM and MDs (and when present IS RN/MD/clinician): ensure regular ward round is done for all paediatric admitted patients; as well as support paediatric clinical activities in ER and OPD. Paediatric MD and Paediatric MAM to share this responsibility and cover for each other.
∎ • Monitors diseases in collaboration with NS MAMs and epidemiology team within the departments - for example, cholera, Diphtheria, shigella, Tb, meningitis, measles etc. - as part of clinical surveillance, and take appropriate measures.
∎ Referrals
∎ • Guides staff and ensures correct clinical decision making for referral of patients for further management according to the referral policy & communicates appropriately with Hospital Clinical Lead regarding the possibility of any referral outside of the normal referral pathway.
∎ • Monitors incoming paediatric/neonatal referrals (from other facilities) and outgoing paediatric/neonatal referrals (to other facilities).
∎ Human resources/others:
∎ • Supervision, organization and coaching of Medical Doctors and Medical Assistants assigned to Neonatal and Paediatric wards. Paediatric MD and Paediatric MAM to share this responsibility and cover for each other.
∎ • Regular case and mortality discussions to improve quality of care and for self-reflection in the Doctors’ and nurses’ teams.
∎ • Participates in the recruitment & evaluation of national staff in his/her department, as well identification of training needs for his/her team in collaboration colleagues and HR/admin department.
∎ • Takes responsibility with Hospital Clinical Lead for national staff health, in collaboration with NS MAMs and NS Responsible Doctor, ensuring that National Staff Health Policy is followed.
∎ • Responsible for daily adjusting/planning and monthly rosters of the Medical Doctors’ and Medical Assistants.
∎ • Be part of the roster with other 3 MAM’s including night shifts, weekends and public holidays, covering also other departments in the hospital during those shifts. Other shifts are based in Paediatric and neonatal department.
∎ • Participate in regular meetings (morning handover, medical meeting, HMT/PMT, MAM/MD/MA meetings a.o)
∎ Data collection & Reporting:
∎ • Ensures precise and reliable recording of morbidities and mortalities according to case definitions and other health statistics, using existing data collection tools.
∎ • Maintains the MSF health database, analyses and interprets the medical data, and acts on the findings accordingly.
∎ • In collaboration with the clinical team, prepare MMR on department activities; specifically the inpatient and mortality analysis reports.
∎ • Create awareness about the reason we want to increase timely medical incident analysis & reporting (to the Hospital Director).
∎ Medical supply management:
∎ • In collaboration with the Nurses Supervisors, NS NAM and NS MAMs: assesses the need for medicines & medical materials and informs the Hospital Clinical Lead and Head Nurse for supply & inclusion in the standard items list.
∎ • Assists in preparing departmental medical request, as well participating in forecasting for IMO
∎ • Works with the medical team to ensure rational and safe use of drugs and medical materials in the clinic.

Additional Requirements:
∎ Age at least 25 years
∎ Desirable: working experience in MSF or other NGO’s in developing countries.
∎ Desirable: Experience in tropical medicine, or post-registration experience in Public Health, paediatrics, A&E, infectious diseases, Neonates.
∎ Desirable: managerial experience
∎ Essential computer literacy and Strong skills in MS Office (particularly Word, Excel and PowerPoint) and internet Strong skills in MS Office (particularly Excel and PowerPoint)
∎ Essential: English and Bengali
∎ Desirable: Rohingya/Chittagonian

Salary: Tk. 150000 - 180000 (Monthly)
